It is notified for general information that His Honour W. F. COUTTS, M.B.E.,
Administrator, will be proceeding to the United Kingdom on long leave during the ,
second week in March, 1952.
Upon the departure of His Honour, the following acting appointments have
been arranged by His Excellency the Governor, and will take effect on dates to be
notified later :-
(1) The Honourable BERNARD GIBBS, Assistant Administrator and
Establishment Officer, to act as Administrator;
(2) Mr. OSMOND R. KELSICK, D.F.C., District Officer, Carriacou, and at
present Acting Assistant Chief Secretary, Windward Islands, to act as

APPOINTMENT OF LABOUR ADVISER, WINDWARD ISLANDS.
The Secretary of State for the Colonies has selected Mr. Norman Pearson
for temporary contract appointment to the Colonial Service as Labour Adviser in
the Windward Islands.
Mr. Pearson is expected to take up this appointment shortly.
Brief biographical notes on Mr. Pearson's record and qualifications follow:-
Born-3rd June, 1906.
Married, with one son.
Training and study-W. E. A. classes in Trade Unionism, the Social Sciences
and other subjects.

SALARIES REVISION.

With reference to Notice No. 619 appearing in the Official Gazette of 27th
December, 1951, the Salaries Revision Commissioner, Mr. C. J. HODGENS,
O.B.E.; M.C., arrived in St. Vincent on the 26th February, 1952, and will be
carrying out his investigations in this Colony until the end of March.
Mr. HODGENS is staying at the Blue Caribbean Hotel.
The terms of reference of the Commissioner are:
to enquire into the salaries and emoluments (excluding transport,
travelling and subsistence allowances) of permanent public officials and
pensionable employees in the Colonies of Grenada, St. Vincent, St. Lucia
and Dominica to make recommendations.'
During his stay here all Heads of Departments will be invited to meet him
and, in the meantime, any Head of Department may, if he wishes, submit a
memorandum on the subject. The memorandum should be confined to the
subject in general and should not set out personal grievances or make special
plea in favour of any individual Government Officer.
The Commissioner will in due course meet the Civil Service Association
and any other bodies or persons interested in the subject.

ELECTRICITY AND TELEPHONE
DEPARTMENT.


The attention of all consumers is
drawn to Regulation 3 of the Electricity
Supply and Refrigeration Regulations
1939 requiring a consumer to pay for
electricity consumed in any one month
before the 15th day of the following
month. This is clearly stated on thel
bill heads.
Itis not intended from March onwards
to send out any reminder notices of
arrears as this courtesy is being abused,
and full effect will be given to Regula-
tion 10 which authorises the Superin-
tendent to discontinue the supply of
electricity to any consumer in arrears
without further notice.
Consumers are asked to take particular
notice of this, and also that the recon-
nection fee has been raised to a minimum
of 50 cents and a maximum of $1.40.

PRICES CONTROL (AMENDMENT NO.

1.. Short title. This Notice should be cited as the Prices Control
(Amendment No. 6) Notice.

2. Amendment. The prices set out hereunder are the Maximum prices
for which the articles enumerated may be sold in the Colony and the First
Schedule Part B to the Prices Control Order (S.R. & O. No. 25) is hereby amended
by deleting all the words, figures and symbols occurring in the columns opposite the
articles : Salt-Fine," Beef-Pickled," Beef-Corned, Maxam Brand," "Cheese,
