MISCELLANEOUS NOTICE.

DEPARTMENT OF AGRICULTURE.

PLANT FIBRE CROPS FOR ST. VIN-
CENT'S GROWING HANDICRAFT
INDUSTRY.

The making of baskets, bags, mats,
hats etc., of fibre is becoming an import-
ant industry in St. Vincent. This handi-
craft industry if encouraged and devel-
oped will greatly assist in solving many
of our economic problems by providing
considerable useful employment and a
most welcome addition to our export
trade.
For this industry to develop and ex-
pand quickly it is vital that supplies of
the raw materials should be available in
greatly increased quantities.
The main fibres used in local handi-
crafts come from the leaves of the
"Wild" or "Screw" Pine (Pandanus
sp.), and Sisal (Agave sp.). These plants
are easy to establish and require little
care once planted.
The Pine is the one most widely used.
It is a plant that provides an excellent
windbreak for other crops, it stands up
well to salt sea spray and will be found
to be a most helpful plant for Estates and
farmers in the Windward area specially.
Pine is also a useful anti-erosion crop and
should be planted extensively throughout
the Colony on steep banks acd the side of
gutters, ravines and streams.
The use of sisal fibre for handicrafts is
increasing and if planted closely enough
can be made into a stock proof feuee.
Sisal is also an anti-erosion crop if plant-
ed along contour barriers.
All farmers both large and small are
asked to make every effort to grow these
plants wherever suitable. All those who
are interested and who may require fur-
ther information and advice should con-
tact their nearest Agricultural Instructor

NOTICE.


TO THE GENERAL PUBLIC.


Every person concerned, not being a
Government Officer, is hereby reminded
that the latest date for the submission
of Income Tax Returns for assessment
in the year 1954 is the 31st March, and
that failure to give notice of charge-
ability is an offence against the Income
Tax Ordinance, rendering t-he person
concerned liable on conviction to a fine
not exceeding FOUR HUNDRED AND
EIGHTY DOLLARS.
2. EVERY PERSON whose income,
accruing in, derived from the Colony or
elsewhere and whether received in the
Colony or not for the preceding year,
exceeded the statutory limit of $480 is
required to submit a return in the pre-
scribed form, notwithht:t.dcing that on
account of approved deductions no tax
may eventually be chargeable, and parti-
cular attention is dir( cit to the fact
that the term income" is deemed to
include not only money but also allow-
ances ii kind.
3. Efforts are being made to send
blank return forms to such persons. It
is to be clearly understood. however,
that a person is not exonerated from the
statutory liability to in;'ke a return even
though that person may not have re-
ceived a blank form, which may be
obtained, on application, at the Revenue
Offices at Georgetown, Barrouallie.

OUTBREAK OF FOOT AND MOUTH
DISEASE IN THE NETHERLANDS
ANTILLES.

It is notified for general information
that a report has been received of an
outbreak in the Netherland Antilles, oft
the Venezuelan coast, of Foot and Mouth
Disease among cattle.
Until further notice the importation
into St. Vincent and its dependencies of
any living atlimal or carcass or any part
thereof,with the exception of all classes
of poultry and other birds which may be
imported with special permission, is
strictly prohibited from the Netherland
Antilles.

COTTON PROTECTION (CLOSE SEASON) ORDER.


(Gazetted 23rd March, 1954).



1. Short title. This Order may be cited as the Cotton Protection (Close
Season) Order, 1954.

2. Close Season. The period beginning on the 1st day of May, 1954, and
ending on the 15th day of August, 1954, for the Island of St. Vincent; the period
beginning on the 15th day of April, 1954, and ending on the 31st day of July, 1954,
for the Islands of Bequia and Mustique and the period beginning on the 1st day of
May, 1954, and ending on the 15th day of July, 1954, for the Saint Vincent
Grenadines (except the Islands of Bequia and Mustique) shall be close seasons
within the meaning of the Cotton Protection Ordinance, (Cap. 37).


Made by the Governor in Council under section 3 of the Cotton Protection
Ordinance (Cap. 37) this 5th day of March, 1954.

IMPORTATION OF ANIMALS (DISEASES PREVENTION)

(JAMAICA) ORDER.


(Gazetted 23rd March, 1954)


1I Short title. This Order may be cited as the Importation of Animals
(Diseases Pievention) (Jamaica) Order, 1954.

2. Importation of birds from Jamaica prohibited. No birds
including fowls, ducks, geese, turkeys, guinea fowls, pea fowls and pigeons shall be,
imported into the Colony from Jamaica.

3. Importation of certain crates etc. prohibited. No eggs, carcasses,
viscera or any bye-products of these and no crates, dung, litter or anything- which
has been or is suspected to have been in contact with birds shall be imported into
the Colony from Jamaica.

Made by the Governor-in-Council under Section 3 of the Importation of
Animals (Diseases Prevention) Ordinance, 1933 (No. 2 of 1933) this 19th day of
March, 1954.

THE CONSULAR CONVENTIONS (FRENCH REPUBLIC)
ORDER, '1954.


(Gazetted 23rd March, 1954.)


WHEREAS by section 11 (1) of the Consular Conventions Ordinance, 1952 (No. 31
of 1952) (hereinafter referred to as the Ordinance) it is enacted, among other
things, that the Governor in Council may by Order direct that sections 3, 4, 5, 6, 7,
8 and 9 of the Ordinance shall apply to a foreign State specified in the Order,
being a State with which a consular convention providing for matters for which
provision is made by these sections has been concluded by Her Majesty;
AND WHEREAS a Consular Convention between His late Majesty King George
the Sixth in respect of the United Kingdom of Great Britain and Northern Ireland
and the President of the French Republie was signed at Paris on the 31st day of
December, 1951, which provides for the matters for which provision is made in the
Ordinance :
Now THEREFORE it is hereby ordered as follows :-

1. Short title. This Order may be cited as the Consular Conventions
I(French Republic) Order, 1954.

2. Application to the French Republic. Sections 3, 4, 5, 6, 7, 8, and
9 of the Ordinance shall apply to the French Republic.


Made by the. Governor in Council under section 11 (1) of the Consular
Conventions Ordinance, 1952 (No. 31 of 1952) this 19th day of March, 1954.

THE KINGSTOWN HARBOUR (AMENDMEI
REGULATIONS.


(Gazetted 23rd March, 1954.)


1. Short title. These Regulations may be cited as the Kingstown Harbour
(Amendment) Regulations, 1954, and shall ta read as one with the Kingstown
Harbour Regulations, 1944, (S. R. & O. 1944, No. 50) (hereinafter referred to as the
principal Regulations).

2.' Regulation 13 of principal Regulations amended. Regulation
13 of the principal Regulations is hereby amended by the insertion, between the
words by" and a appearing in the third line thereof, of the words and sign
the Port Officer, a Revenue Officer or ".

3. Regulation 14 of principal Regulations amended. Regulation
14 of the principal Regulations is hereby amended-
(a) by the deletion of the words Police Constables" appearing in the
second line thereof and the substitution therefore of the words and signs
"Port Officer, &c.", and
(b) by the insertion, between the words by" and any" appearing in the
penultimate line thereof, of the words and sign "the Port Officer, any
Revenue Officer or ".

Regulation Ordinance this 19th day of March, 1954.
