Vacant post of Chief Engineer,
Ministry of Communications and
Works, St. Vincent.
Applications are invited from suit-
ably qualified persons for the post of
Chief Engineer in the Public Works
Department of the Ministry of Com-
.munications and Works, St. Vincent.
Duties:
The Chief Engineer (formerly the
Chief Technical Officer) of .the
Ministry of Communications and
Works will be required to admin-
ister and control public works in
the fields of roads, buildings,
hospitals, airfields and the like
with an annual- capital for
new works and a recurrent main-
tenanc'e budget. The Public
Works Department at full
strength, consists of some six pro-
fessionals and seventy non-profes-
sional staff, with a day labour
force of some three thousand. lHe
will be responsible for the efficient
functioning of Public Works De-
partment and for implementing an
internal re-organisation of the
Department which is currently
under study.. IIe will control the
activities of civil engineers with
their associated design and super-
visory personnel of the Depart-
ment in their various disciplines.r'

Qualifications:
At least ten (10) years post-quali-
fication experience of which at
least five (5) years should have
been spent in a senior engineering
post in a Government service.
Preference will be accorded to a
candidate who is a citizen of the
commonwealthh Caribbean an d
who if not already a Chartered
Engineer, can be expected to ob-
tain (Chartered Status following
two years in the post in a perma-
nent pensionable capacity.
Terms of Service:
The successful candidate will be
expected to serve for a probation-
ary period of one year, if his
appointment is on a permanent
and pensionable basis. IHe may
also be appointed on a three year
contract. The salary of the post
is subject to review periodically
together with other public service
salaries and is not negotiable.
Salary:
The salary of the post is fixed at
$12,000 per annum in the scale
V3. An unfurnished house will be
provided in the ease of an expa-
triate officer for which lie will he
required to pay rental in accord-
ance with local regulations.

POST OF PRINCIPAL, ST. VINCENT
TECHNICAL COLLEGE, MINISTRY OF*
EDUCATION, COMMUNITY DEVELOP-
MENT AND YOUTH AFFAIRS.

Applications are invited for the vacant
post of Principal, St. Vincent Technical
College, Ministry of Education, Com-
munity Developmnt and Youth Affairs.

The appointment may be permanent
and pensionable or on a contractual
basis. In case of the latter a gratuity
at the rate of 25% of total salary is pay-
able on successful completion.


The salary payable is $10,200 per an-
1num fixed. Candidates should possess
(a) a degree or appropriate technical
education qualification, (b) a profes-
sional teaching qualification, and (c)
suitable relevant experience in one or
more of the fields of teaching, industry
or commerce and educational adminis-
tration. In the case of (c) a working
knowledge of the problems and needs of
all three fields is essential.

The successful applicant will be res-
posible for the administration and
day-to-day operations of the Technical
College, for assessing the needs of Gov-
ernment Industry and Commerce for
trained manpower and for recruiting
and training suitable full and part-time
students to meet these needs. lie will
carry out such other duties not inconsis-
tent with those of the Principal of a
Technical College that may be allocated
to 1him.

writing accompanied by two recent testi-
nmonials, proof of qualifications and a
recent photograph should be forwarded
to the Chief Personnel Officer, Service
Commissions Department, not later than
15th October 1974. Persons in the St.
Vincent Public Service should apply
through their Heads of Departments.

MANAGER, WALLILABOU ESTATE


Applications are invited from suit-
ably qualified persons for the post of
Assistant Manager, Wallilabou Estate,

Qualifications
Applicants should have a thoroughly
knowledge of agriculture, and ex-
perience in handling labourers. Knowl-
edge of book-keeping and accounts
would be an asset.

Quarters:
Living Quarters will be provided on
the Estate.

Salary:
The initial salary of the post is
$6,00()0 per an num and increments will
be based ,on merit and profitability of
the Estate.

Salary will be increased in line with
Salaries Revision now in progress.

Leave:
Leave will be granted at the rate of
two weeks on full pay each year, and
three mioiiths leave after each three-
year period.

1. Short title. These Hules in;y be cited as the House of Assembly
(Elections) Rules, 1974 and shall be relad as one with th, House of Assembly
(Elections) Rules formerly known as the L legislative council l (Elections)
Rules, 1960 (S.R. & 0. 19(;0. No. 35) (hereinafter referred to as the principal
Rules) and all amendments thereto.
2. Appendices A and B repealed and replaced. Appe(ndices A and B
of the principal Rules are hereby repealed and replaced as follows:-

STATUTORY RULES AND ORDERS;

1974, No. 3'6.

IMPORT AND EXPORT (CONTROL) REGULATIONS, 1974.

(Gazetted Sih October. 1974).


1. Short title. These Regulations may be cited as the Import and Export
(Control) (No. 3(i) 1Regulations, 1974.

2. A. Prohibition. The importation of any of the goods listed in the
First Schedule hereto is prohibited, except goods originating from any of the
pla ces within the East Caribbean onionmn Market.
B. The importation of any of the goods listed in the Second Schedule
h(reto is prohibited, except goods originating from any of the places within
the ,Caribbean Communuity.

3. Import Licence. The importation of any of the ,goods listed in the
Third Schedule hereto is prohibited except under licence from the Comptroller
of Supplies.

4. Export Licence. The exportation of any of the goods listed in the
Fourth Schedule hereto is prohibited except underj i e' frira-the Comptroller
of Supplies.

5. Offence. It shall be an offence to im pr export anvy ,ok contrary
to these Reiulations.: .

6. Penalties. Any person guilty of al ofA'nce under' th gulations
shall be liable'on summary conviction to impl on lent for a tern o exceeding
three months, or to a fine lnot exceeding five un',hed dollars r both such

shall be forfeited.

7. Offences by Company. Where any offence under these Regulations is
committed by a company of firm or other association of individuals, every
director and officer of the company. every partner and officer of the firm or
every member and every person concerned in the management of the affairs
of such association as the ease may he, shall jointly or severally be liable to
be prosecuted and punished for the offence in like manner as if he had himself

committed the offence, unless, the burden of proving which shall lie on him,
the act of omission constituting the offence took place without his knowledge,
consent or connllivanlce

8. Definition. In the Schedules to these Regulations, tlhewords, letters,
figures, numbers and symbols used to name, describe and identify goods, shall
all have the same meaning as in the First Schedule to the Customs Duties Ordi-
nance (Cap. 184 as amended): provided that where "Ex" precedes a tariff
number, only the goods actually named beside that tariff number are referred
to. and not the general class of goods otherwise identified by that tariff number.

9. Ships' Provisions. The ministerr reslpomsible for Trade may in his
discretion permit the importation of any goods for use as ships' supplies or
l ores.

10. Exemptions. These Regulations slall not apply to goods which are
removall goods" or "travel goods" for the purposes of, and as defined in, the
Table' of Exemptiojns from Duty contained in the Second Schedule to tihe
Customs Duties Ordinance ((ap. 184) as'amended by the Customs Duties
(Anwndmendtn ) Act, 1972, (Act No. 11 of 1972.)

11. Revocation. The following Regulations are hereby revoked-

WHEREAS it is provided by Section 45 of the Roads Ordinance, 1955.
that the Governor may by order proclaim creation of a public road.
AND WHEREAS it is deemed expedient that the road described in the
Schedule hereto be created a public road.
NOW, THEREFORE, I, RUPERT GODFREY JOIN, Governor in exercise
of the powers conferred upon me as aforesaid, procraim'that-the said road
is hereby created a public road.
