NOTICE


In accordance with the provisions of sub-section (2) of Section 3 of the Aid to Pioneer
Industries Ordinance, 1952, notice is hereby given that subject to the consideration of any
objections which may be received by him pursuant to this Notice, the Governor proposes under
sub-section (1) of section 3 of the said Ordinance to make an Order in the form set out in the
Schedule hereto.
2. Any person who objects to the making of such Order is hereby invited to give notice
in writing of his objection and of the grounds on which he relies in support thereof, to the Secre-
tary to the Cabinet at the Premier's Office in Kingstown, on or before the 7th day of February
1976.

2. Declaration. The establishment, maintenance and operation in the State of macaroni
and macaroni products is hereby declared to be a Pioneer Industry for the purposes of the
Aid to Pioneer Industries Ordinance, 1952, and macaroni and macaroni products so manu-
factured are declared to be pioneer products for the said purposes.

VACANT POST OF SENIOR MEDICAL OFFICER,
ST. VINCENT


Applications are invited from suitably quali-
fied persons for the vacant post of Senior Medical
Officer. Ministry of Health, Housing, Community
Development & Local Government, St. Vincent.

Qualifications: Medical qualifications regis-
trable in the United Kingdom, including a
qualification and experience in Public Health.
Experience in a similar post in the Caribbean
would be an asset.

Salary and Allowances: The appointment may
be on a permanent and pensionable basis or on
contract for a period of two to three years and
will be subject to medical fitness. Salary $13,200
E.C., plus pay addition of $900 per annum along
with Overseas Service Aid Scheme allowances
where the successful candidate qualifies for
these. If on contract 25% of salary is payable
as gratuity on successful completion. Private
practice is not allowed, but an allowance of 25%
of salary is payable in lieu thereof. A trans-
port allowance is attached to the post.

Passages: Free passages in the case of a
contract, return passages will be provided for
the officer, his wife and children not exceeding
six persons in all. Children must be under 18
y-ars of age, unmarried and dependent on the
officer.

Quarters: If Government quarters are avail-
able these will be rented to the.officer at a rental
not exceeding 121,%% of salary up to a maximum
of $100 per month. An OSAS officer will be
eli ih~l for fouriAshed quarters provided by 'Gov-
ernment at a rental of 1212%.


Leave: Thirty (30) working days per annum
out of which twelve (12) working days com-
pulsory leave must be taken annually. Leave
will be granted only after one (1) year of resi-
dent service.

Duties: The Officer is the Head of the Medi-
cal and Health Department and will be required
to advise the Minister of Health on all medical
and public health matters in the State, including
the organisation and supervision of all Medical
Institutions and District Health and Medical
Services; also to carry out such other duties not
inconsistent with those of the post which may be
assigned to him by his Ministry.

Applications accompanied by proof of quali-
fications and experience, two recent testimonials
and a recent photograph should be submitted to
the Chief Personnel Officer, Service Commissions
Department, Kingstown, St. Vincent, to reach
him not later than 15th March 1976. App'i-
cants already in Government Service should
apply through their respective Governments.

INTRODUCTION OF NOTICE (TICKET
'SYSTEM) FOR COMPOUNDED OFFENCES
- BREACHES OF THE M.V. & R.T. REGS.
1959.


It is hereby notified for General Information
that the Owner, Driver or Person incharge of a
Motor Vehicle on a:ly public road which is found
-to be on such a road in breach of the following
Regulations: 22, 23, 42, 43 and 53 of the Motor
Vehicle and Road Traffic Regulations S.R. & 0.
1959 No. 35. will be required to pay the com-
pounded (fixed) penalty of five dollars ($5.00),
within 21 days from the date of service of such
notice on such Owner, Driver or Person incharge
of the said Vehicle, personally or by leaving such
Notice (Ticket) on the Vehicle.

REMOVAL OF NOTICE OFFENCE

Any person other than the Owner, Driver or
Person incharge of a Vehicle who is found re-
movi,-g a Notice served on such Owner, Driver
or Person incharge of a Vehicle. will be liable
to be prosecuted on a charge of obstructing the
Police in the execution of their duty.

The introduction of the above provisions of the
Motor Vehicle and Road Traffice Regulations
19-75, No. 30, will be enforced with effect from
a date to be notified by Press and Radio.

GOVERNMENT OF ST. LUOIA
CASTRIES PORT DEVELOPMENT COLD
STORE FACILITIES

The Government of St. Lucia proposes to
invite tenders from suitably experienced con-
tractors for the supply, installation and com-
missioning of approximately 80,000 cu. ft. of
cold storage facility providing cool rooms
(38,000 cu. ft.). Some degree of flexibility of
use is desirable between these rooms if this
can be arranged. The electricity supply in St.
Lucia is 240 volts, single phase 50 Hz. and three
phase 4 wire 50 Hz 416 volts.

The facility is to be located on the site of
the deep water port in Castries. An area of
7,500 sq. ft. (75ft long X 100ft wide) is re-
served within the new transit shed for the
plant. Operation in the Cold store will be by
fork lift truck. The Cold Store may be pre-
fabricated units or constructed in Situ.

1. Short title. These Regulations may be cited as the Import and Export
(Control) Regulations, 1976, and shall be read as one with the Import and
Export (Control) Regulations, 1975, (S.R. & O. No. 5 of 1975) (hereinafter
