VACANT POST

POST OF DIRECTOR OF AUDIT

Applications arc invited for the vacant post
of Director of Audit, St. Vincent. The post
is pensionable and the salary is $11,400 per
annun (fixed) plus a pay addition of $900
per annumi. A travelling allowance is also
payable.
The post is established under Section 75(1)
of tlie St. Vincent Constitution Order 1969
;nd the holder cannot hold office after lie has
attained the age of 55 years. Iis duties will
be:-
(a) to satisfy himself that all moneys that
have been appropriated by Parliament
and disbursed have been applied to the
purpose to which they were so appro-
priated and that the expenditure con-
forms to the authority that governs it;
(b) at least once in every year to audit and
report on the public accounts of Saint
Vincent, tile accounts of all officers and
authorities of the Government of Saint
Vincent, the accounts of all courts in
St. Vincent (including any accounts of
the Court of Appeal or the High Court
maintained in St. Vincent), the accounts
of every Commission established by this
Constitution and the accounts of the
Clerk to the Iouse of Assembly; and

authorities or bodies established by law
for public purposes as may be prescribed
by or under any law enacted by Parlia-
ment.
In the exercise of his functions the Director
of Audit is not subject to the direction or
control of any other person or authority.
Quarters, free medical service and medicines
are not provided.
Applicants should preferably possess a sound
knowledge of Government accounting proced-
ures and of the functions and operations of a
Public Service. However persons possessing
experience in accounting and auditing in the
private sector will also be considered.
Applications accompanied by two recent
testimonials, a curriculum vitae and a recent
photograph should be forwarded to the Chief
Personnel Officer to reach him not later than
31st May 1975. Those from public officers
serving in other Territories should be for-
warded through their respective Governments.
Officers in the St. Vincent Public Service who
have already indicated their interest in the
post need not apply.

DEPARTMENTAL AND OTHER NOTICES


THE AGRICULTURAL AND CO-OPERATIVE
BANK OF ST. VINCENT.

Applications are invited for a suitably
qualified person resident in Saint Vincent for
the post of Accountant, Agricultural and Co-
operative Bank of Saint Vincent.


Duties:
Responsible for all accounting procedures
and practices of the Bank, including accounting-
records; maintaining deposit/current account
with a Commercial Bank; preparing and issuing
all cheques, instalment notices and status of
account; checking terms of repayment when
taking a first charge for security of loans;
posting and custody of security documents;
routine collection procedure; staff administra-
tive records; preparing under direction, the
annual budget and Financial Report.
Qualifications:
Preference will be given to applicants with
at least five years relevant experience in Com-
mercial Acounting/Banking and who can pro-
duce documentary evidence of proficiency from
any recognized course in Accountancy.
Salary:
Salary shall be determined from the above
criteria.
A selected candidate coming from a pension-
able position within the Civil Service will be
eligible to retain pension and certain other
Civil Service benefits.

Ministry of Finance, Kingstown to reach the
Ministry not later than Thursd-ay, 15th May,
1975.


NOTICE

The Public is hereby reminded that in accord-
ance with the Birds and Fish Protection Ordin-
ance Cap. 44 as amended, it is prohibited to kill
or take:-
Turtles
(a) Turtles or turtle eggs on land
(b) Turtles under 20 lbs in weight
Lobsters
(a) Lobsters carrying eggs
(b) Lobsters of less than 1 Ib. in weight
(c) Lobsters of less than nine inches in
length
Closed Season
There is a closed season for turtles between
1st May and 31st July, and a closed season for
lobsters between 1st May and 30th September.
Any person failing to comply with these regu-
lations mentioned above shall on a first convic-
tion before a Magistrate be liable to a fine of
$250.00; or any subsequent conviction to a fine
of $500.00 and in default to imprisonment for
any term not exceeding three (3) months.

INCOME TAX NOTICE

ALL persons are reminded that, unless an
extension of time has been officially granted,
Income Tax Returns for the Year of Assessment
1975 (relating to income of the year ended 31
December 1974) should have been submitted
by the 31 March 1975.
Anyone who has not submitted a Return, or
received an extension of time, should send
their Return NOW to the address below.
Return forms are available from the Income
Tax Office in Kingstown. from Revenue Offices
in Georgetown, Barrouallie, Bequia and Union
Island, and from Police Stations in other
districts.

INSURANCE ACT, 1970

It has been brought to the attention of the
Registrar that certain persons in the State are
engaged as agrnlts in the initiation of insurance
business, in contravention of the Insurance
Act 1970 (No. 10 of 1970).
For the avoidance of doubt, the Act (Section
2) defines an "insurance agent" as "a person
who with the authority of an insurer acts on
his behalf in the initiation of insurance
business, the receipt of proposals, the issue of
policies or the collection of premiums."
There is a penalty imposed for any offence
under the Act; and Section 78 reads:
"Any person who is guilty of an offence
under this Act shall be liable on summary
conviction thereof, if the offender is an
individual, to a fine not exceeding two
thousand five hundred dollars or to im-
prisonment for a period not exceeding six
months, or if the offender is not an indivi-
dual to a fine not exceeding five thousand
dollars."
All persons, not registered as such, holding
themselves out as agents of insurance Com-
panies are urged to seek registration immiedi-
ately, failing which all offenders brought to
the notice of the Registrar shall be prosecuted.

UNIFORMS FOR POSTMEN

Tenders are invited for supplying and mak-
ing Uniforms for Postmen for the year ending
31st December, 1975.


The Uniforms consist of long brown Terylene
trousers and beige cotton shirts, long sleeves
with two (2) flap pockets and shoulder straps,
and the requirements are for approximately
twenty (20) postmen. Samples should be sub-
mitted with the Tender.
Tenders which will be received up to 3 p.m. on
Wednesday 30th April, 1975 must be sealed
and addressed to The Chairman, Central Supply
Tenders Board, Ministry of Finance, Kingstown
and distinctly marked on the envelope "Tender
for the supply of Postmen Uniforms".
Persons who applied in response to the pre-
vious notice are eligible to re-apply.


TENDERS FOR THE SUPPLY OF
UNIFORMS

Tenders are invited for supplying and mak-
ing khaki drill uniforms for Port Guards, Cus-
toms Guards, Attendants at the Institutions and
Workers at the Health Department for the year
1975.
The drill used must be of the same shade and
texture for each uniform and samples should be
submitted with the Tender.
Uniforms consist of long trousers and short
sleeved shirts with two flap pockets and shoulder
straps and the requirements are for approx.-
nmately 160 men.

Ministry of Finance, Kingstown and distinctly
marked on the envelope "Tender for the supply
of Uniforms".

UNIFORMS FOR MESSENGERS AT
GOVERNMENT DEPARTMENTS


Tenders are hereby invited for supplying and
making uniforms for Messengers at Government
Departments in respect of the year 1975.

The UIniforms consist of long dark blue tery-
lein trousers and light blue cotton shirts, long
sleeves with two (2) flap pockets and shoulder
straps, and the requirements are for approxi-
mately 3.5 messengers. Samples of the material
to b,, used may be seen on request at the Min-
istry of Finance.

Tenders which will be received up to 3 p.m. on
Wednesday 30th April, 1975 must be sealed
and addressed to The Chairman, Central Supply

TENDERS FOR MOTOR CAR SERVICE



Scaled tenders are invited for the provision
of Motor Car Service for the conveyance of pub-
lic officers during 1975.

The Tenders submitted should contain par-
ticulars of the charges proposed to be made for
waiting.

The Contract may be Terminated by one
month's notice on either side, and the person to
whom the Contract is awarded will be required
to enter in a bond with the Government for the
satisfactory performance of the Contract.

Tenders close at 3 p.m. on Wednesday 30th
April, 1975 and should be addressed to The
Chairman, Teind(rs Board, Ministry of Finance,
Kingstown and distinctly marked on the envel-
ope "Tenders for Motor Car Service".

SUPPLY OF FOOD YEAST BISCUITS



Tenders are hereby invited and will be re-
ceived up to 3 p.m. on Wednesday 30th April,
197!5, for the supply of Food Yeast Biscuits to
the Education Department during the year 1975.

The estimated requirements have been placed
at 1,350 tins per annum and the supplier must
guarantee to supply 450 tins at the beginning
of each term and to deliver same in good con-
dition at Primary Schools on the mainland and
Grenadines as directed by the Chief Education
Officer.

Any delivery charge should be stated in the
T, inder separate from the actual price of the
commodity.

Tenders are to be addressed to the Chairman,
Tenders Board, Ministry of Finance and the
envelope scaled and marked "Tenders for the
Supply of Food Yeast Biscuits".

Any delivery charge should be stated on the
Tender separate from the actual price of the

The Government does not bind itself to accept
the lowest or any tender, and reserves the power
of accepting any part of a tender. Nothing in
any contract which may be entered into will be
considered as affecting the right of the Govern-
ment to import at any time any articles it may
require not withstanding such supply is con-
tracted for locally.

The attention of parties tendering is particu-
larly directed to the 'conditions of contract'
inserted at the end of this notice, which will be
binding on them.



CONDITIONS OF CONTRACT



1. The Contract to be from 1st January to
31st December, 1975.

2. The Contractor undertakes to deliver at
his own expense into the stores of Institutions
the articles placed opposite his own name at the
price stated, on such days, at such times and in
such quantities as may be stated on the requis-
ition of the Head of Department or officer in
charge.

3. Every article supplied must be of sound,
good qu;alitv and no article is to be substituted
for the one requisitioned for without the consent
of the requisitioning officer first being obtained.

4. Any articles considered by the Head of
Department or officer in charge to be of inferior
quality may be rejected by him. and shall be


immediately removed and replaced by the Con-
tractor at his own expense without any allow-
ance being made to him for such articles.

5. If the rejected articles are not removed
witliin 9 hours from (ie time notice shall have
been given to the Contractor, they will be re-
turned to, and at the expense of the Contractor;
provided that if the Contractor give such explan-
ations as may be satisfactory to the Minister of
Finance, the expense of such return shall not
be charged.

6. Should the Contractor neglect or refuse
to replace rejected articles contracted for at the
time slated in the requisition, the Head of De-
partment or Officer in charge shall be at liberty
to purchase the said articles from other persons;
and the difference between the price paid for
such articles and the contract price shall be
deducted from the next payment made to the
Contractor.

7. The Head of Department or Officer in
charge may, if he should deem it necessary,
purchase articles of perishable food such as
bread, meat, etc., at once to replace rejected
articles.

8. All fresh meat contracted for must be
slaughtered in the Slaughter House in Kings-
town.

9. If the Contractor should persist in such
irregularities as stated in paragraph 6, the
Ministry of Finance shall have the power to
terminate the contract immediately or at such
time as may appear to him proper and con-
venient.

10. The Contract may be terminated at any
time by one month's notice being given either
by the Contractor to the Minister of Finance
or by the Minister of Finance to the Contractor.

INCOME TAX (EVASION OF TAX PAYMENTS)
(PREVENTION) RULES 1975.



(Gazetted 29th April, 1975).




1. Short title. These Rules may be cited as the Income Tax (Evasion
of Payments) (Prevention) Rules, 1975 and shall be read as one with the
Income Tax (Evasion of Tax Payments) (Prevention) Rules 1963 (No. 25
of 1963) (hereinafter referred to as the principal Rules) and all amendments
thereto.
2. Rule 2 of principal Rules amended. Rule paragraph 1 of the
principal Rules is amended by adding a comma immediately after the word
"certificate" and inserting the words "the service charge for which shall
be one dollar which said exit certificate".


Made by the Governor under Section 44 of the Income Tax Ordinance
1967 (No. 21 of 1967) this 22nd day of April 1975.

1. Short title. This Order may be cited as the Price and Distribution
of Goods (Amendment) Order, 1975, and shall be read as one with the Pripe
and Distribution of Goods (No. 2) Ordei, 1971 (S.R. & O. No. 27 of 1971)
(hereinafter referred to as the principal Order) and all amendments thereto.
2. Principal Order amended. The principal Order is hereby amended
by revoking that part of the Schedule relating to "Sugar Imported, Washed
Grey or Grey Crystal" and replacing the same as follows:-
