paste and toothbrushes.
The rise in antibiotics and analgesics, caused
an increment of 1.6 percent in the Medicines and
Related Products subgroup which contributed to
change the Medical Care index,
4 de 265.1 en abril a 266.2 en mayo, o sea,

NOTAS ACLARATODRIALS
viviendas.
En cada vivienda entrevistada,
se hacen varias preguntas acerca de
cada uno de los miembros de 16 afios
y ams de edad, con el fin de deter-
minar si estin eapleados, desemplea-
dos, o fuera del grupo trabajador;
asi como preguntas relacionadas con
la ocupaci6n, industrial, horas traba-
Jadas y otras caracteristicas do
estas personas.
Se usa como period de referen-
cia unasemana fija, aquella que con-
tiene el dia 12 del mes. La encuesta
se llev aa cabo durante la semana
imaediatamente despu6s de la semana
de referencia.
Debido a que s61o se estudia una
muestra de todas las viviendas en
Puerto Rico, es necesario inflar las
cifras obtenidas en la encuoeta para
ast obtener estimados de enpleo y
desemploo para toda la poblaci6n. La
information obtenida de la muestra se
infla a estimados de la poblaci6a

HOUSEHOLD SURVEY
The information presented in this report
is based on a survey carried out by the
Bureau of Labor Statistics in a sample of
households representing a cross section of
the population of Puerto Rico. The survey
is carried out on a monthly basis in a sam-
pie of around 6,000 households.
In each household interviewed, a num-
ber of questions are asked concerning each
household member 16 years old and over, in
order to ascertain if they are employed, un-
employed, or not in the labor force; as well
as questions related to occupation, industry,
hour worAed and other characteristics regar-
ding these persons.
A fixed reference week is used, namely
the one containing the twelfth of the month,
The survey is carried out in the week
immediately after the reference week.
Due to the fact that only a sample of
all households of Puerto Rico is studied,
it is necessary to inflate the figures
obtained in the survey, in order to obtain
estimates of employment and unmeployment for
the whole population. The information
obtained from the sample is inflated to
estimates of the civilian noninstitutional
pop-' tion 16 years old and over,

by age and sex groups.
These estimates are prepared as follows:
First, an estimate of the total population
of Puerto Rico is obtained from the Planning
Board. This is computed on the basis of the
results of the April 1970 Population census,
taking into account the changes occurred in
the population due to natural increase (bir-
ths and death) auid net migration. This to-
tal population figure is adjusted to obtain
civilian nouinstitutional population, by
subtracting estLimCtes of the number of per-
sons in tbh Arded Forces and of the institu-
tional pop?'ation. Finally, the civilian
noniastitutioenal population is broken down
by age and sex groups, according to the dis-
tribution cbserv-d 'in the sample during the
latest twelve months.
The estimates presented here are
affected by the chance variation of the
sample used. In general, the larger the
figure reported, the greater the reliability
of the estimates. Because of this varia-
bility, too much emphasAs should not be pla-
ced on small differences.
The figures published do not always
add to the totals due to rounding. Percen-
tages have been computed from unrounded
figures.

are arranged in ascending or descending
order of salary.
Se obtiene informaci6n del in-
greso de los empleados asalariados
durante la semana anterior a aquella
en que se hace la entrevista. De
estos datos, se preparan estimados de
salario semanal aediano por grupos
industrials y ocupacionales.
No estAn incluidos en los esti-
mados de salario semanal mediano los
salaries de las personas clasificadas
como "con empleo pero no trabajando".
Estas personas tenlan un empleo del
cual estaban ausentes temporeraaente
por enfermedad, vacaciones, mal
tiempo, conflicts obreros o paros
temporeros con instrucciones de re-
gresar al trabajo dentro de los pr6-
ximos 30 dlas.
CLAS1PICACION INDUSTRIAL
Information is obtained on the earnings
of the employees during the reference week.
From these data estimates of median weekly
earnings by industry, and occupational
groups, are prepared.
Nut included in these estimates are the
earnings of those workers classified as "with
a job but not at work". These persons had a
job from which they were temporarily absent
due to illness, vacations, bad weather, indus-
trial disputes, or layoff with instructions to
return to work within 30 days of layoff.
INDUSTRIAL CLASSIFICATION
Due to the fact that the information of
this survey is obtained from households, and,
in most cases, the respondent is not the per-
son to whom the data refers; it is not
possible to make an industrial classification
as accurate as the one that is made in the
survey on Employment, Hours and Earnings
based on establishments payrolls which is
also carried on by this Bureau.
These two surveys are complementary
since the establishment survey does not
provide for an overall employment estimate,
including the selfemployed and unpaid fa-
mily workers.
para un familiar. Taapoco propor-
ciona los medios para estimar desea-
pleo y otras caracteristicas del
grupo trabajador.
En vista de las limitaciones de
la encuesta de viviendas con respect
a clasificaci6n industrial, se reco-
mienda a los usuarios que den prefe-
rencia a los estiadoe de empleo por
grupo industrial que prepare regular-
mente este Negociado a base de la
encuesta de estableciaientos.

seleccionado de tal manera que re-
presenta el consumo usual de las

Nor does it provide the means to estimate
unemployment and other characteristic of
the labor force.
In view of the limitations of the
household survey with regard to industrial
classification, users are advised to pre-
for the employment estimates by industry
group regularly prepared by this Bureau,
based on the establishment survey.
CONSUMER PRICE INgBEX
The Consumer Price Index for Wage Ear-
ners' Families measures, between two given
periods, the average change in the retail
prices of the goods and services usually
purchased by wage earners' families in
Puerto Rico.
It is calculated using 1967 100 as
the base period. Therefore, the index
measures the relative drop or increase in
the prices with respect to the average re-
corded in calendar year 1967.
For the computation of the index the
prices of about 193 different goods and ser-
vices are compiled. This group of goods and
services was obtained from the 1963 Family
Income and Expenditures Study, and was selec-
ted in such a way as to represent the ordi-
nary consumption of .age earners' families.

but did not report to work during the period
nor the propietors, members of unincorporated
firm, pensioners, mbers of the Armed Forces
and unpaid family workers.
Since the Bureau of Labor Statistics
employment figures are based on the establish-
aent's payroll records, persons who worked in
more than one establishment during the repor-
ting period are counted more than once. Thus,
the total. employraent count is not a measure of
the number of available fulltime jobs, or an
unduplicated count of paid workers. The fi-
gures represent the total number of persons
employed i manufacturing establishments
during the specified payroll period.

Average Hourly and Weekly arningA --
Average earnings for manufacturing indus-
tries are in a "gross basis". The average
earnings reflect not only changes in basic
hourly and incentive wage rates, but also
such factors as premium pay for overtime
and late shift work. They also reflect the
changes in output of workers paid on an
Lonas pagados irregularmente, pagos
retroactivos, aportaciones del pa-
trono al fondo de seguridad social,
contribuciones sobre n6minas
(seguridad de empleo) y los salaries
de aquellos empleados no cubiertos
por la definicibn de trabajadores de
produceci6n. -
El salario semanal promedio es
afectado por caabios en el salario
por hora, y en las horas trabajadas.
Lo afecta adends el trabajo parcial,
loe paros, los cambios do trabaja-
dores y el ausentisno.
incentive basis. Employment shifts between
relative high paid and low paid work and
changes in workers earnings in individual
establishments also affect the general ear-
nings average.
Average hourly earnings should not be
confused with wage rates. Earnings refer
to the actual return to the workers for a
stated period of time, rates are the amounts
stipulated for a given unit of workers or
time.
However, the average earnings should
not be interpreted as representing total
labor costs, since the following iteas are
excluded: irregular bonuses, retroactive
items, payments for welfare benefits, pay-
roll taxes paid by employers, and earnings
for those employees not covered under the
production workers definitions.
Average weekly earnings are affected
by changes in average hourly earnings, and
in the length of the workweek. They ?*
also affected by part tiae work, Stoppages,
labor turnover- and absesteeism.
