ISSUE NO. 4
The 4th Issue of Treasury Bills closed on 14th September, 1973 at an
average discount rate of 1.82%. This represents an average Tender Rate of
98.18% and an average annual interest rate of 7.43%.

The total amount tendered stood at $1,900,000 against a total amount

A PROCLAMATION.

RUPERT G. JOHN,
Governor.
Whereas by sub-section (1) of section 47 of the Constitution of Saint
Vincent set out in Schedule 2 of the Saint Vincent Constitution Order 1969
it is provided that each session of Parliament shall be held at such place
within Saint Vincent and shall begin at such time as the Governor shall
appoint by Proclamation:
AND WHEREAS IT is expedient that a session of Parliament be held
at the Court House, Kingstown, and begin on Thursday the fourth day of
October 1973, at 10.00 o'clock in the forenoon.
NOW THEREFORE, I, RUPERT GODFREY JOHN, Governor as afore-
said, do hereby appoint the said Court House as the place at which the said
session shall be held and 10.00 o'clock in the forenoon on Thursday the fourth
day of October 1973 as the time at which the said session shall begin.
Given under my hand and the Public Seal of Saint Vincent at Government
House in Saint Vincent this 18th day of September, One thousand
nine hundred and seventy-three and in the twenty-second year of
the reign of her Majesty QUEEN ELIZABETH THE SECOND.
