NOTICE
il accordance with the provisions of sub-section (2) of Section 3 of the Aid to Piolinm.r
Industries Ordinance, 1952, notice is hereby given that subject to the consideration of any
objections which may be received by him pursuant to this Notice, the Governor proposes undcr
sub-section (1) of Section 3 of the said Ordinance to make an Order in the form set out in the
Schedule hereto.
2. Any person who objects to the making of such Order is hereby invited to give notice
in writing of his objections and of the grounds on w;,hich he relies in support thereof, to the
Secretary to the Cabinet at the Premier's Offic. in Kingstown, on or before the 31st day of
July 1976.

2. Declaration. The establishment, maintenance and operation in the State of manufactur-
ing plant for the manufacture of mops and brooms is hereby declared to be a Pioneer Industry
for the purposes of the Aid to Pioneer Industries Or d inan c e, 1952, and mops and brooms so
manufactured are declared to be pioneer products for the said purposes.


Made by Cabinet under section 3(1) of the Aid to Pioneer Industries Ordinance, 1952
(No. 5 of 1952) this day of 1976.

Manager, St. Vincent Port Authority.
The Port Manager is the Chief Executive
Officer of the Authority. He is required to
exercise all functions entrusted to him under
the Port Authorily Act 1975 and any regula-
tions made thereunder.
lie will be required to be present at all meet-
ings of the Authority and shall be responsible
for the proper administration of the affairs of
the Authority.
The salary of the post is negotiable but will
depend on the applicant's experience and quali-
fications.
Applications together with two (2) recent
testimonials should he addressed to the Chair-
man, St. Vincent Port Authority Council to
reach him not later than 29th July, 1976.

VACANT POST OF INDUSTRIAL OFFICEI1


Applications are invited from suitably quali-
fied persons to fiill the post of Industrial Officer,
Development Corporation, Kingstown, St. Vin-
cent.

The Developme:nt Corporation is actively in-
vlived in the industrial development of the
State. As such the Corporation finances local
sm'll industry projects which i'lvolves e--ten-
sive technical assistance in setting up these
businesses. In addition the Corporation pro-
motes joint ventures between foreign and local
r.ianufacturers aln would assist foreign com-
pinies in setting up businesses in the State.
Du ties
The Industrial Officer will be required to work
a 4ong with Small Industry Loans Officer of the
Caribbean Develonment Bank in the preparation
of appraisals and feasibility studies for new
small industry projects. After a project has
been approved, the Industrial Officer will assist
the borrower in selecting aid ordering necessary
machinery and couipment, and assist in the
setting up and initial operation of the factory.
The Industrial Officer will follow up new and
exiting projects and assist thO Cornor: tio1 in
finding new industries suitable for financing
under the Small Industry Credit Scheme.
The Industrial Officer will work in close col-
laboration with the Industrial Extension Arm
of the Corporation, and advise on management
techniques and the setting up and maintenance
of an adequate accounting system in each
business.
Qualifications
A degree or other acceptable qualification in
management, accounting, industrial engineering,
economics or other related discipline. Relevant
experience will be an asset.
Successful applicant must also possess, on
assumption of duties, a driving licence and a
motor-car.
Salary
Minimum starting salary will be $650 per
month, but depending on the qualification and
experience of the successful applicant a higher
starting salary may be negotiated.
A travelling allowance of $60 per month will
a.so be paid.

monials and evidence of professional qualifica-

HOUSING DEVELOPMENT CORPORATION
OF DOMINICA



The Housing Development Corporation of
Dominica invites the submission of prelun'ifica-
tion data from interested engineers in connection
with the design and construction of an IUTan
Working Class Housing Development at-Cane-
field Housing Scheme. Bath Estate Housing
Sho me Point Michel Housing Scheme, Kings
Hill Iousing Scheme and Lily Valley Iousing
Scheme.
The scone of the engineering work would in-
elude e'anineering surveys, the preparation of
appropriate design drawings and specifications
as well as other contract documents required
for going to tender for the construction of the
project, supervision and inspection of construc-
tion, and issuance of interim payment certifi-
cates.
The project calls for the construction' of the
infrastructure for sub-divisions of 181 dwellings
or low income workers as follows:-
Point Michel, Kinrs Hill Houses-, Lily Valley,
Canefield Housing, Bath Estate.
The total cost of the project is estimated at
E.C.$1,855,700.00.
Financing of the prniect will be undertaleon
l-y the Government of Dominica-and the Crih-
bean Development Bank utilising USAID
Funds.
Consideration will be limited to consulting
engineers whose principal place of business is in
one of the member countries of the Caribbean
Development Bank, in the U.S.A. or in any other
eligible country. A list of ineligible countries
is available from the General Manager. Housing
Development Corporation, Roseau, Dominica,
or the Caribbean Development Bank, Wildey,
Barbados.


Prequalification information submitted for
consideration should stress similar types of work
performed and the location thereof.
Consulting engineers firms, whether acting
singly or in joint ventures, should each submit
an executed copy of a form which may be
obtained from the office of the Iousing Develop-
ment Corporation, Roseau, Dominica or from
the Caribbean Development Bank, P.O. Box 408,
Wildey, St. Michael, Barbados.
Prequal ification information must be received
not later than September 22nd, 1976, in the office
of the Housing Development Corporation,
Roseau, Dominica, with a copy sent to the Carib-
bean Development Bank.
The data submitted will be evaluated by the
Housing Development Corporation, Roseau,
Dominica and a short list of firms or joint
ventures prepared. Those on the short list will
be required to snbnit technical proposals for the
project.
These proposals will be required to be sub-
mitted within three weeks of the request. In-
terested consulting engineers are advised to
acquaint themselves with the project during the
prequalification period.
Important considerations will be the firms'
or joint ventures' first hand knowledge of the
sute and working conditions in the region and
their ability to complete the work to tender stage
within 8 weeks from an instruction to proceed.

AID TO PIONEER INDUSTRIES (MANUFACTURE OF
CONFECTIONERY) ORDER, 1976.

(Gazetted 27th July, 1976.)


1. Short title. This Order may be cited as the Aid to Pioneer Industries
(Manufacture of Confectionery) Order, 1976.
2. Declaration. The establishment, maintenance and operation in the
state of plant for the manufacture of Confectionery is hereby declared to be
a Pioneer Industry for the purposes of the Aid to Pioneer Industries Ordinance,
1952, and confectionery so manufactured is declared to be a pioneer product
for the said purpose.

Made by Cabinet under Section 3(1) of the Aid to Pioneer Industries
Ordinance, (No. 5 of 1952) this 23rd day of July. 1976.
