DESIGN COMPETITION

Draft designs are invited from Vincentians
for an emblem to be used by the National Com-
mercial Bank of St. Vincent. The selected
design will be used on the Bank's stationery,
cheques, etc.
The draft design should be submitted on a
stiff cardboard not less than four inches square,
and any explanation of the features of the
design should be submitted separately.
A prize of $100.00 will be offered to the person
submitting the selected design. The design
finally accepted will become the property of the
Government of St. Vincent.
Designs should be submitted to the Cabinet
Secretary to reach him not later than Friday
30th January, 1976.

Applications are invited from suitably quali-
fied persons for training with a view to filling
the following positions in a government owned
commercial bank. Selected applicants in the
appropriate cases will be required to undergo
training abroad.

Applicants for the first four named positions
should possess a minimum of four G.C.E. "O"
Level passes including Mathematics and English
Language. Consideration however will be given
to candidates with lesser qualifications provided
they furnish proof of satisfactory relevant
work experience.
The Secretary and Typist should possess a
minimum of an "0" Level pass in English
Language and ability to type at the minimum
rate of 40 words per minute. In addition, the
Secretary will be expected to be proficient in
shorthand.
Salaries for the various positions have not
yet been fixed but will depend on qualification
and experience.

The Mercantile Community is reminded that
under the Price & Distribution of Goods Act
No. 33/197.5, Traders' Licence Fee of $12.00
is now payable by all Traders except Hucksters
and Traders whose stocks are valued at $200 or
less. Licences granted on payment of this fee
will be valid for one year only and must be


renewed annually by the 31st January. Appli-
cation forms for Licences are now available at
the Ministry of Trade and Agriculture, Murray
Road, Kingstown, and forms will be made
available at all District Revenue Offices as from
the week commencing December 29th, 1975.

Licence fees are payable at the Ministry of
Trade and Agriculture, Kingstown, by 31st
January, 1976.

AN ACT to amend the Motor Vehicles and Road Traffic Ordin-
ance, 1940.
[ 30th December, 1975. ]
Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the House of Assembly,
and by the authority of the same as follows:-
1. This Act may be cited as the Motor Vehicle and Road Short title.
Traffic (Amendment No. 2) Act, 1975 and shall be red- as one
with the Motor Vehicles .and Road Traffic Ordinance 2 of 1940.
(hereinafter referred to as the principal Ordinance'"f
amendments hereto.
2 Section 19 of the principal Ordinance is 'e ed:- Section 19 ,
(a) In the -First Proviso: by deletinl"i e word amended.

Be it enacted by the Queen's Most Excellent Majesty by
and with tlhe advice and consent of tlw House of Assembly
of Saint Vincent and by the authority of the same as follows:

1. This Act may be cited as the Savings and Deposit 2hort title.
IBanks Act.
2. For the purposes of this Act:- I te irettion.
"Bank" means an undertaking or financial insti- ,'. .
tution which purports to carry on or does carry on /
any business in the nature of banking in Sami' ,
Vincent, including the receipt of money m7.
deposit or for safe keeping for the benefit
depositors, with or without any obligalion on ti
part of such Bank to pay interest thereon' an
whether such deposit be repayable on demand or
subject to notice or other condition;
"Licence" means a licence issued under the
provisions of this Act;

"Person" includes any Company or Association or
body of persons corporate or unincorporated.

3. (a) Every person carrying on the business of a bank
shall obtain annually a licence in the form set
out in SCIEDULE III in respect of every address
at which he carries on such business;
(b) application shall be made to the Financial Secre-
tary, Ministry of Finance and a licence may be
granted on such conditions as Cabinet shall deem
fit in the form set out ia SCHEDULES I and II;
(c) Cabinet may vary the conditions under which a
licehce is granted under (b).

Licence fee. 4. Every. person licensed.under this Act shall pay into
the licensing office of the Department of Inland Revenue on
the 1st day of April in each year the following fees:-
(a) in respect of- the main place of business $300.
(b) in respect of any other business $150.

New licences. 5. (a). When a licence is granted after the 1st day of
April in any Year the licence fee shall be payable
immediately upon the granting of the licence;
(b) where the licence fee has not been paid within a
period of one month from the due date a penalty
of 10% shall be added to the sunm due;
(c) where there has been a delay in paymentbeyond
two months from the due date the licence of the
bank may be revoked.
Penalty. 6. Any person who contravenes the provisions of this
Act or of any of the conditions specified in the licence shall
be liable to a fine not exceeding five hundred dollars.

Proceedings 7. (1) Penalties under this Act shall be recoverable
in regard to before a Magistrate in manner prescribed by the Summary
offences. Conviction Offences (Procedure) Ordinance.

(2) Proceedings may be. instituted at any time within
six years from the time when the cause of complaint arose,

8. (1) A Bank, licensed under the Local Savings Bank Transitional.
Ordinance shall be required to obtain a licchce under this
Act and shall apply for such a licence within seven days of the
coming into effect of this Act.

(2) A Bank not licensed under this Act which is
already carrying on business within the State shall not be
precluded from continuing to carry on business provided that
application is made for a licence under this Act within seven
days of the coming into effect of this Act, and provided that
a licence is duly granted.

9. Cabinet may make regulations- Regulations.
(a) varying the fees payable for the grant of a licence
issued under this Act;
(b) generally for the carrying out of the objects of
this Act.

10. The Local Savings.Bank Ordinance (No. 15 of 1936) Repeal.
is hereby repealed.

11. This Act shall come into effect on the 1st day of Commence-
January, 1976. ment.

SCHEDULE I

CONDITIONS OF LICENCE FOR INTERNATIONAL BANKS AND
FINANCIAL INSTITUTIONS.

1. Books and Accounts are to be kept of the operations in St. Vincent
and audited annually by auditors approved by Government.

2. Balance Sheet and Profit and Loss Accounts are to be prepared
annually, audited by approved Auditors and copies sent to the Financial
Secretary within six (6) months of the end of each accounting year.

3. The Licensee shall observe the terms 6f any directives issued by the
Financial Secretary with regard to Exchange Control including the payment
of an 'annual licence fee in respect of the right to do business in foreign
currencies.

4. The Licensee shall observe the terms of the.Interest Levy Act, 1975
and the Banks (Special Deposits) Act, 1975.

5. The Licensee shall observe the terms laid down by the Mifiister of
Finance regarding the treatment of unclaimed balance of customers.


SCHEDULE II

CONDITIONS OF LICENCE FOR LOCAL SAVINGS BANKS AND
FINANCIAL INSTITUTIONS ACCEPTING MONEY FROM THE
PUBLIC AT INTEREST AND WITHOUT AFFORDING CHEQUE
WITHDRAWAL FACILITIES.

AN ACT to make provision for the constitution, organisation,
training and discipline of a Cadet Force.
[ 30th December, 1975.
Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the House of Assembly of
Saint Vincent and by the authority of the same as follows:-
1. This Act may be cited as,the Cadet Force Act, 1975. Short title.
2. In this Act unless the context otherwise requires:-/Itaipiefz
"Cabinet" means the cabinet established by tle ''

cadet" means a serving member of the cadet fb '.

"cadet force" means the cadet force established

"cndet officer" mnans a cadet who is gazetted as an
officer under section 9;

"commandant" means the officer appointed to com-
mand tie cadet force by virtue of section 6;
"committee" means the advisory committee established
by section 5;
"Minister" means the Minister responsible for Home
Affairs;
"officer" means a gazetted officer who holds office by
virtue of section 7 ;
"police force" means the Royal Saint Vincent Police
Force; and
"unit" means a unit of the cadet force established

Establishment 3. There is hereby established a body to be known as the
of Cadet Saint Vincent Cadet Force.
Force.
Purpose of 4. The Purpose of the force is to train youths over the
the Force. age of twelve years and under the age of twenty in citizenship,
warfare, marine and aeronautical navigation and skills, and
police duties, within a framework of military discipline and
organization.

Advisory 5. There is hereby established an advisory committee

The Commissioner of Police who shall be ex-officio
chairman;
The Commandant;
The Principals of the educational establishments upon
which units of the cadet force are based;
The adjutant to the commandant, who shall be ex-
officio secretary.
The duty of the committee, shall be to advise the M minister on
matters relating to the cadet force and upon appointment and
promotion of gazetted officers.

6. The cadet force shall be under the overall command
of a commandant who shall be appointed by cabinet and
shall have the gazetted rank of major. The commandant siJall
be assisted by an adjutant and a quarter master and by other
gazetted officers as provided by Section 7.

7. The Cabinet shall appoint' officers to hold the ranks oicers.
of major, captain arid lieutenant in the cadet force. The
appointment of such officers shall be gazetted in the official
gazette. Such officers shall be over the age of twenty years
and under the tie age of fifty-five years. The pay of such
officers and the number to be held on establishment shall be
determined from time to time by the Cabinet.

8. Cadets slall be enrolled from youths under the age of Cadets.
eighteen years and over the age of twelve years. They shll
cease tobe cadets on attaining the age.of twenty years. Cadets,
other than cadet officers, -shall hold the ranks of warrant
officer, se geant, corporal, lance corporal and private. Promo-
tions to the ranks of warrant officer, sergeant, and corporal
shall be made by the commandant and such ranks shall be held
at the commandant's pleasure.

9. Cadets may be appointed by the Cabinet to the rank Cadet Officers.
of second lieutenant and such appointments shall be gazetted
in the official gazette.

10. The cadet force shall consist of, units based upon Units.
educational establishment in Saint Vincent. The establish-
ment and disciplinary control of each unit shall vary according
to its size and location and shall be laid down in standing
orders from time to time by the commandant with the approval
of the Advisory Committee.

11. Officers shall have and enjoy the same status as officers Status of

AN ACT to provide for the Incorporation of a body to be
known as the St. Vincent Planned Parenthood Association.
[ 30th December, 1975. ]
WHEREAS a representative body of the members of the St. Preamble
Vincent Planned Parenthood Association (hereinafter
called the Committee of Management) has been constituted
consisting of a President an Executive and Secretary and
five other financial members.
AND WHEREAS Mr. Rupert Bascombe President Mrs.
Faustina Eustace Executive Secretary and Mr. Hugh
Haynes Hamlett M.B.E. a member and five other financial
members are the persons who for the time being are
responsible for the management of the said St. Vincent
Planned Parenthood Association (hereinafter referred to
as the CORPORATIONN.
AND WHEREAS the Committee of Management have been
made responsible for the sole management of funds and
property of the Corporation both real and personal.

AND WHEREAS it is expedient that the Committee of manage-
ment for the time being -of the Corporation should be
incorporated and should have powers to hold lands and
other property in trust for -the said Corporation.
Enactment BE IT ENACTED by the Queen's Most Excellent Majesty
by and with the advice and consent of.the House of Assembly
of St. Vincent and by the Authority of the same as follows:-
Short Title 1. This Act may be cited as the St. Vincent Planned
Parenthood Association Incorporation Act.
Iecorporation 2. Mr. Rupert Bascombe President, Mrs. Faustina Eustace
Executive Secretary, Mr. Hugh Haynes Hamlett member of
Committee and five other financial, members and their
Successors in Office as Trustees of the Corporation shall be
and are hereby created a body corporate by the name of the
St. Vincent Planned Parenthood Association, and by that name
shall have perpetual succession and shall and may sue and be
sued in all Courts of the State of St. Vincent and shall have
and use a Common Seal which may from time to time be
changed. Such Seal shall be used only in the presence of
at least two members and shall not be changed except by
resolution of the members of the Corporation at a meeting
held for the purpose such resolution to be published in the
Government Gazette of the State of St. Vincent as soon after
such meeting as possible.
Vesting 3. All property real and personal of what nature soever
Property in the State of St. Vincent now vested in the St. Vincent
Planned Parenthood Association shall be and the same is
hereby vested in the Corporation.

Power of 4. The Corporation shall, subject to the rules and regula-

shall be approved by the Legislature from time to time.
(a) acquire by purchase exchange demise gift bequest or
otherwise real and personal property or any .estate
or interest therein and also any money securities for
money goods or chattels whatsoever.

(b) by deed inder peal sell demise grant convey exchange
surrender or otherwise dispose of any property vested
or which may hereafter be in them.
(c) borrow money and for the repayment of the same by
deed under seal give and execute mortgage charges,
pledges or other securities or assurances of their
arrangements as they may consider expedient with
such covenants powers and provision as they may
think proper.

5. (a) The Corporation shall at all times have a fixed
address for the service of documents on the Cor-
poration and such address and any change thereof
shall be registered with the Registrar General.
(b) Any document may be served on the Corporation
by leaving the same at, or by sending the same by
registered post to, the address as registered under
sub-section (a) of this section.

6. Nothing in this Act shall affect or be deemed to affect
the rights of Her Majesty or of any bodies politic, or corpora-
tion or of any other persons except such as are mentioned or
referred to in this Act and those claiming by, through, from,
or under them.
