SUGAR.
The Ministry of Food announces that
as from 1st January, 1954, the responsibil-
ity for conducting the whole of United
Kingdom's Export Trade in refined Sugar
will be handed back to British Sugar Re-
finers. The decision extends arrange-
ments made in October, 1952, and Jan-

BRITISH COUNCIL SCHOLARSHIPS,
1954/55.

1. These scholarships are intended
normally to enable mif and women who
are graduates or of similarstatus to carry
out advanced study or research in the
United Kingdom.
2. The duration is normally of 10
months though in special cases it may
be of two academic years or 22 months.
A fall scholarship provides for payment
of fees, fares, maintenance and a book
grant.
3. Only three scholarships have been
allotted to the whole of the British West
Indies. The standard is therefore high.
4. Further information may be obtain-
ed from the Assistant Administrator and
Establishment Officer, Government
Office, to whom completed application
forms with all supporting documents
should be submitted before 31st October,
1953.

The salary of the post is in the scale
$1368 x$72- $2160 per annum and com-

qualifications and experience of the
officer. No Cost of Living Allowance is

running and organisation of the Public
Library in Kingstown and for the organ-
isation and supervision of various branch
libraries throughout the Colony, and
will be required to perform such other
duties connected with Library work as
may from time to time be assigned by

The officer should possess the Associ-
ateship Certificate of the English
Library Association.
The post is pensionable and any claim
to pension acquired in respect of previ-
ous Colonial Sprvice will be retained.
Free first class passages are provided
for the Offieer, and up to four members
of his family, namely a total of 5 in all,
on first appointment only. No Assisted
Passages are granted on leave.

The attention of all persons proposing
-to leave the Colony and of Aircraft and
Shipping Agencies is hereby drawn to
Rule 2 of S.R. & 0. 1953, No. 26, In-
come Tax (Evasion of Tax Payment)
,(Prevention) Rules, which forbids any.
person to issue or cause to be issfied any
ticket entitling any person to leave the
Colony unless such person has in his
possession an Exit Certificate. i'
"'Any person who fails to comply with
the above commits an offence against
the Income Tax Ordinance and is liable
under Section 68 of the Ordinance on
summary conviction before a Magis-
trate to a fine not exceeding four hun-
dred and eighty dollars, and in default
of payment to imprisonment, with or
without hard labour, for any term not
-exceeding six months.

In exercise of the powers conferred upon the Governor-in-Council by Section 3
of the Wages Councils Ordinance, 1953 (No. 1 of 1953) the Governor-in-Council
makes the following Order:-

1. Short Title. This Order may be cited as the Wages Council
(Agriculture) (Sugar and 'Arrowroot) Order, 1953.

2. KEstablishment of Wages Council.' 'here shall be established in
respect of the weriers to whom this Order applies as set out in the Schedule hereto,
,and their employers, a Wages Council to be known as the Agricultural (Sugar &
Arrowroot) Wages Council.

3. Commencement. This Order shall come into force on the

thereto.

1. Short Title. This Order may be cited as the Wages Council (Shop
Assistants) Order, 1953.

2. Establishment of Wages Council. There shall be established in
respect of the work!-rs to whom this Order applies as set out in the Schedule hereto,
and their employers, a Wages Council to be known as the Shop Assistants Wages
Council.

3. Commencement. This Order shall come into force on the day
of October, 1953.

Any person employed in a shop.
A "shop" includes any building, house, room, shed, stall, yard, premises or
place where wholesale or retail trade or business is carried on, and also refreshment

the sale of intoxicating liquors.

and their employers, a Wages Council to be known as the Domestic Servants Wages
Council.

3. Commencement. This Order shall come into force on the

"Domestic service" means employment as a servant whose main or general
function it is to be about his employer's person or place of residence for the
purpose of administering to the needs or wants of his employer, or of any member
of his employer's family, or of any person resorting to his employer's place of
residence, including a guest but does not include employment in any form of
manual labour by way of trade or for purposes of profit or gain or any employment
which is or is likely to be dangerous or immoral.

ARROWROOT (AMENDMENT) REGULATIONS.

(Gazetted 6th October, 1953).

1. Short Title. These Regulations may be cited as the Arrowroot
(Amendment Regulations, 1953, and shall be read as one with the Regulations made
by the St. Vincent Co-Operative Arrowroot Association on the 14th day of
November, 1933, and confirmed by the Governor-in-Council on the 25th day of
November, 1933 (hereinafter referred to as the Principal Regulations) and all
amendments thereto.

2. Regulation 2 of Principal Regulations Revoked and
Replaced. Regulation 2 of the Principal Regulations is hereby revoked and
replaced as.follows :-
"2. There shall be four standard grades as follows -
(1) Superfine
(2) Fine
(3) Good
(4) Fair
"The Specifications for determining such standard grades shall be as set
forth in the Schedule to these Regulations."
3. After Regulation 23 of the Principal Regulations the Schedule to these
Regulations shall be inserted.
