MACARONI & MACARONI PRODUCTS) ORDER, 1976.

1976).


1. Short title. This Order may be cited as the Aid to Pioner Industries (Manufacture
of Macaroni and Macaroni Products) Order. 1976.
2. Declaration. The establishment, maintenance and operation in the State of a factory
for the manufacture of macaroni and macaroni products is hereby declared to be a Pioneer
Industry for the purposes of the Aid to Pioneer Industries Ordinance, 1952, and macaroni and
mncnroni products so manufactured are declared to be pioneer products for the said purposes.


Made by Cabinet under Section 3(1) of the Aid to Pioneer Industries Ordinance, 1932
(No. 5 of 1952) this 24th day of March 1976.

Applications are invited for the post of
Steward, Kingstown General Hospital and Medi-
cal Institutions, Medical Department, Ministry
of Health, Housing, Community Development
& Local Government.

The salary of the post is in the scale $5,400 X
$360 $6,600 6,960 plus a pay addition of
$900 per annum.

Preference will be given to applicants with
at least three G.C.E: '0' Level passes or equiva-
lent two of which should be English Language
and Mathematics, or who have experience in the
commercial field.

The successful applicant will be r:;;pon;nibe
for hde purchasing in bulk of all stores for the
Knigstown General Hospital and Medical Insti-
tutions and for their issue as required and will
assist the Hospital Administrator in such other
duties as he may require him to perform. He
will work at the direction of the Hospital Admin-
istrator who will be responsible to the Senior
Medical Officer through the Medical Superinten-
dent, Kingstown General Hospital for the per-
formance of his official duties.

fled persons for the post of Consultant Paediatri-
cian, Medical Department, Ministry of Health,
Housing, Community Development & Local
(overn'nent.

Qualifications:

The successful applicant must possess:-

(a) Medical qualifications registrable in
St. Vincent

(b) Membership of the Royal College of
Physicians or cquiva'ent qualificatio'ns
with a Diploma in Child Care.

Appointment

The appointment may be either on a permanent
pensionable basis or on contract for a period of
three years in the first instance. If on contract
a gratuity of 25',( of salary is payable.

S;aary :

The successful applicant may opt to receive
salary of either:-

(a) $12,600 (Eastern Caribbean) per an-
num plus $900 per annum for a Con-
sultant without consultancy or other
private practice;

(1) $19,800 (Eastern Caribbean) per an-
num plus $900 per annum for a Con-
sultant with fee-earning Co;sultancy
practice, and ordinary private practice
to the extent that this is permitted by
the rules and etiquette of the profes-
sion.
A transport allowance of $600 per an-
num is payable.

Duties:

The successful applicant will be responsible
to the Senior Medical Officer through the Medi-
cal Superintendent, Kingstown General Ilos-
pital, and will be required to

(a) organise and manage the Paediatric
Section of the Kihgstown General Hos-
pital ;

(b) to advise and assist in paediatrics on
a State-wide basis;

(c) undertake such other duties as may be
assigned him by Government through
its authorized officers.

flid persons for the post of Obstetrician/Gynae-
cologist, Kingstown General Hospital, Medical
& Health Department, Ministry of Health, Hous-
ing, Coninunily DIeveiopment & Local Govern-
iment, St. Vincent. The appointment may be
permanent and pensionable or on contract for
three years in the first instance. If on contract,
a gratuity of 25% is payable on successful conm-
plition of contract.

Qeualifications:

Candidates must possess a medical qualifi-
fication registrable in St. Vincent, must have
succe;rsfuliy completed post-graduate training
in Obstetrics and Gynaecology holding the
M.R.C.O.G. or its e: uiva'ent, and have had at
iease three years practical experience in the
fidci as a Colsultant.

DJ:ics:

The holder of the post will be re'luircd to
advise and assist in Obstetric /Gynaecology oni
a state-wide basis, and be responsible for:-

(a) Out-patient pre-natal, post-natal and
Gynaecological clinics;

(b) assisting with the operation of a family
planning programme;

(c) the organisation and management of
the Maternity Section of the Kingstown
General Hospital;

(d) supervision of the Midwifery Training
Programme for nurses.

He will be assisted by a Senior Registrar, and
will be required to be on call for emergency
duty. He will be responsible to the Senior
Medical Officer, through the Medical Super-
intendent Kingstown General Hospital for the
performance of his duties.

Salary:

The successful applicant may opt to receive
salary of either.:-

(a) $10,800 E.C. (.fixed) per annum, plus
a pay addition of $900 E.C. per annum
with fee earning consultancy practice,
and ordinary private practice to the
extent that this is permitted by the rules
and etiquette of .the profession.

(b) $12,600 E C. (fixed) per annum, plus
a nay addition of $900 E.C. per annum
without ordinary private or consult-
ancy practice.

A transport allowance of $600 per an-
num is payable.

COMMUNICATIONS, WORKS AND LABOUR,
ST. VINCENT, WEST INDIES.

Applications are invited from suitably quali-
fled persons for the post of Chief Engineer in
the Public Works Departnmiint of the Ministry
of Colnmnunication7s, Works and Labour, St.
Vincent.
Duties:
The Chief Engineer will be requiired to ad-
minister and control.public works in the fields
of roads, buildings, hospitals, airfields and the
like. lie will be responsible for the efficient
functioning of Public Works Department and
for implementing an internal re-organisat on of
the Department which is currently under study.
lie will control the activities of civil engineers
with their associated design and supervisory
support, and will also be responsible for in-
service training of staff and supervisory person-
nel of the Department in their various disci-
plines. The Public Works Department full
strength consists of some six professionals and
seventy non-professional staff, with a day labour
force of some three thousand.
Qualifications:

At least ten (10) years post-qualification
experience of which .at least five (5) years
s!-ould have been spent in a senior engineering
post in a Government Service. Pi reference will
be accorded to a candidate who is a citizen of the
Commonwvealti Caribbean and who if not
already a Chartered Engineer, can be epectcd
to obtain that qualification.
Terms and Conditions of Service:
Appointment may be on a permanent pension-
able or contractual basis.. If on a permanent
basis the successful applicant may be required
to serve a probationary period of one (1) year.
If on contract a gratuity of 25% of salary drawn
is payable on successful completion..

Salary of the post is $12,000 per annum
(fixed).plus a'pay addition of $900 per annum.

Transport allowance is payable. Unfurnished
government.quarters will be provided, if avail-
able, for an expatriate officer at a rental of
121/,% of salary up to .$100.per month or 5%
of the capital value of the quarter, whichever is
less. If no quarter is available a house allow-
arce of 12',% of salary up to $100 per month
will be paid.

ANNOUNCEMENT


The Mercantile Community is reminded that
uld,:r the Price and Distribution of Goods Act
No. 33/1975, a Trader's L ice-nie Fee of $12.00
is payable annually by all Traders except Iuck-
sters aind Traders whose stocks are valued at
$200.00 or less.
This Licence should have been paid since 31st
January 1976, but there have been quite a
number of Merchants and Traders who have
defaulted payment on the due date.
An extension of time is iow granted until 30th
April, 1976.
Any person found Trading (buying and/or
selling Goods) without a Licence after 30th
April. 1976 shall be dealt with in accordance
with Section 3 subsection 5 of the aforementioned
Act No. 33/1975.
Licence Fees are payable at the Ministry of
Trade and Agriculture, Murray Road, Kings-
town.

AN ACT to amend the Currency (Ea-t Caribbean) Act, 1975.
[ 6th April, 1976. ]
Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the House of Assembly
of Saint Vincent and by the authority of the same as follows:-

1. This Act may be cited as the Currency (East Caribbean) Short title.
(Amendment) Act, 1976, and shall be read as one with the
Currency (No. 2) Ordinance, 1965 (No. 2 of 1965) and the
Currency (East Caribbean) Act, 1975 (No. 30 of 1975).

2. The Currency (East Caribbean) Act, 1975, is hereby Amendment
amended by the repeal of section 2 and the substitution therefg ,-: -A No. 30

dollar which shall be divided into one
hundred cents.
(2) The parity of the East Caribbean
dollar shall be equivalent to such
amount of stealing, United States
dollars or special drawing rights as
the Authority, with the approval in
writing of the participating Govern-
ments and acting in accordance with
the provisions of the articles of
Agreement of the International Mon-
etary Fund, may prescribe by Order
made in accord, nee with the provi-
sions of this Article:
Provided that the Authority shall
not exercise the power conferred by
this paragraph unless each of the par-
ticipating Governments gives its
agreement thereto in writing to the
Authority.
(3) An Order made under paragraph (2)
of this Article shall come into opela-
tion upon a date other than the date
on which it is made, being either a
date specified therein as the date of
its commencenmint or, if no date is
specified in the Order itself, upon
such other date :s may be specified by
the Authority.
(4) Every Order made under this Article
shall be published in the' official
Gazettes of each of the participating
Governments and may further be
made known therein in such other
manner as the Authority considers
appropriate:
Provided that the deletion of
sections (2) and (3) of Article 9 of
the principal Agreement shall be
without prejudice to anything done
or suffered thereunder, or any right,
privilege, obligation or liability ac-

quired, accrued or incurred there-
under.
(b) by the deletion of Article 11 and the sub-
stitution of tie following new Article-

11. The Authority shall from time to time
determine and shall publish the terms
and conditions under which it' is
prepared to buy and sell external
currencies for East Caribbean dollars
or otherwise deal in external curren-
cies.
(c) by the insertion of the following Part
and Article after Article 17-
PART IIIA
TEMPORARY SUSPENSION
17A. (1) If in the opinion of the Managing
Director of the Authority circumstances are
such as to require immediate action, the Manag-
ing Director may suspend, for a period of not
::ore than three successive days, the operation
of the provisions of Article 11 and he shall give
notice thereof in a manner similar to that pre-
scribed by paragraph (4) of Article 9.
(2) In the exercise of his powers under
this Article the Managing Director shall act only
after consultation with the participating
Governments.
(3) For the purposes of paragraph (1)
of this Article the expression "business day"
means a day on which officers at the Head-
quarters of the Authority are normally required
to work.

it is hereby declared that retirement benefits should be paid provision.
