SIONG, ESQUIRE a C o in m i ss i o n e r and Chairman in place of EDWARD ALEXANDER
CLAVIER HUGHES, ESQUIRE, O.B.E. who has become unable to act, to enquire into the
management and operations of the Kingstown Board between the 1st March, 1973 and the
12th December, 1974.

WHEREAS by Section 2 of the Commissions of Enquiry Ordinance, Cap. 160 of the Laws
of Saint Vincent Revised Edition 1926, it is provided inter alia, that it shall be lawful for the
Governor whenever he shall deem it advisable to issue a Commission appointing one or more
commissioners to enquire into the conduct or management of any department of the public
service, or of a'nv public or local institution or into any matter in which an enquiry would, in
the opinion of the Governor be for the public welfare:

AND WHEREAS I deem it advisable that an enquiry be held into whether, and if so in
what respects, 'there were any illegalities or irregularities surrounding the management and
operations of the Kingstown Board "between the 1st cTay of ~Varch, 1973, and the 12th day of
December, 1974, and in particular, but without restricting the generality of the foregoing, to
enquire into whether, and if so in what respects, there were any illegalities, irregularities or
improper motives surrounding the following--

1. the appointment, dismissal, discipline and assignnient of employees, whether servants
or agents of 'the Board, or whether engaged full time, or on job work or otherwise;

2. the use, deployment and disposal of funds, equipment and labour by the Board, whether
within or without the boundaries of the town of Kingstown as defined in the Kingstown
Board Ordinance, 1970, or on public or private property;

3. the award of Contracts by the Board, including the contract to build a Town Hall;

4. the expenditure of the funds of the Board:

AND WHEREAS on the 15th day of January, 1975, EDWARD ALEXANDER CLAVIER HUGHES,
Esquire, O.B.E., HUGHES HAYNES IAMLETT, Esquire, M.B.E., and Colonel SYDNEY ALOYSIUS
ANDERSON, Esquire, O.B.E., M.V.O., Q.P.M. were appointed commissioners but the said EDWARD
ALEXANDER CLAVIER HUGHES, Esquire,'O.B.E. has become unable to act.

AND WHEREAS by Section 3 of the Commissions of Enquiry Ordinance, Cap. 160 it is
provided inter alia that where a commissioner shall become unable to act the Governor may
appoint another Commissioner in his place.

NOW THEREFORE, I, RUPERT GODFREY JOHN, Governor as aforesaid, do hereby
in pursuance of the powers vested in me in this behalf by the said Ordinance, issue this my
Commission appointing you BERTRAM EUSTON COMMISSIONG, Esquire to be a Commissioner in
addition to HUGH HAYNES HAMLETT, Esquire M.B.E. and Colonel SYDNEY ALOYSIUS ANDERSON,.
Esquire, O.B.E., M.V.O., Q.P.M.

AND I direct that you the said BERTRAM EUSTON COMMISSIONG, Esquire shall be Chairman:

AND I further direct that you the said Commissioner in addition to HUGH HAYNES
HAMLET, Esquire, M.B.E. and Colonel SYDNEY ALOYSIUS ANDERSON, Esquire, O.B.E., M.V.O.,
Q.P.M forthwith proceed at such places and times as may be convenient with due diligence and
despatch to enquirer into the matters aforesaid and to report to me in writing with all despatch
upon the said matters and to give your opinion and recommendations and to furn i sh me
separately with a full statement of the proceedings of the Commission and the reasons leading
to the conclusions at which you hnve arrived.

AND I further direct that, except to the extent to which you may find it desirable in the
public interest to hold a part of the enquiry in private, the enquiry shall be held in public:

AND this my Commission shall continue subject to any alteration on reservation thereof
until you have finally reported.

COMMONWEALTH SCHOLARSHIP: SRI LANKA
(CEYLON) 1975, AUSTRALIA AND NEW
ZEALAND 1976.

1. Applications are invited from suitably
qualified Vincentians for the award of Com-
monwealth Scholarships to Sri Lanka for tle
academic year beginning October 1975 and
to Australia and New Zealand for the academic
year beginning March 1976.
2. All Awards are primarily for Post-gradu-
ate Study or Research; but applications at
undergraduate level will be accepted by Sri
Lanka and Australia in fields of study not
available in the West Indies.
3. Applicants for Post-Graduate Study (in
any field) should possess a first or second
class honours degree or a pass in the M.A.
qualifying Examination of a recognized
University.
4. Awards are normally made for a period
of 2 years to persons between the ages of 17
and 35.
5. Successful applicants will be required
to sign a Bond, with Sureties, to return to serve
in the State at the conclusion of their studies.
6. Applications giving full details and
Curriculum Vitae should be submitted to the
Chief Personnel Officer by March 31, 1975 for
Sri Lanka and April 30, 1975 for Australia
and New Zealand.

DEVELOPMENT CORPORATION

VACANT POST OF OVERSEER, RICHMOND
VALE.

Applications are invited from suitably quali-
fled persons for a post of Overseer on the
Richmond Vale Estate.

Qualifications:
Applicants must have at least a good primary
school education and should be willing to
undertake any job connected with field super-
vision. Applicants must also have a good


knowledge of agriculture and be willing and
able to absorb training for greater responsi-
bility. Knowledge of' book-keepiilg would be
an asset.

Quarters:
Unfurnished living Quarters will be provided
on the Estate.

Salary:
The salary of the post is $3,(600 per annum.
Salary increases will be made from time to time
based on merit and the profitability of the
Estate.

The successful applicant for the post will be
placed on one year's probation in the first
instant. Preference will be given to local
residents with past experience on the Estate.

Applications should be in the applicant's own
handwriting, stating age, educational qualifica-
tions, marital status, and jobs held in the last
five years.

Inspector in the Ministry of Communications,
Works and Labour.

Qualifications:
Higher National Diploma or Higher
National Certificate or equivalent with
five (5) years experience in inspectorate
work.

Salary:
The salary of the post is $9720 per annum.
Transport allowance is attached.

Duties:
Responsibility for the inspection of all
Public Eletrical Installations throughout
St. Vincent and the Grenadines and for
the issuing of certificates for such installa-
tion. Also for the maintenance of all
Government installations. Will be in
charge of the Public Works Department
Electrical Division.

COMMONWEALTH CARIBBEAN PESTICIDE
CONTROL UNIT


STAFF VACANCY


Applications are invited for the post of -
TECHNICAL DIRECTOR
in the Commonwealth Caribbean Pesticide Con-
trol Unit, which is financed by Member Gov-
ernments of the Caribbean Community and
accommodated in the Chemistry Department,
U.W.I., St. Augustine, Trinidad.
The successful candidate will direct the work
of the Unit which includes a laboratory staffed
by two chemists analysing pesticide residues and
formulations. He will advise Commonwealth
Caribbean Governments individually and collec-
tively on the control of pesticide hazards by
legislative means and otherwise. The job in-
volves a considerable amount of travel within
the Region. Applicants should possess a degree
or the equivalent in chemistry, agriculture or
other biological subject, and at least five years
relevant experience. Proven ability to work
with committees would be advantageous.

The successful candidate would be expected
to assume duties on June 1, 1975 or as soon
thereafter as possible. Appointment will be for
15 months in the first instance and may be sub-
ject to renewal. Salary is negotiable in addition
to which the following allowances are payable:


10 percent housing allowance and a terminal
gratuity of 10 percent of total salary in lieu of
superannuation benefits.

Cotton Ginnery from 1st April, 1946 to 26th November, /
1959, as service in an office under the Government of
Saint Vincent for the purposes of 'the Pensions Ordinance,
1948.

Be it enacted by the Queen's Most Excellent Majesty,
by and with the advice and consent of the House of Assembly
of Saint Vincent, and by the authority of the same as follows:-
1. This Act may be cited as the Camelete Olive Pollard Short title.
Pensions Declaration Act, 1975.
2. It is hereby declared that the period from 1st April, Declaratory
1946, to 26th November, 1959, during which Camelete Olive No. 15 of
Pollard served as an employee at the Cotton Ginnery in the Provision.
State of Saint Vincent shall for the purposes of the Pensions
Ordinance, 1948, be regarded as public service under the
Government of Saint Vincent in a non-pensionable office, which
service the Governor may take into account as pensionable
service.
