In accordance with the provisions of sub-sectoin (2) of Section 3 of the Aid ooneer
Industries Ordinance, 1952, notice is hereby given that subject to the consideration
objections which may be received by him pursuant to this Notice, the Governor
under sub-section (1) of section 3 of the said Ordinance to make an Order in the for
out in the Schedule hereto.
2. Any person who objects to the making of such Order is hereby invited to give notice

1. Short title. This Order may be cited as the Aid to Pioneer Industries (Manufacture
of Rubber Mats) Order, 1976.
2. Declaration. The establishment, maintenance and operation in the State of manufac-
turing plant for the manufacture of rubber mats is hereby declared to be a Pioneer Industry
for the purposes of the Aid to Pioneer Industries Or dinan c e, 1952, and rubber mats so
manufactured are declared to be a pioneer product for the said purposes.

Made by the Governor under section 3(1) of the Aid to Pioneer Industries Ordinance,
1952 (No. 5 of 1952) this day of 1976.

Manager, St. Vincent Port Authority.

The Port Manager is the Chief Executive
Officer of the Authority. He is required to
exercise all functions entrusted to him under
the Port Authority Act 1975 and any regula-
tions made thereunder.

ings of the Authority cad shall be responsible
for the proper administration of the affairs of
the Authority.

The salary of the post is negotiable but will

FELLOWSHIP PLAN AWARDS TO THE
UNITED KINGDOM, CANADA AND
NEW ZEALAND



Applications are invited from suitably quali-
fied Vincentians for the award of Commonwealth
Scholarships to the United Kingdom and Canada
from the academic year beginning September
1977 and to New Zealand from th" academic y:'.r
b ginning March 1977.,

Awards are primarily for post-graduate study
or research in any field. Applicants should
possess a first-or second class honours degree or
a pass in the M.A. qualifying examination of a
recognized University.

Awards are normally made for a period of
two (2)'ve,'r; to persons between the ages of 17
and 35.

Successful applicants will be required to sign
a Bond with sureties to return to serve in the
State at the completion of their studies.

Applications on Form T1 giving full details
and curriculum vitae should be submitted to the
Chief Personnel Officer, Service Commissions
Department, Kingstown by 31st July 1976.

DEVELOPMENT CORPORATION
VACANT POST OF INDUSTRIAL OFFICER

Applications are invited from suitably quali-
fled persons to fiill the post of Industrial Officer,
Development Corporation, Kingstown, St. Vin-
cent.
Background
The Development Corporation is actively in-
volved in the industrial development of the
State. As such the Corporation finances local
small industry projects which involves exten-
sive technical assistance in setting up these
businesses. In addition the Corporation pro-
motes joint ventures between foreign and local
manufacturers and would assist foreign com-
panies in setting up businesses in the State.
Duties
The Industrial Officer will be required to work
along with Small Industry Loans Officer of the
Caribbean Development Bank in the preparation
of appraisals and feasibility studies for new
Fmall industry projects. After a project has
Iloen approved, the Industrial Officer will assist
the borrower in selecting and ordering necessary
manchinory and equipment, and assist in the
setting up and initial operation of the factory.


The Industrial Officer will follow up new and
existing projects and assist the Corporation in
finding new industries suitable for financing
under the Small Industry Credit Scheme.
The Industrial Officer will work in close col-
laboration with the Industrial Extension Arm
of the Corporation, and advise on management
techniques and the setting up and maintenance
of an adequate accounting system in each
business.
Qualifications
A degree or other acceptable qualification in
management, accounting, industrial engineering,
economics or other related discipline. Relevant
experience will be an asset.
Successful applicant must also possess, on
assumption of duties, a driving licence and a
motor-car.
Salary
Minimum starting salary will be $650 per
month, but depending on the qualification and
experience of the successful applicant a higher
starting salary may be negotiated.
A travelling allowance of $60 per month will
also be paid.

.1 Citation. These Regulations may be cited as the Police (Subsistence
and Lodging Allowance) Regulations, 1976.

2. Amendment. Tie Police (Subsistence and Lodging Allowance)
Regulations 1965 (S.R. & 0. 15/1965) are hereby amended.

(a) By the revocation of regulation 2 and the substitution of the
following-

2. Subsistence and Lodging Allowance. A member of the
Police Force of or below the rank'of Inspector who in the perform-
ance of his duty, is absent from the section of the Police District
to which he is posted and is not provided with food and lodging
while so absent, shall be entitled to reimbursement out of pocket
expenses necessarily incurred in accordance with the following
scale-

POLICE (AMENDMENT) REGULATIONS


(Gazetted 20th July, 1976.)


1. Citation. These Regulations may be cited as the Police (Amendment)
Regulations, 1976.

2. Amendment of Police Regulations, 1948 (S.R. & 0. No. 101/1948).
The Police Regulations 1948 are hereby amended by the deletion of regulation
211 and the substitution of the following-

211 Services of Non-Commissioned Officers and Constables at Private
Functions

(1) Non-Commnissioned Officers and Constables may be assigned for
duty on board ships, at dances, parties, public entertainments and
other functions of a similar nature.

(2) Every application shall be made by giving to the Commissioner
of Police not less than seventy-two hours notice stating the number
of men required, the service desired and the time and place for
the performance of the service.

(3) An applicant for the service of any number of Non-Commissioned
Officers or Constables may be required to provide transportation
for such officers and failing to do so the said applicant shall be
liable for any travelling expenses incurred by the said Non-
Commissioned Officers or Constables.

(4) Fees for the service of each Non-Commissioned Officer or Constable
shall be paid by the applicant in advance at the following rates:

No. 17/1967) are hereby revoked.
