GOVERNMENT NOTICES


Statutory Rules and Orders No. 12
and No. 13 of 1970 and especially .to
the section Notice to- Builders and
Owners which reads as follows.

1. Every person who intends to
, erect a new building or to alter'or add
to any building shall give to the Sec-
retary of the Development .Control
Authority notice in writing of such
intention on an approved printed form
together with two copies of a dimen-
sioned plan and specifications in
certain bases.

; Developmen Control Authority, but

5. The drawing for each floor shall
be drawn to a scale' of eight feet to
one inch and the block plan 'shall, be
drawn to a scale on riot less than forty-
four. feet to one inch.
6. The Authority should be notified
in writing within thirty days after the
.completion of any work in connection
with a building.
SThe Development Control Authority
will be enforcing section 18 of the
Ordinance No. 37 of 1968 -on all mem-
bers of the General Public who wil-
fully or otherwise contravene these.
Laws' and Regulations. Ignorance of
the Law is no excuse.

is drawn to the Land Develo pment
Control Ordinance No. 37 of 1968 and
its amendment No.' 12 of 1971 and with
particular "reference to Sections No. 4,
5, 13, 14, 16, 17, 18 and 19 which read
as follows.

(2) Without prejudice ,to the
generality of the provisions,
of sub-section, (1) of this
section, a person shall be
deemed to have commenced
the 'development 'of lahd
until the contrary is proved
the burden of which shall
lie on any person charged
if he has commenced the
laying out of roads, the lay-
ing of, water pipes, the
clearing of levelling of
land, 'the filling of ravines
or swamps, or any other
preparatory work which
might indicate an intention
thereby to improve the land ,
increase its value and'make
it in any way ready for any
type of development except
those set out in the First
Schedule of this Ordinance.


5. An application to the Authority.
for permission to develop land shall be
in duplicate in the form set out in the
Second Schedule to this Ordinance, and
shall be accompanied by such maps and
plans as may be necessary or as may
be required by the Authority.
(1) Provided that the Adminis-
Strator acting in his discre-
tion may give directions to
the Authority requiring that
a particular application or
applications of any Particu-
lar. class shall be referred
S to the Administrator in -
Council for Determination.
(2) Such directions may be given
before or after the time
allowed for an appeal under,
this, Ordinance, and, if given
after an appeal is made,
the appeal shall be abated.

13. (1) WPenever any plans have
been submitted to the
Authority on an application
for permission to develop
!any land, and such permis-
sion has been granted, the
development in' question
shall be carried out inr
accordance with the said
plans, anf any conditions
iimpos,:-d by the Authority.
(2) If before or during the
', course of any development

carry out the said develop-,
ment in : conformity with the
provisions of subsection (1)
of this section, he may apply
to, the Authority for per-
mission 'to amend the plans

14. In the event of development nfot
having,,in the opinion of the Author-
ity,, been. substantially commenced
within a period of 12 months from the
date of granting permission, the per-
mission shall lapse, and the applicant
will not be notified accordingly in

that the amenity of any area is seriouS-
ly injured. by reason of the runinous,
unsafe or dilapidated' condition of any
building, or by the' condition of any
land due to the deposit of refuse spoil
or derelict vehicles of the occupation

counting procedures. Experience in
building and road construction will be
an advantage, 'but is not necessarily a
condition of appointment.

The Warden shall perform such duties
as are imposed upon him by the Kings-
town Board Act or any other law in force
in St. Vincent. His duties shall include:
(a) performance of the duties of
senior administrative officer of
the Town Board Office;
(b) preparation of Revenue and Ex-
penditure Estimates and Final
Accounts ensuring that all pro-
jects are' done within the ap-
proved Budget of the Board;
(c) supervision of projects under-
taken. by the Board;
Board and responsibility for the
compilation of Minutes of Meet-
ings;
(e) supervision of all elections to the
Board;
(f) responsibility for the proper oper-
ation of the Kingstown Market;
(g) any other duties, not inconsistent
with. the post, that the Board may
require him to perform.

Salary of the post is $9,240 p.a. 'and
-a commuted Travelling Allowance of
$816.00 p.m. is payable, provided a suit-
able means of transport is maintained.
Quarters are not provided.

handwriting, with two recent testimo-
nials-one from his latest employer,
should be addressed to the Chairman.
Kingstown Town Board to reach him not
later than Friday April 20, 1973.

AN ACT to amend the Adoption of Children Ordinance, 1959.
[ 3rd April, 1973. ]

Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the House of Assembly of
Saint Vincent, and by the authority of the same as follows:-

1. This Act may be cited as the Adoption of Children Short title.
(Amendment) Act, 1973, and shall be read as one with the
Adoption of Children Ordinance, 1959, (hereinafter referred No. 7 of 1959.
to as the principal Ordinance) and all amendments thereto.


2. The following amendments shall be made in section 3
of the principal Ordinance:-
(1) Sub-section (1) shall have effect as if for the word
"five" and the word "two" in the third line there were
substituted the word "six" and the word "three".
(2) Sub-section (3) shall have effect as if for the words
"the Magistrate of the Second District" there were
substituted the words "one of the other District Magis-

AN ACT to provide for the Service of Saint Vincent for the
year ending on the thirty-first day of December, One
Thousand Nine Hundred and Seventy-three.
[3rd April, 1973.
Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the House of Assembly of
Saint Vincent and by the authority of the same as follows:-
1. This Act may be cited as the Appropriation Act, 1973. Short title.


2. (1) The issue from the Consolidated Fund of the sum
of Twenty-nine Million, Two Hundred and Forty-nine
Thousand, One Hundred and Forty-nine Dollars is hereby
authorised for meeting expenditure for the service of Saint
Vincent for the year ending on the thirty-first day of December,
One Thousand Nine Hundred and Seventy-three under the
Heads of Expenditure specified in the said Schedule hereto
annexed; and the sum specified in the said Schedule opposite
to a Head is hereby appropriated out of the said sum of Twenty-
nine Million, Two Hundred and Forty-nine Thousand, One
Hundred and Forty-nine Dollars for the purposes specified
in relation to that Head in the Estimates for the said year.
V7 2/. (2) In this Section "Head" or "Head of Expenditure"
includes a Head of Expenditure referred to in the Schedule to
'55 this Act or in the Estimates for the year as an Account.

Be it enacted by the Queen's Most Excellent Majesty,
by and with the advice and consent of the House of Assembly
of Saint Vincent, and by the authority of the same, as fol-
lows:-
1. This Act may be cited as the Collection of Taxes Act, Short title.

3. Section 14 of the Liquor Licence Ordinance, 1948, is
amended by repealing subsection (2) and substituting the
following subsection:-

Provided that notwithstanding anything in this section
contained, the (Governor may reduce the amount payable

4. After Section 14A the following section is inserted:-
Transitional. 14B. (1) Liencies for the quarter ending 31st
March, 1973 in respect of which the fee has been
paid before lhe coming into effect of the provisions
,.' S.R.O. No. 1 of 19)73 shall continue in force for
tlit quarter.
(2) In any (ase in wh;cli the Licence fee has been
paid for the whole of the year 1973, or for the half
year ending 30tlh June. 1973, before the coming into
effect of the provisions of S.R.O. No. 1 of 1973 such
licence shall he of no effect after the 31st March,
1973 until t le difference between the licence fee
under this Act and the prescribed fee before the
coming into effect of the provisions of S.R.O. No. 1
of 1973 has been paid.

5. The First Schedule to the Motor Vehicles and Road
Traffic Ordinance, 1940 is repealed and replaced by the fol-
lowing :-
