programming, or data processing would be a
distinct advantage.

4. The qualities sought for are:
(a) Creativeness and receptiveness to
new ideas and techniques.
(b) Interest in problem solving and
numerate methods.
(c) Methodical working, attention to
detail and prescribed standards.
(d) The ability to work in a team.

5. Educational Standard: The applicants
should be in possession of at least three '0'
levelss including Mathematics and English ,or
the equivalent.

6. Selection and Training. Applicants on a
short list will be given an aptitude test, and only
those who attain the required standard will be
considered further. The successful applicants
will be appointed Computer Operator/Trainee
Programmer on probation and will receive
practical trahiing in St. Vincent.
On the satisfactory completion of this period
of practical training the officers will be sent on
a formal course approved by ICL.
It is intended that a number of the successful
applienns will. after advanced training and the
re'inisite experience, progress to positions of
Systems Analyst/ Programmer and above.

7. Salary Scale: V38-27 $2.520 X $180
- $3.420, on satisfactory completion of the
probationary period the successful candidates
will be promoted to scale V26 21 $3.600 X
$240 $4,803 plus a pay addition of $900 per
axlluln.

S. Ennipment of Data Processing Denart-
ment: The Department is equimped with an
ICL 1901A. Computer using 16K Core Slorage,
Double Twin Discs, and Paper Tape Imput.

9. The following are the systems which are
on dihe computer at present:
(a) Financial Accounting
(b) Monthly Payroll of Civil Servants
(c) Trade Statistics
(d) Banana Growers Accounts
(e) Income Tax Assessments
(f) Hospital
(g) National Provident Fund

10. Applications accompanied by two recent
testimonials should be forwarded to the Chief
Personnel Officer, Service Commissions Depart-
ment, marked "EDP/STAFF" and should be
received not later than 20th September 1976.

TRAINING CENTRE



Applications are invited for the post of
House-master, Liberty Lodge Training Centre,
Kingstown. The applicant should be male and
between the ages of 25 and 45 years old. He
sliould possess special aptitude in woodwork.
(Other basic crafts and skills e.g. knowledge of
local handicrafts or plumbing and pipe fitting,
electronics etc.) would be a definite asset.

The successful applicant will be required to
work with VSO and to understudy him for a
period of at least two (2) years.

Applicants should be mature and responsible
and would be required at certain times (weekly)
to sleep on the premises of the Institution.

Salary will be in the Scale V33 24 $2,400
X $120 $2,520 X $180 $3,600 X $240 -
$4,080 plus a cost of living allowance of $900
per annum. The point in the scale at which
the applicant starts will be commensurate with
his experience.

Further details of the post can be obtained
from the Service Commissions Department or
the Ministry of Home Affairs.

Applications accompanied by two (2) recent
testimonials should reach the Chief Personnel

Vacant Post of Accountant/Financial Controller

Applications are invited from suitably quali-
fied persons for the post of Accountant/Finan-
cial Controller with the Development Corpora-
tiron.
The job calls for a person with good educa-
tion and knowledge of financing, accounting,
costing, and keeping of records; an organized
mind; imagination in working out financial
plans; clarity of expression in speech and writ-
inl; ability to examine complex problems and
find solutions; experience in preparing financial
statements including final accounts, designing
Inthods and systems of accounting, writing
reports, and preparing budgets and forecasts.
Qualifications
Applicants should possess a degree in account-
ing, or should at least be preparing for the final
examination of a recognized professional body
of accountants, or should possess comparable
qualifications in a related field. A minimum of
three years experience in a senior post in the
accounting field is essential.
Salary
Salary is negotiable depending on qualifica-
tions and experience.

Development Corporation, to reach him not later
than 27th September, 1976.


PCST OFFICE NOTICE

It is hereby notified for General Information
that the General Post Office in Kingstown will be
releasing on the 16th September, 1976 a new
issue of 1PostaEr Stamps to commemorate the
victory of the West Indies in the first Prudential


World Cup Cricket Competition held in the
United Kingdom in 1975.

The issue is an omnibus one comprised of
two (2) designs adopted by all participating
Members Countries of Caricom, and the stamps
are in the following denominations:-
15--Depieting a map of the West Indies
showing the Cricket Emblem of Crossed
Bats, a set of stumps and a cricket ball.
453--)Depicting the Prudential World Cricket
(Cup.
Same will remain on sale for the duration of
three (3) months, or until stocks are exhausted,
whichever is the sooner.
Official First Day Covers will be on sale at the
pl ice of $1.10 each.

AN ACT to provide for the Incorporation of certain persons as
Trustees of the Lions Club of Saint Vincent.
[ 14th September, 1976. ]
WHEREAS there exists in the State of Saint Vincent a
service club known as The Lions Club of Saint Vincent which
is chartered by and under the jurisdiction of The International
Association of Lions Club:
AND WHEREAS Clarence Fitzherbert Davis, Cornwall
Fitzherbert Scott, Lorenze Alvin Douglas Williams and Hilary
Bertram DaSilva have been appointed for the purpose of
holding property, real and personal in trust for the Lions
Club of Saint Vincent:
BE IT ENACTED by the Queen's most excellent Majesty Enactment.
by and with the advice and consent of the House of Assembly
of Saint Vincent and by the Authority of the same as follows:- ,\V Ep
1. This Act may be cited as The Lions Club of Saint ,Short-title
Vincent Incorporation Act.

Club of Saint Vincent" (hereinafter called "The Incorporated
Trustees") and by such name as aforesaid shall have perpetual
succession and shall and may sue and, be sued in all Courts
of the State of Saint Vii.,: it in sjch nahe and shall have and
use a Common Seal which mIiy frpm time to time be change.d.
Such seal shall be used *only in the presence of at least two
of the Trustees and shall not be changed except by resolution
of the members of The Lions Club of Saint Vincent at a meeting
held for that purpose such resolution to be published in the
Gazette as soon after such meeting as possible.

Vesting 3. All property real and personal of whatsoever nature
Property. in the State of Saint Vincent now vested in The Lions Club
of Saint Vincent shall be and the same is hereby vested in The
Incorporated Trustees.


Ior orated 4. The Incorporated Trustees shall, subject to the Consti-
Trustees. tution of The International Association of Lions Clubs which
shall be approved by the Board of Directors of The Lions
Club of Saint Vincent, from time to time.

(a) acquire by purchase exchange demise gifts bequest
or otherwis, real and personal property or any
estate or interest therein and also any imo)ney
securities for money goods or chattels whatso-
ever;

(b) by deed under seal sell demise grant convey ex-
change surrender or otherwise dispose of any
property vested or which may hereafter be vested
in them;

(c) borrow money and for the repayment of the same
by deed under seal give and execute mortgages
charges, pledges or other securities or assurances
of their arrangements as they may consider ex-
pedient with such covenants powers and provisions
as they may think proper.

5. (a) The Incorporated Trustees shall at all times have
a- fixed address for the service of documents on
The Incororrated Trustees and such address and
any change thereof shall be registered with the
Registrar of the High Court;

(b) Any document may be served on The Incorporated
Trustees by leaving the same at, or by sending the
same by registered post to the address as regis-
tered under subsection (a) of this section.

6. On any vacancy in The Incorporated Trustees by the Power to fill
death, absence, incapacity to act of any of the members or vacancies.

to time to fill such vacancy and the person so appointed shall
have the same power as if he had been named a member under
this Act. The appointment of a new Trustee or Trustees shall

the Body Corporate of the Incor rated Trustees shall be deemed
to exist for all purposes under This Act as long as any two
members thereof shall he resident in the State of Saint Vincent.

7. Nothing in this Act shall affect or be deemed to affect Saving.
the rights of her Majesty or of any bodies politic, or corpora-
tion or of any other person except such as are mentioned or
referred to in this Act and those claiming by, through, from or
under them.

(AMENDMENT) REGULATIONS, 1976.

(Gazetted 14th September, 1976).

1. Citation. These Regulations may be cited as the Public Service Board
of Appeals (Notification) (Amendment) Regulations, 1976.

2. Replacement of Regulation 3 of Public Service Board of Appeals
(Notification) Regulations, 1970. Regulation 3 of the Public Service Board of
of Appeals (Notification) Regulations, 1970, is hereby revoked and substituted
by the following-

3. Every appeal shall be placed in a sealed envelope addressed to the
chairman of the Public Service Board of Appeal, Post Office Box 829,
Kingstown.

Goods (Amendment) (No. 5) Order, 1976.
2. Amendment of the Price and Distribution of Goods (No. 2) Order, 1971.
