Distribution of the Proceeds of Japanese
Assets in the United Kingdom under Article
14 of the Peace Treaty.

On 30th July 1954 it was announced in
Parliament that the Minister of Pensions
expects to be able to make a second and
final distribution of the remaining Japan-
ese assets. It was also stated that the
original scheme, announced in October
1952, would be extended to cover mem-
bers of the United Kingdom Forces who
had emigrated or who were living over-
seas :
Applications under the extended
scheme will now be considered from :-
(a) All service and ex-service person-
nel who became prisoners of War
of the Japanese while serving in
British Units in the United King-
dom or as members of the Royal
Navy.
(b) Members and ex-members of the
Merchant Navy who were cap-
tured while serving in British
Ships registered in the United
Kingdom.
(c) Ex-civilian internees, or Prisoners
of War who served in Forces other
than those based in the United
Kingdom;
and intending claimants should write for
application forms as quickly as possible
to the Ministry of Pensions and National
Insurance, Thames House South, Mill-
bank, London, S.W.1.

IN THE MATTER OF THE LAND ACQUISITION

ORDINANCE (No. 22 of 1946)

and

In the matter of the acquisition by the Governor in Council of certain lots of land
situate in tlhe town of Kingstown in the Island of Saint Vincent being
approximately 12,611 square feet in area.


NOTICE OF ACQUISITION.
(Under section 7 of the Ordinance).



WHEREAS it was decided by the Governor in Council that the lots of land
described in the Schedule hereto should be acquired for a public purpose, to wit,
the construction of public offices and a bond warehouse;
AND WHEREAS the said lots of land have been acquired compulsorily for the
public purpose aforesaid;
AND WHEREAS a plan showing the above-mnntioned lots of land may be
inspected during working hours at the Survey Office in the town of Kingstown in
the island of Saint Vincent :
Now, THEREFORE, this is to require all persons interested, either-
(a) to appear personally or by attorney or agent before the authorized
officer to state the nature of their respective interests in the said lots of
land and the amounts and full particulars of their claims to
compensation in respect of those interests, distinguishing the amounts
under separate heads and shewing how the amount claimed under
each head is calculated; or
(b) to render to .the authorized officer a statement in writing, signed by
them or by their attorneys or agents, setting forth the like matters,
not later than 12th October, 1954.

September eighteen hundred and ninety-nine and recorded in liber W 5 in the
Registry of Deeds on the twenty-third day of October of the same year between
Edward Leycester Atkinson and Jane Ann his wife (formerly Jane Ann ~asell) of
the first part, the Reverend John Spencer Hughes of the second part. His Honour
Harry Langhorne Thompson and Ellinor Flora Bosworth his wife of the third part
and the Honourable Duncan Alexander MacDonald and George Fraser Grant of
the fourth part And also all messuages on the said part of lot fourteen and on
the said lot fifteen, together with all buildings fixtures fences walls ways waters
watercourses lights rights liberties privileges easements advantages and
appurtenances whatsoever to the said lots pieces or parcels of land messuages
buildings and hereditaments or any of them appertaining or with the same or any
of them now or heretofore enjoyed or reputed as part or member thereof or
appurtenant thereto.

The approximate area of the Icl of land hereinabove described is 12,611
square feet.

NOTICE.

T.IIRD PARTY INSURANCE OF GOVERNMENT VEHICLES.

The Government of St. Vincent intends to take out a block Third Party
Insurance Policy covering all vehicles which it operates. A list of these vehicles
appears on the attached showing the make of vehicle, the type of body, the horse
power, the carrying capacity, the year of manufacture, and the approximate value.
2. Quotations for this block policy should be made both on the bases of Third
Party and of Third Party, fire and theft.
3. Tenders should be addressed to the Chairman of the Tenders Board and
should reach the Treasury Chambers, Kingstown, not later than 9th October, 1954.

At the Court at Arundel Castle, the 30th day of July, 1954
Present,
The Queen's Most Excellent Majesty in Council
Her Majesty, by virtue and in exercise of Her powers under the
Saint Vincent and Grenada Constitution Act, 1876(a'), and of all
other powers enabling Her in that behalf, is pleased, by and with
the advice of Her Privy Council to order, and it is hereby ordered
as follows :-
1. (1) This Order may be cited as the Saint Vincent
(Legislative Council) (Amendment) Order in Cduncil, 1954, and
shall be construed as one with the Saint Vincent (Legislative
Council) Orders in Council, 1951 and 1953(b).
(2) The Saint Vincent (Legislative Council) Orders in
Council, 1951 and 1953, and this Order may be cited together as
the Saint Vincent (Legislative Council) Orders in Council, 1951 to
1954.
(3) This Order shall be published in the Gazette and in such
other manner as the Governor shall think fit.
2. Subsection (1) of Section 16 of the Saint Vincent
(Legislative Council) Order in Council, 1951 (hereinafter referred
to as the Principal Order ") is hereby revoked and the following
new subsection shall be substituted therefore :-
(1) After the Administrator, the Members of the Council
shall take precedence among themselves as Her Majesty may
specially assign, and in default therecf, as follows:-
Firstly, the Ex-officio Members in the order which they are
referred to in Section 5 of this Ordcr;
Secondly, the Nominated and E;letd 1Mernbers according ta
the length of time during which they have been continuously
Members of the Council, Members appointed or elected at the
same time taking precedence among themselves according to
the alphabetical order of their names."
3. The Principal Order shall have effect, and, shall be deemed
always to have had effect, as .if subsection (3) of Section 24 were
emitted therefrom.

EXPLANATORY NOTE

(This Note is not part. of the Order, but is intended to indicate
its general purport.)

This Order in Council amends provisions of the Saint Vincent
(Legislative Council) Order in Council 1951, relating to the order
of precedence of Members of the Legislative Council and abolishes
the requirements in that Order that the votes of Members shall
be taken in inverse order of their precedence and that minutes of
the proceedings of the Council shall be kept and copies
transmitted to Her Majesty through a Secretary of State.

that behalf, is pleased, by and with the advice of Her Privy
Council, to order, and it is hereby ordered as follows :-
1. (1) This Order may be cited as the Leeward Islands and
Windward Islands (Courts) tAmendment) Order in Council, 1951,
and shall be construed as one with the Leeward Islands and
Windward Islands (Courts) Orders in Council, 1939 to 1949(b).
(2) The Leeward Islands and Windward Islands (Courts,
Orders in Council, 1939, and 1949, and this Order may be cited
together as the Leeward Islands and Windward Islands (Courts'
Orders in Council, 1939 to 1954.
2. Section 4 of the Leeward Islands and Windward Islands
(Courts) Order in Council, 1939, is hereby amended by the
insertion immediately after subsection (1) thereof of the following
new subsections :-
(1A) When a holder of the office of Chief Justice is on
leave of absence pending relinquishment of his office it shall b-
lawful for another person to be appointed substantively to the
office of Chief Justice.
(1B) When two or more persons are holding the office of
Chief Justice by reason of an appointment made pursuant to
subsection (1A) of this Section then, for the purpose of the
exercise of any powers or the performance of any duties

EXPLANATORY NOTE

(This Note is not part of the Order, but is intended to indicate*
Sits general purport.) *

This Order amends the Leeward Islands and Windward
Islands (Courts) Order In Council, 1939, by providing that when
a holder of the office of Chief Justice of the Supreme Court of the
Windward Islands and Leeward Islands is on leave of absence
pending relinquishment of his office it shall be lawful for another
person to be appointed substantively to the office of Chief Justice.
