Notice is hereby given 'that in accordance with B.R. & O. No. 42 of 1974,
Thursday 12th December is the date fixed for Local Government Elections in
St. Vincent and the Grenadines, and Thursday 5th December for Nomination
Day. This does not include the Kingstown Board.

Ordinance provides that in respect of the year 1974, "the required notices
as required by the respective By-Laws shall be given at least fourteen. (14) days
,before nomination day, and elections shall be held on the same day of the follow-
ing week of nomination day."

The Commissioner for each local authority will perform all the duties of
that local authority under the By-Laws relating to election of members of that
authority, and in particular the duties under the By-Laws relating to the
preparation for ahd the conduct of elections.

STATUTORY RULES AND ORDERS,
1974, No. 43.

THE BEQUIA DISTRICT COUNCIL (ELECTION OF MEMBERS)
(AMENDMENT) BY-LAWS;

(Gazetted 14th November, 1974).

1. Short title. These By-Laws may be cited as the Bequia District Council
(Election of Members) (Amendment) By-Laws, 1974, and shall be read as
one with the Bequia District Council (Election of Members) By-Laws, 1957
(S.R. & 0. 1957 No. 48) (hereinafter referred to as the principal Ordinance)
and all amendments thereto.
2. By-Law 6 of the principal By-Laws amended. By-Law 6 of the prin-
cipal By-Law is amended:-
(a) by replacing by-law 6(1) with the following-
"Each election shall be held at such place or places in the several
polling divisions as may be named by the Council, and the Council
shall appoint a Presiding Officer for each polling division, a Returning
Officer for the District, and such other election officers as it considers
necessary'.
(b) by replacing by-law 6(3) with the following-
"Each elector may vote for any number of persons as Members of the
aforesaid Council not exceeding the number of 4, such persons having
been duly nominated as candidates for election to the Council'.
(c) by adding the following immediately after by-law 6(8)-
"Notwithstanding the abolition of the Wards, the District shall remain
divided into four polling divisions numbered 1 to 4, corresponding
with the numbers and boundaries of the former Wards, and no person
shall be entitled to vote in any polling division unless his name appears
on the official list of electors for that polling
3. By-Law 7 of the principal By-Laws am ) of the

4. By-Law 15(1) repealed and replaced. 15(1). is re d and
replaced with the following:- 5 45

ballot box and any relevant documents a p _e jeturning
Officer at the place appointed by the Counci noting of the
votes, and the ballot boxes from the several polling divisions shall
be opened by the lReturning Officer in the presence of the candidates,

the nominators and one agent for each candidate appointed by the
candidate for that purpose, and no other person shall, except with
the sanction of the Presiding Officer be present".

5. By-Law 18 repealed and replaced. By-Law 18 is repealed and replaced
with the following:
"18. Declaration and return of result of election.
Upon the completion of the counting and before the Returning
Officer departs from the place of election, so many of the candidates
voted for, being equal to the number of persons then to be elected
Members of the Council, as have the greatest number of votes, shall
be publicly declared by the Returning Officer to have been elected as
Members of the Council, and shall be returned as such to the Council
by noon of the day following such election and to the Governor by the
first available opportunity thereafter.

6. By-Law 23 amended. By-Law 23 is amended by deleting the words
"polling station" in 23(a) and substituting therefore the word "district".

7. Presiding Officer replaced by Returning Officer. "Presiding Officer"
is deleted and replaced by "Returning Officer" in by-laws 15, 16, 17 and 20.

8. By-Law 25 amended. By-Law 25 is amended by inserting the words
"or Returning Officer" immediately after the words "Presiding Officer"
wherever the latter words appear in that by-law.


Made by the Commissioner for the Bequia District under section 56(1) (a)
of the Local G:overnment Ordinance, 1951, this 14th day of November, 1974.

BEQUIA DISTRICT (DIVISION INTO WARDS) (REVOCATION
AND TRANSITIONAL PROVISIONS) ORDER.


(Gazetted 14th November, 1974).


1. Short title. This Order may be cited as the Bequia District (Division
into Wards) (Revocation and Transitional Provisions) Order, 1974.
2. Revocation. The Bequia District (Division into Wards) Order, 1957
(No, 47 of 1957) is hereby revoked.

3. Transitional Provisions. The registers of voters for the four Wards,
prepared in accordance with section 27 of the Local Government Ordinance,
1951, shall be regarded as the registers of voters for the same polling divisions.
