COMMISSION OF ENQUIRY INTO THE KINGSTOWN BOARD


Under the Provisions of Section 2 of the Commissions of Enquiry Ordinance Cap 160
His Excellency the Governor has appointed a Commission of Enquiry comprising:
EDWARD ALEXANDER CLAVIER HUGHES, ESQUIRE, O.B.E. Chairman.
HUGH HAYNES HAMLETT, ESQUIRE, M.B.E. Member
COLONEL SYDNEY ALOYSIUS ANDERSON, ESQUIRE, O.B.E.
M.V.O., C.P.M. Member
to enquire into the Management and operations of the Kingstown Board between the 1st
March, 1973 and the 12th December, 1974.
The terms of reference of the Commission are:
(i) the appointment, dismissal, discipline and assignment of employees, whether
servants or agents of the Board, or whether engaged full time, or on job work
or otherwise;
(ii) the use, deployment and disposal of funds, equipment and labour by the Board,
whether within or without the boundaries of the town 6f Kingstown as defined
in the Kingstown Board Ordinance, 1970, or on public or private property;
(iii) the award of Contracts by the Board, including the contract to build a Town
Hall;
(iv) the expenditure of the funds of the Board.
2. Public organizations, groups, associations, other bodies and members ofthle public in
general, are invited to submit to the Commission memoranda or stati n ,iP' i-ifty mtter

3. All memoranda or statements should be submitted in quadruplicate and shall state
the names and addresses of the persons who will be ready and willing to attend and appear
before the Commission to support their memoranda or statements in the event that the
Commission requires their attendance.

4. Every memoranda or statement must be signed by or on behalf of the organisation,
group, association, body or person and addressed or sent to

5. All memoranda or statements should be submitted on or before the 31st day of
January, 1975. The Commission will commence its hearing on the 3rd day of February, 1975

WHEREAS by Section 2 of the Commissions of Enquiry Ordinance, Cap. 160 of the Laws
of Saint Vincent Revised Edition 1926, it is provided inter alia, that it shall be lawful for the
Governor whenever he shall deem it advisable to issue a Commission appointing one or more
commissioners to enquire into the conduct or management of any department of the public
service, or of any public or local institution or into any matter in which an enquiry would, in the
opinion of the Governor be for the public welfare:

AND: WHEREAS I deem it advisable that an enquiry be held into whether, and if so in
what respects, there were any illegalities or irregularities surrounding the management and
operations of the Kingstown Board between the 1st day of March, 1973, and the 12th day of
December, 1974, and in particular, but without restricting the generality of the foregoing, to
enquire into whether, and if so in what respects, there were any illegalities, irregularities or
improper motives surrounding the following-
1. the appointment, dismissal, discipline and assignment of employees, whether servants
or agents of the Board, or whether engaged full time, or on job work or otherwise;,

2. the use, deployment and disposal of funds, equipment and labour by the Board, whether
within or without the boundaries of the town of Kingstown as defined in the Kingstown
Board Ordinance, 1970, or on public or private property;

3. The award of Contracts by the Board, including the contract to build a Town Hall;


4. The expenditure of the funds of the Board:

NOW THEREFORE, I, RUPERT GODFREY JOHN, Governor as aforesaid, do hereby
in pursuance of the powers vested in me in this behalf by the said Ordinance, issue this my
behalf by the said Ordinance, issue this my Commission appointing you, the said EDWARD
ALEXANDER CLAVIER HUGIIES, Esquire, O.B.E., HUGH HAYNES HAMLETT, Esquire, M.B.E. and
Colonel SYDNEY ALOYSIUS ANDERSON, Esquire, O.B.E. M.V.O., Q.P.M. to be Commissioners to
hold the enquiry aforesaid:

AND I direct that you the said EDWARD ALEXANDER CLAVIER HUGHES, Esquire, O.B.E. shall
be Chairman:

AND I further direct that you the said Commissioners forthwith proceed at such -places
and times as may be convenient with due diligence and despatch to enquire into the matters
aforesaid and to report to me in writing with all despatch upon the said matters and. to give
your opinion and recommendations and to furnish me separately with a full statement of the
proceedings of the Commission and the reasons leading to the conclusions at which you have
arrived:

AND I further direct that, except to the extent to which you may find it desirable in the
public interest to hold a part of the enquiry in private, the enquiry shall be held in public:

AND I do hereby appoint OWEN EUGENE CUFFY, Esquire to be Secretary to the said
Commissioners.

AND this my Commission shall continue subject to any alteration or reservation thereof
until you have finally reported.

Applications are invited from suitably quali-
fled persons for the following posts in the
Caribbean Community Secretariat:

(ii) Chief Statistician

Duties: The Chief Statistician is immediate-
ly responsible to the Director, Trade and
Integration Division for the performance of
his duties which are:

(a) to direct the statistical unit and to
develop statistical series relevant to
the integration movement.

(b) to liaise with the statistical officers of
member CARICOM countries and with
international agencies.

(c) to service meetings of the Standing
Committee of Caribbean Statisticians
and to provide statistical services to the
various sections of the Secretariat.

(d) to carry out the day to day supervision
of the Statistical Unit.

(e) such other duties as may be assigned
from time to time.

Qualifications: An honours degree in statis-
tics or its equivalent. A higher degree or
relevant professional experience would be an
advantage. A thorough knowledge of Carib-
bean statistical sources and data including
work experience in one of the statistical
offices in the area would also be an advantage.
Salary and Allowances: Salary and house
allowance are paid at the rate of G$1,573.25
and G$271.25 per month respectively.

(ii) Statistician

Duties: The Statistician is immediately res-
ponsible to the Chief Statistician for the per-
formance of his duties which are:

(a) to assist the Chief Statistician in the
execution of his duties.

(b) to develop and apply relevant method-
ologies in producing regional data
series.

(c) to assist in the day to day supervision
of the Statistical Unit.

(d) such other duties as may be assigned
from time to time.

Qualifications: A good first degree in Statis-
ties and Economics. Members of the Insti-
tute of Statisticians will also be considered.
A knowledge of Caribbean statistical sources
and data would be an advantage.
Salary and Allowances: The salary scale is
G$965.65 X $32.55 $1,095.85 a month. A
house allowance of G$271.25 is also payable.

2. Further information may be obtained

missions Department, Kingstown, St. Vincent.
