By His Excellency SIR RUPERT JOHN, Knight Bachelor, Governor of SAINT
VINCENT, issued under my hand and the Public Seal of SAINT
(L. S.) VINCENT, at Government House in SAINT VINCENT, this 23rd day
of January, One thousand nine hundred and seventy-six.

GREETINGS!
By virtue of the power and authority vested in me by Section 22 of the Constitution of
Saint Vincent, and having occasion to be absent from Saint Vincent, acting in accordance
with the advice of the Premier, I do by this Instrument appoint you the sa:d RUDOLPH
ELLIOT BAYNES to be my Deputy from on or about the twenty-sixth day of January, One
thousand nine hundred and seventy-six and until further orders, and in that capacity should
the necessity arise for so doing, to perform on behalf of the Governor of Saint Vincent during
the period recited, but no longer, all things that belong to the Office of Governor of Saint
Vincent, according to the Constitution and other Laws of Saint Vincent.
II. AND I DO HEREBY DIRECT that you the said RUDOLPH ELLIOT BAYNES shall
not continue to act as Governor's Deputy after the Governor has arrived at the mainland of
Saint Vincent or your said appointment to act is otherwise determined.
II. AND I DO HEREBY REQUIRE AND COMMAND all and singular Her Majesty's
Officers, Civil, Military, Naval, Air and Otherwise, and all others the inhabitants of the said
Saint Vincent and all others whom it may concern to take due notice thereof and to give
their ready obedience accordingly.
INSTRUMENT appointing RUDOLPH E LLIOT BAYNES, ESQUIRE, C.B.E. to act as
Governor's Deputy.

VACANT POST OF SENIOR MEDICALj OFFICERS '- i LEGISLATION
ST. VINCENT ;


Applications are invited from suitably quiali-:
fled persons for tile vacant post or Senior Medical
Officer, Ministry of Health, Housing, Comnmunity
Development &. Local Government, St. Vincent.


Qualifications: Medical qualifications regis-
trable in the United Kingdom, including a
qualification and experience in Public Health.
Experience in a similar post in the Caribbean
would be an asset.

Salary and Allowances: The appointment may
be on a permanent and pensionable basis or on
contract for a period of two to three years a'nd
will be subject to medical fitness. Salary $13,200
E.C., plus pay addition of $900 per annum along
with Overseas Service Aid Scheme allowances
where the successful candidate qualifies for
these. If on contract 25% of salary is payable
as gratuity on successful completion. Private
practice is not allowed, but an allowance of 25%
of salary is payable in lieu thereof. A trans-
port allowance is attached to the post.

Passages: Free passages in the case of a
contract, return passages will be provided for
the officer, his wife and children not exceeding
iAx persons in all. Children must be under 18
years of age, unmarried and dependent on the
officer.

Quarters: If Government quarters are avail-
able these will be rented to the officer at a rental
not exceeding 12/ % of salary up to a maximum
of $100 per month. An OSAS officer will be
eligible for furnished quarters provided by Gov-
ernment at a rental of 12212%.

Leave: Thirty (30) working days per annum
oht of which twelve (12) working days com-
pulsory leave must be taken annually. Leave
will be granted only after one (1) year of resi-
dent service.

Duties: The Officer is the Head of the Medi-
cal and Health Department and will be required
to advise the Minister of Health on all medical'
and public health matters in the State, including
the organisation aid supervision of all Medical
Institutions and District Health and Medical
"Services; also to carry out such other duties not
inconsistent with those of the post which may be
assigned to him by his Ministry.

Applications accompanied by proof of quali-
fications and experience, two recent testimonials
and a recent photograph should be submitted to
the Chief Personnel Officer, Service Cdmmissions
Department, Kingstown, St. Vincent. to reach
him not later than 15th March 1976. Appli-
cants already in Government Service should
apply through their respective Governments.

POLICE NOTICE


INTRODUCTION OF NOTICE (TICKET
SYSTEM) FOR COMPOUNDED OFFENCES
BREACHES OF THE M.V. &' R.T. REGS.
1959.


It is hereby notified for General Information
that the Owner, Driver or Person incharge of a
Motor Vehicle on a'y public road which is found
to be on such a road in breach of the following
Regulations: 22, 23, 42, 43 and 53 of the Motor
Vehicle and Road Traffic Regulations S.R. & 0.
1959 No. 35. will be required to pay the com-
pounded (fixed) penalty of five dollars ($5.00),
within 21 days from the date of service of such
notice on such Owner, Driver or Person incharge
of the said Vehicle, personally or by leaving such
Notice (Ticket) on the Vehicle.

REMOVAL OF NOTICE OFFENCE

Any person other than the Owner, Driver or
Person incharge of a Vehicle who is found re-
moving a Notice served on such Owner, Driver
or Person incharge of a Vehicle. will be liable
to be prosecuted on a charge of obstructing the
Police in the execution of their duty.

The introduction of the above provisions of the
Motor Vehicle and Road Traffic Regulations
1975, No. 30, will be enforced with effect from
a date to be notified by Press and Radio.

o'clock in the forenoon and continuing.
