VACANT POST


POST OF DIRECTOR OF AUDIT


Applicationsare invited for the vacant post
of Director of Audit, St. Vincent. The post
is pensionable and the salary is $11,400 per
annum (fixed) plus a pay addition of $900
per annum. A travelling allowance is also
payable.

The post is established under Section 75(1)
of the St. Vincent Conslitution Order 1969
and the holder cannot hold office after lie has
attained the age of 55 years. His duties will
be:- . .
(a) to satisfy himself that all moneys that
have beep appropriated by Parliament
and disbursed have been applied to the
purpose to which they were so appro-
priated and that the expenditure con-
forms to the authority that governs it;
(b) at.least once in every year to audit and
report on the public accounts of Saint
Vincent, the accounts of all officers and
authorities of the Government of Saint
Vincent, the accounts of all courts in
St. Vincent (including any accounts of


the Court of Appeal or the High Court
maintained in St. Vincent), the accounts
of every Commission established by this
Constitution and the accounts of the
Clerk to the House of Assembly; and
(c) to exercise such other functions in rela-
tion to the accounts of the Government
of Saint Vincent or the accounts of other
authorities or bodies established by law
for public purposes as may be prescribed
by or under any law enacted by Parlia-
ment.

In the exercise of his functions the Director
of Audit is not subject to the direction or
control of any other person or authority.

Quarters, free medical service and medicines
are not provided.

Applicants should preferably possess a sound
knowledge of G(overnment accounting proced-
ures and of the functions and operations of a
Public Service. However persons possessing
experience in accounting and auditing in the
private sector will also be considered.

testimonials. n curriculum vitae and a recent
photograph should be forwarded to the Chief
Personnel Officer to reach him not later than

INTEGRATION PRIZE FOR LATIN
AMERICA

The Irstitute for Latin American Integration
(INTAL) has'decided to sponsor an annual com-
petition entitled "'Integration Prize for Latin
Aineriba" with the inteiition of promoting and
encouraging original studies on Latin American
Integration and cooperation. INTAL hopes in
this way to strengthen 'the movement towards
regionalism and to support the joint efforts being
made at present 'towards this end. INTAL in-
vites Latin Americans interested in the prob-
lems of regionalism to take part in a competition
based on the following rules:-


1) This year's topic for the competition is:
Latin American integration and coopera-
tion-the experience of the last fifteen
years and the new perspectives with re-
gard tqo 'the trends which are evident
regionally and in the wider sphere of the
reform 'of the international system.
2) These original studies should not be long-
er than 150 pages (28 X 22 cm) type-
written with double spacing. Each work
should be signed with a pseudonym.
Under separate cover and sealed, the
author (or authors, if the study is a joint
effort) will give his pseudonym, his first
name and' surname, nationality, (which
should be Latin American), and his
address.
3) Entries shouldd be sbnmitied in duplicate
before October 31, 1975, to INTAL,
Casillo"de'Correo 39, Sucursal 1, Buenos
Aires, Argentina. Entries received after
that date will not be accepted.
4) ThieJpanel that will decide which study
will be awarded the Integration Prize
for Latin America will comprise:

5) INTAL will offer a first prize of $3,000
US (three thousand dollars) and will also
undertake to publish the winning entry.
It will also offer a second prize of $1,500
T'S (one thousand, five hundred dollars).
The panel reserves the right hot to award
either of the two prizes.
6) The awarding of the prizes will take place
at the Headquarters of INTAL in Buenos
Aires on December 12, 1975. The Insti-
tute will pay the travelling and accom-
modation expenses of the winners of the
first and second prizes.


THE GAMBLING LOTTERIES AND
BETTING ORDINANCE 1968

It is promulgated for the information of the
general public that applications for the grant
of Betting Licence or a Permit 'to carry on such
business as is mentioned in paras. (a) and (b)
of Sub-section 1 of Section 30 of the Gambling,
Lotteries and Betting Ordinance 1968 or a Per-
mit to operate a Pinball Machine under Section
1.5 of the said Ordinance or Pinball Machine
Licence will be considered on 24th June, 1975,
at Police Headquarters at 4.30 p.m.

rendh the Authority not later than Monday 16th
Jume., 1975.
Any person who desires to object to the grant
by the Authority of any particular Permit or
Licence should send to the Authority before the
16th June, 1975, two copies of a brief statement
in writing of 'the grounds of his objections.

THE GAMBLING LOTTERIES AND
BETTING ORDINANCE 1968

Persons desirous of making application to
carry on the following:-
(a) business of receiving or negotiating bets
or conducting betting operation, or,
(b) by way of business in any manner to
receive or negotiate bets or conduct such
operations, or
(c) to operate a Pin Ball Machine are re-
quested to note that it is necessary to
obtain:
(a) a permit, and
(b) a licence
Application should be made on Form 1, and
it will be necessary for the applicant to state
in the application the following information:-
(a) date of birth
(b) office and usual place of residence
(c) place of residence during the past 5
years
(d) that during the 12 months proceeding the
date of the application, he has not been
refused the grant or renewal of such a
permit, and
(e) two references to character.
It should further be noted that in making an
application for a licence, the applicant should
state:-
(a) that he is the holder of a permit, and
(b) submit a plan, sufficient to show the lay-
out and location of the said premises and
the means of access thereto.
In addition, the applicant should comply
with the following:-
(a) send copy of application to appropriate
Police Officer.
(b) publish in the newspaper circulating in
Saint Vincent, a notice of the application,
not later than twenty-eight days before
the hearing of any such application.
(c) send copy of newspaper containing publi-
cation to the Authority not later than
seven days after advertisement.


Persons wishing to object to the grant of a
permit in respect of any premises should send
to the Authority two copies of the grounds of
objection, not later than ten days after publica-
tion of advertisement.
Forms of application may be obtained at the
Inland Revenue Office or Police Headquarters.
