OBITUARY

His Excellency the Governor, the Hon-
ourable Premier, Ministers of Government
and Members of the Public Service have
learnt with deep regret of the death of Mr.
JOHN L. CHAPMAN, which occurred in Trini-
dad on September 6, 1975. Mr. CHAPMAN
was the first Chief Public Health Inspector
in St. Vincent also the first Executive Officer
of the Central Housing and Planning Auth-
ority. He also served on various commit-
tees in this State.

Po aI OF MAGISTRATE, ST. VINCENT.

Applications are invited from suitably quali-
fled persons for the vacant post of Magistrate,
Judicial Department, St. Vincent.

Qualifications
Applicants must be qualified Barristers-at-
Law, and must have at least three to five years
experience as such.
Duties
Those normally required of a Magistrate and
any others, not inconsistent with these, which
the Senior Magistrate may assign.

Terms and Conditions of Appointment
(a) Salary will be paid in the scale $8,040 X
$360-$8,760 X $480-$10,200 plus a pay
addition of $900 per annum. The point
of entry will depend on the qualifications
and experience of the successful appli-
cant. Private Practice is not allowed;
(b) Appointment may either be on a perman-
ent pensionable or contractual basis. If
on contract, the period will be for three
years initially with an option in favour
of the Government to renew it;
(c) The successful applicant must be passed
medically fit, and may be required to
serve a period of probation if appointed
on a permanent and pensionable basis;
(d) 25% gratuity will be payable in respect
of a contractual appointment if success-
fully completed;
(e) Vacation leave will be granted at the
rate of 30 working days per annum of
which twelve (12) working days must be
taken annually, after completing one (1)
year's resident service;
(f) If available, government quarters will be
assigned to an expatriate officer at a
rental of 1212% of salary or 5% of the
capital value of the quarter, up to a
maximum of $100 per month. If no
quarter is available, a house allowance
of 121/2% salary up to a maximum of
$100 will be paid. These rates are sub-
ject to change from time to time;
(g) Air economy passages will be paid for
the successful applicant, his wife and
up to four children under the age of
18 years, unmarried and dependent on
the officer. Charges for the shipment
of personal effects not exceeding five
shipping tons (200) cubic feet), exclu-
sive of the free baggage allowances on
air tickets, will be met by Government;
(h) The successful applicant will be subject
to the St. Vincent Civil Service Orders,
the Financial and Store Rules, the Rules
of the Judicial and Legal Services Com-
mission and to all Ordinances, Acts and


Subsidiary Legislation in force in the
State. He will be liable to the payment
of income tax.
(i) The successful applicant will be liable
to transfer to any magisterial district
within the State.

two recent testimonials and a recent photo-
graph should be forwarded to the Secretary,
Judicial and Legal Services Commission, Kings-
town, St. Vincent, to reach her not later than

VACANT POST OF JUNIOR DISTRICT OVERSEER
OF ROADS PUBLIC WORKS DEPARTMENT,
MINISTRY OF COMMUNICATIONS,
WORKS AND LABOUR

Applications are invited from suitably quali-
fied persons for appointment to vacant posts of
Junior District Overseer of Roads, Roads Divi-
sion, Public Works Department, Ministry of
Communications, Works and Labour.
2. The salary of the post is in the scale
V38-25-$1,800 X $120-$2,520 X $180-
$3,600 X $240-$3,840. Transport allowance
is payable in accordance with existing local
regulations.
3. Overseers are required to carry out the
day to day supervision of maintenance and con-
struction work on the roads of all classes in the
districts to which they are assigned. Successful
applicants will be required to reside and work
in any of the Road Districts in St. Vincent or
the Grenadines.
4. Applicants who possess G.C.E. 'O' Level
Certificates in Mathematics and English or have
experience in the Building trades will be given
preference.
5. Applications stating qualifications and
experience, accompanied by two recent testi-
monials should be addressed to the Chief Per-
sonnel Officer, Service Commissions Department,
Kingstown, and should reach him not later than
30th September, 1975.

DEVELOPMENT CORPORATION
VACANT POST.


The Development Corporation is setting up
an Industrial Extension Arm. Under its small
Industry Credit Scheme the Corporation has
financed over 30 Small Industries in the State.


The Corporation sees the need to monitor the
operations of these and future Industries.

To that end the services of an expert is being
obtained to advise these Industries on manage-
ment techniques, e.g., accounting systems, in-
ventory control, etc.

A local counterpart is therefore required to
understudy the expert, with a view to filling
the post when the expert leaves.

Applicants are expected to be qualified in the
Business Administration, Accounting or related
field.

Starting Salary $6,000 per annum.
