POST OFFICE NOTICE

It is notified for general information that
with effect from 1st December, 1975 the hours
of business at the General Post Office shall con-
form to the provisions of the existing Statutory
Rule and Order, No. 52 of 1968 which states as
follows:-
321. The hours during which the General
Post Office in Kingstown shall be opened to the
public for transaction of business shall be from
8.30 a.m. to 3.00 p.m. on ordinary days of the
week except Saturdays, when the Office shall
be closed at 11.30 a.m.

THE GAMBLING. LOTTERIES AND
BETTING ORDINANCE 1968

It is promulgated for the information of the
general public that applications for the grant
of Betting Licence or a Permit to carry on such
business as is mentioned in paras. (a) and (b)
of Sub-section 1 of Section 30 of the Gambling,
Lotteries and Betting Ordinance 1968 or a Per-
mit to operate a Pinball Machine under Section
15 of the said Ordinance or Pinball Machine
Licence will be considered on 17th December,
1975, at Police Headquarters at 4.30 p.m.
Applications addressed to the Chairman must
reach the Authority not later than 6th Decem-
ber, 1975.
Any person who desires to object to the grant
by the Authority of any particular Permit or


Licence should send to the Authority before 6th
of December, 1975, two copies of a brief state-
ment in writing of the grounds of his objections.

THE GAMBLING, LOTTERIES AND
BETTING ORDINANCE 1968

Persons desirous of making application to
carry on the following:-
(a) business of receiving or negotiating bets
or conducting betting operation, or,
(b) by way of business in any manner to
receive or negotiate bets or conduct such
operations, or
(c) to operate a Pin Ball Machine are re-
quested to note that it is necessary to
obtain:
(a) a permit, and
(b) a licence
Applications should be made on Form 1, and
it will be necessary for the applicant to state
in the application the following information:-
(a) date of birth,
(b) Office and usual place of residence
(c) place of residence during the past 5 years,
(d) that during the 12 months preceding the
date of the application, he has not been
refused the grant of renewal of such a
permit, and
(e) two references as to character.
It should further be noted that in making an
application for a licence, the applicant should
state:-
(a) that he is the holder of a permit, and
(b) submit a plan, sufficient to show the lay-
out and location of the said premises and
the means of access thereto.
In addition, the applicant should comply with
the following:-
(a) send copy of application to appropriate
Police Officer,
(b) publish in the newspaper circulating in
Saint Vincent, a notice of the application,
not later than twenty-eight days before
the hearing of any, such application.
(c) Send copy of newspaper containing pub-
lication to the authority not later than
seven days after advertisement.
Persons wishing to object to the grant of a
permit in respect of any premises should send
to the Authority two copies of the grounds of
objection, not later than ten days after pub-
lication of advertisement.
Forms of application may be obtained at the
Inland Revenue Office or Police Headquarters.

S MOTOR VEHICLES AND ROAD TRAFFIC RXGULATION5, 1975.


(Gazetted 25th November; 1975).


1. Short title! These Regulations may be cited as the Motor Vehicles and
Road Traffic Regulations, 1975, and shall be readas one with the Motor Vehicles
and Road Traffic Regulations 1959, (S.R.O. 35 of 1959) (hereinafter referred to
as the principal Regulations) afid all amendments thereto.

2. Regulation 11 of the principal Regulations amended. Regulation 11
of the principal Regulations is amended by inserting after paragraph (5) the-
following paragraph:
S"(6) The Licensing Authority may issue renewals of licences and of
driving permits during the months of June and December, to be-
come effective on the following first day of July and first day of
January respectively..

3. Regulation 20 of principal Regulations amended. Regulation 20 of
the principal Regulations is amended:-
Paragraph (1) -
Sby deleting the words "Every applicant for the grant or renewal of
a licence in respect of" and substituting the followin-g.-
"the. owner of a vehicle within any of the ( es:-
(A) public service vehicle
(B) 4a goods vehicle \.
(C) a trailed
(D) any other vehicle which was acqun itsb io 'na
not less than 2 years before th eencee
-period for the mechanical testing

Paragraph (2) -
by deleting the words "public service vehicle, goods vehicle or
trailer" where they occur and substituting the word "vehicle."

by inserting after the word "officer" the words "and every member
of the Police Force".
Paragraph (6) is deleted and substituted by the following -
"The owner of any vehicle within categories (.), (B), and (C)
of paragraph (1) of this Regulation shall produce such vehicle to
an Inspector for examination twice annually during, the periods'1st
to 30th June, and 1st to 31st December. The'owner of any Vehicles
within category (D) of paragraph (1) of this Regulation shall pro-
duce such vehicle to an Inspector for examination annually during
the period 1st to 31st' December".

Paragraph (7) is deleted and substituted by the following-- -
S "If by the 30tl June, 31st August or 31st December respectively
the Inspector has not been able to examine any vehicle produced
to him for examination, he shall extend-the certificate last. issued
for such further period as he may consider necessary in order to
enable an examination to be carried out.
Provided that no vehicle shall b'e used on the road unless the
owner thereof has obtained a new certificate or an extension- of the
certificate last issued.
Paragraph (9) id deleted.
S4. Regulation 54 of principal Regulation amended. Regulation 54 of
the prineipalRegulations is deleted and substituted by the following :-..
(1) Any person who contravenes or fails to comply with any of the
provisions of these Regulations shall be guilty of an offence and on summary
conviction shall be liable to a fine of not less than twenty-five dollars and not
more than two hundred dollars or to imprisonment'for a term, not exceeding
twenty-one days.

(2) Any person who resists or obstructs any Constable in the per-
formance of his duty under -these Regulations shall be guilty of an offene6
against these Regutations;, andshall be liable on summary conviction to a f.ie
of rot less than twenty-five dollars and not'more thab two hundred.dollars.

(3) (a) Where it appears to the Licensing Authority that an offence
has been committed under Regulations 22, 23,' 42, 43 or 53 of
these Regulations, the Licensing Authority may offer to com-
pound the offence on. payment by the offender of a sum of $5.00
by way of compounded penalty.
(b) where the offender accepts an offer to compound an offence
and duly pays the sum demanded within the time specified by
the Licensing Authority, it shall hot thereafter be open to the
Licensing Authority to commence any prosecution for the said
offence.
(c) where the offender accepts the offer to compound but does not
pay the sum demanded wihin the time specified, the acceptance
shall be null and void and the Licensing Authority shall proceed
to prosecute the offender for his offence.

5. First Schedule to Principal Regulations amended. Form 6 to the
First Schedule to the principal Regulations amended :--
(i) by inserting after the item "Goods Vehicle or Trailer" in para-
graph (1) of the Inspector's Certficate of the following:

"Vehicle ( -*) No.
"Description of 7vhZek to be entered in this space."
(ii) by inserting after sub-paragraph (b) the following -
"(c) be used upon the roads".

Made by the Governor under section 78(1) of the Motor Vehicles andiRoad
Trafic. Ordinance (No. 20 of 1940), this 18th day of November 1975..
