, ENQUIRY INTO IRREGULARITIES AT THE PRISONS DEPARTMENT,
ST. VINCENT.

The following Commission appointing the Honourable KEITH LYNDEL
GORDON, the Honourable PETER RONALD ELLS and CHIARLES GIDEON
HUGGINS, Esquire, to be the Commission to enquire into, and report upon, certain
alleged irregularities occurring at the Prisons Department during the tenure of
office of Cornelius Jabez Theophilus Anderson, Esquire, as Superintendent of
Prisons between the 6th day of April, 1947 and the 7th day of July, 1954, and all
other matters relating thereto, is published hereunder for general information.
2. The attention of the public is directed to Sections 10 and 12 of the
Commissions of Enquiry Ordinance, Wp ~ iM empower the Commissioners
to summon and examine witness j fi )z moned to attend and give
evidence, or to produce document an~y sitting olh commission shall be bound
to obey the summons served up jhem as fully itall expects as witnesses are
bound to obey subpoenas issued' .o thSu reme C f this Colony.
3. Any members of the pu ic esirin give e ce before the aforesaid
Commission, which will hold its' rst sitting a Le ive Council Chamber at
the Court House, Kingstown at im. on We ad l 7th November, 1954, are
requested to send their names an ad esses to t tary of the Commission,
Mrs. Agnes Eleanor Cato, at the r ingstown, not later than
Tuesday, the 16th day of November, 1

irregularities occurring at the Prisons Department during the tenure of office of

6th day of April 1947 and the 7th day of July, 1954, and all other matters relating
thereto;

issued under tie provisionsiof.t'-e Commissions of Enquiry Ordinance (Cap. 160) :
Now KNow i' THAT I, OSMUND RAiNTOOLPH 'KLSICK, Acting Administrator
a) aforesaid, reposiag, full confidence in your zeal, discretion and ability do appoint
you the said KEITHt LYNDEL GORDON, PETER RONALD ELLS and CHARLES
GIDEON HUGGIN'S to ho~'the Commission under the said Ordinance to make
diligent enquiriesminto, and report upoin,.the alleged irregularities occurring at the
Prisons DEpart.nt> during the period .above-mentioned, and such other matters
connected therewith as may appear necessary.
A D I FaURTIHER DIRECT tliat the said enquiry shall be made at the Legislative
Council Chamber at the Court House in Kingstown at 9.30 o'clock in the forenoon
on the 17th day of November, 1954, and on such other days and at such other
places as you the Commissioners aforesaid shall deem proper and necessary and
that you shall make such report and recommendations in the premises as may to
you seem fit, with all convenient speed :
AND I Do HEREBY APPOINT you the said KEITH LYNDEL GORDON to be
Chairman of Ulc Commnission and AGNES ELEANOR CATO to be Secretary of the
-aid Commission to attend the meetings and generally to perform such duties as
Secretary as are prescribed by law.
AND I CHARGE AND COMMAND all Officers, and all other Her Majesty's loyal
subjects in the Colony that in their several places and according to their several
powers and abilities they be aiding and assisting you in the execution of this your
Commission.
GIVEN under my hand and the Public Seal of the Colony of Saint Vincent, at
Government House in the said Colony this 11th day of November One
thousand nine hundred and fifty-four and in the Third year of the Reign
of Her Majesty QUEEN ELIZABETH THE SECOND.
