Certificates and Diplomas on the results
of the examinations conducted through-
out the Area, including examinations
conducted at the request of any of the
Member Governments.
The Registrar and Pro-Registrar will
be directly responsible for the establish-
ment of the two Centres. They will
work closely with the Examinations
Committee of the Council and with th?,
National Committees established in each
of the sixteen Participating Countries.
They will be in immediate responsibility
to the Administrative and Finance Com-
mittee of the Council, and through the
Chairman of the Council, to the full
Council itself. Salaries and Allowances
based on qualifications and experience
will be as follows:
Registrar EC$24,000-$27,600
Pro-Registrar J. $ 9,000-$10,000
Allowances
-Housing
-EC$4,800 or J$2,000 per annum
--Entertainment
-EC$1,800 or J$750 per annum
will be payable to both posts. Officers
appointed on contract will receive a 20%
gratuity of basic salary. Passages for
officers and family up to a maximum of
EC$3,000 or J$1,250 and freight and
other expenses for personal and house-
hold effects, not exceeding EC$2,000 or
J$833.33 are payable to officers recruited
overseas. Contracts will be for a period
of three years in the first instance, sub-
ject to review and possibly renewal.
The successful applicants, who must
be holders of appropriate academic or
professional qualifications, will be re-
sponsible for the establishment and sub-
sequent operation of the respective Cen-
tres and for the conduct of examinations
as decided by the Council.
A knowledge of West Indian Educa-
tion System and Examinations proce-
dure would be an asset but the success-
ful applicants must be prepared to un-
dergo further training as required.
The posts will require tact, diplomacy,
organisational ability and experience in
Examinations Administration, and wil-
lingness to travel among the various Ter-
ritories served by respective Operational
Centres.

WEST INDIES (ASSOCIATED STATES)
COUNCIL OF MINISTERS SECRETARIAT

Applications are invited from suit-
ably qualified persons for appointment
to the post of Administrative Officer at
the West Indies (Associated States)
Council. of Ministers Secretariat.
The officer will be required to assist in
the preparation of background papers
for conferences, to conduct research, to
deal with matters of routine office ad-
ministration, to attend conferences, and
generally to undertake any other duties
assigned to him from time to time by
the Executive Secretary.
Candidates should have a sound edu-
cational background, preferably to gra-
duate level with experience in adminis-
tration, and with a good knowledge of
Caribbean Affairs.
The salary of the post is in the scale
$6,300 x 360-$8,400, and the point of
entry will be determined by the qualifi-
cations and experience of the person re-
cruited.
The officer will not be required to pay
income tax in St. Lucia.
The normal term of office will be four
(4) years in the first instance, and the
officer will receive a gratuity at the rate
of 25% of his basic salary on the satis-
factory completion of the contract.

riculum vitae and the names of two ref-

gical Institute, Barbados.
The successful candidate will be
responsible, after a period of on-the-
job training, and, under supervision,.

ments, e.g. temperature, humidity,.

etc. He will be stationed at the Insti-
tute at Husbands, Barbados but will be
required to undertake, as part of his
duties, frequent travel throughout the

acquired '0' level passes in Mathe-
matics and/or Physics and English
Language and should have qualifica-
tions at least equivalent to the City
and Guilds '0' level (Instrumentation).

INCOME TAX NOTICE

TO THE GENERAL PUBLIC

Every person, not being an employed
person, is hereby reminded that the lat-
est date for the submission of Income
Tax Returns for assessment in the year
1973 is the 31st March, 1973, and that
failure to give notice of chargeability
is an offence against the Income Tax
Ordinance rendering the person con-
cerned liable on summary conviction to
a penalty not exceeding ONE THOUS-
AND DOLLARS and in default of pay-
ment to imprisonment with or without
hard labour for a term not exceeding
four months, and after judgement has
been given for that penalty to a further
penalty of fifty dollars for every day
during which the refusal, failure or
neglect to render any document con-
tinues.
2. EVERY PERSON whose income
accruing in, derived from the State or
elsewhere and whether received in the
State or not for the preceding year is
required to submit a return in the pre-
scribed form notwithstanding that on
account of approved deductions no tax
may eventually be chargeable, and par-
ticular attention is directed to the fact
that the term "income" is deemed to
include not only money but also allow-
ances in kind.
3. Efforts are being made to send
forms to such persons. It is to be clear-
ly understood, however, that the Income-
Tax Department is under no obligation
to send a return form to anyone and
that a person is not exonerated from the-
statutory liability of making a return
even though a form may not have been
received from the Department. Forms.
may be obtained, on application, at the
Revenue Offices at Georgetown, Barron-
allie, Bequia and Union Island, or in
any other district from the Police Sta-
tion situated therein or from the In-
come Tax Department, Kingstown,
where any person requiring information
in connection therewith is invited to en-
quire.
4. The form correctly completed
should be accompanied by all necessary
statements. Specimens of the form of

account required from small traders and
from occupiers or cultivators of land
will be supplied on request.

IMPORTATION OF GOODS (AMENDMENT) REGULATIONS.


(Gazetted 20th March, 1973).


1. Short title. These Regulations may be cited as the Importation of
Goods (Amendment) Regulations, 1973, and shall be read as one with the
4Importation of Goods Regulations, 1967 (hereinafter referred to as the
principal Regulations) and all amendments thereto.

2. Amendment to Schedule to principal Regulations. The Schedule to
the principal Regulations is hereby amended by inserting immediately after
the item "Mango Chutney" the following it, ins "Motor Vehicle tail pipes",
"Motor Vehicle front pipes" and "Motor Vehicle mufflers".

Made by the Governor under section 3(1) of the Supplies (Control) Ordi-
nance, 1954 (No. 10 of 1954) this 13th day of March, 1973.

2V (MANUFACTURE OF GARMENTS) ORDER.

(Gazetted 20th March, 1973).

WHEREAS on the 3rd day of August, 1965 by Statutory Rule and Order
No. 16 of 1965, the establishment, maintenance and operation in St. Vincent of
a factory for the manufacture of garments for men, women and children was
declared to be a pioneer industry for the purposes of the Aid to Pioneer Indus-
tries Ordinance, 1952 (No. 5 of 1952) and shirts, pyjamas, underwear and
other garments so manufactured were declared to be pioneer products for the
said purposes:
THEREFORE in exercise of the powers conferred upon him by Sub-
section (1) of Section 4 of the Aid to Pioneer Industries Ordinance, 1952
(No. 5 of 1952) the Governor in Council has been pleased to make the following
Order:-
1. Short title. This Order may be cited as the Aid to Pioneer Industries
(Nathaniel Jack) (Manufacture of Garments) Order, 1973.
2. Declaration. NATHANIEL JACK is hereby declared to be a pioneer
inanufacture in relation to the manufacture of garments at the pioneer factory
established at Richland Park in the Parish of St. George.
3. Construction Day., Construction day shall be the 1st June, 1973.
4. Production Day. Production day shall be the 1st July, 1973.


Made by the Governor under Section 4 of the Aid to Pioneer Industries
Ordinance, 1952 (No. 5 of 1952) this 13th day of March, 1973.

CONSUMPTION TAX (AMENDMENT) ORDER, 1973.

1. Short title. This Order may be cited as the Consumption Tax (Amend-
ment) Order, 1973.

2. First Schedule to Consumption Tax Ordinance No. 25 of 1968 is repealed
