issued under section 2 of the Commissions of Enquiry Ordinance
(Cap. 160)

TO: PIILIP TELFORD GEORGES, Esq.. Q.C.

WHEREAS by Section 2 of the Commissions of Enquiry Ordinance-(Chap-
ter 160) it is provided, inter alia, that it shall be lawful for the Governor,
whenever he shall-deem it advisable, to issue a commission appointing one or
more commissioners,. and authorising such commissioners to enquire into' any
matter in which a-n enquiry'would, in the opinio0p of the Governor, be for the
public welfare:

AND WHEREAS on the 15th day, of May, 1974, I issued a commission
directing the commissioners to consider on the basis of an assessment of the
limitations of Associate Statehood and the constititional status of Montserrat,
what if any advancement should be made in and for the Associated States and
Montserrat and to make recommendations including such as may be appropri-
ate for approving the proposals which* may be recommended.

Division.

FELLOWSHIP PLA1:
POST .GRADUATE SCHOLARSHIP IN
.TROPICAL AGRICULTURE; 1973-1975
TRINIDAD AND TOBAGO

The Government of Trinidad and
Tobago has invited St. Vincent to nom-
inate a suitablly qualified graduate for
the award of a Commonwealth Scholar-
,ship in Tropical Agriculture.
2. The Scholarship is tenalle from
October 1975, at the University of'the
West Indies St. Augustine, Trinidad.
The award will be for two years in the
first instance.
3. The scholarship covers expenses
for travel, living and study. Family
allowances are payable, providedd that
the scholar's family accompanies him
to Trinidad -and that his wife is not
S employed. No passages are provided
for dependents, however.


4. Applicants should not have reach.
ed their 35th birthday by 1st October,
1975. Preference will be given to can-
didates between 22 and 28 years of age.
5. The successful candidate will be
required to sign a Bond, with sureties,
to return to St. Vincent for a specified
period, on completion of his studies.
6. Applications, on Form T1, should
be submitted to- the Chief Personhnel
Officer for attention of Training Officer
by Thursday 31st October, 1974. The
names and addresses of three referees,
two of them persons under whom the
candidate has worked or. studied,

Caribbean Development Bank utilising-
IJ.S.A.1.D. Funds equivalent to $540,000'
towards the cost of an Industrial Estate
at Caniden Park. It is intended that
the proceeds of this loan will be applied
to payments under the contract for-
which this invitation to Bid is issued.
Payments by the CDB or its Agent will
be inde only upon approval by the
Bank or its Agent of an application
presented by the Development Corpora-
tion of St. Vincent in accordance with
the Terms and Conditions of that Agree-
inent.
Currney
The cost of goods and services pro-
vided by suppliers outside the currency
area to which St. Vincent belongs shall
be paid in U.S. Dollars, while those pro-
vided by suppliers inside shall be paid
in $EC.
All Bids-should be expressed in $EC
and should state the rate of exchange
used for conversion as determined by
the CDB in consultation with the I.M.F.
Clarifications or Alterations of Bids.
No bidder should be permitted to alter
his bid after the bids have been opened.

Contract Provisions
Expenditure under Contracts.
No commodities or equipment having
their source in any of the countries
mentioned in Appendix B may be fund-
ed under the loan, either as direct
import, local purchase or any form of
a con ponent of commodities or equip-
ment.
Escalating Clauses
In appropriate cases provision may
be made for adjustment (upwards and
downwards) in the contract price in the
event that changes occur, including
changes of exchange rates, over which
the supplier has no control, in the prices
of the major cost constituents or the
contract such as labour, and imported
materials.
Terms of Payment
(a) 90% on delivery of the goods.
(b) 10% within 60 days of receipt
of goods.

THE PUBLIC SERVICE COMMISSION (DELEGATION)
*, (AMENDMENT) DIRECTIONS, 1974.


(Gazetted 10th September, 1974).


In exercise of the powers conferred upon the Public Service Commission
by Section 78(2) of the Constitution set out in Schedule 2 to the Saint Vincent
Constitution Order, 1969, the following Directions are hereby made. j

1. These Directions may be cited as the Public Service Commission
(Delegation) (Amendment) Directions, 1974, and shall be read as one with the
Public Service Commission (Delegation) Directions, 1969, (hereinafter referred
to as the principal Directions) and all amendments thereto.

2. The- Schedule to the principal Directions is hereby amended-
(a) by deleting "$3,336" appearing in item 3 of the First column
thereof and substituting therefore "$4,320".
(b) by deleting '"$2,400" appearing in item 4 of the First column
and substituting theryfor "$3,420".

Made by the Eublic Service Commission and to such extent as is necessary
t the consent of the Premier, under the provisions of section 77(13) of the,
Constitution set out in Schedule 2 to the Saint Vincent Constitution Order,

1. Short title. These egu4tiops mxay be cited as the Public Service
CoI~ ision (Amendment) Regulations 1974,and shall be read as one with the
Public Service Commission Regulations, 1969, (S.R. & O. 1969, No. 48) (here-
inafter referred to as the principal Regulations) and all amendments thereto.
2. Principal Regulations amended. The principal-Regulations are here-
by amended by-
(a) inserting at the end of Regulation 2 the following:-
"Secretary" means Secretary to the Commission;
(b) deleting the words "the'votes of the" which appear in the second and '
third lines of Regulation 5(2) and substituting therefore the words
"all its";
(c) 'deleting the wor nel Officer" wherever they appear
in Regulation dl' an,, d substituting therefore the word
S "Secretary"; /
(d) by adding t owing s pi aph 7 of Regulation 28:-
"No increme ~islhte paid to n officer during the probationary
period whetih h probation nriod be on first appointment or

52 and 53 and substi reform the signs and figures "$4,320";

(f) deleting the Aigns and figures "$4,000" appearing in Regulation 53
and substituting therefore the signs and figures "$3,420";
(g) deleting the signs and figures "$2,400" appearing in Regulation 53
and substituting therefore the signs and figures "3,420";
(h) by deleting the words "is less than" appearing in the third line of
Regulation 53(5) and substituting therefore the words "does not
exceed".

3. Second Schedule to principal Regulations amended. The Second
Schedule to principal Regulations is hereby amended by deleting the words
'is less than" appearing therein in the second line below the heading "Prelim-
.inary" and substituting therefore the words "does not exceed".
