BUDGET SESSION


The 1973 Budget Session of the House of Assembly which was fixed for
15th March, 1973 will now take place at the Assembly Chamber on Tuesday
20th March, 1973 at 10.00 a.m. when the Minister of Finance will present the
Budget.
A cordial invitation is extended to the general public to attend subject
to the following arrangements for seating and standing accommodation.
The General Public is hereby notified that approximately 300 chairs will
be available in the Assembly Chamber proper, for the accommodation of mem-
bers of Statutory Bodies, Senior Civil Servants, the Clergy, other persons
prominent in the life of the community and the General Public.
There will only be limited standing space available.

TREASURY BILLS


ISSUE No. 2

Tenders are invited for the issue of
St. Vincent Government Treasury Bills
which will be made to the amount of one
million dollars ($1,000,000).
These Bills will be in denominations
of $500, $1,000, $5,000, $10,000, $50,000,
$100,000 and will be payable at par
ninety one days after the date of issue.
They will be issued on Tuesday 20th
March, 1973 and will be payable on
Tuesday 19th June, 1973.
Each tender must be for an amount of
not less than $1,000, and must specify
the amount which will be given for
every one hundred dollars of the amount
tendered.
Application forms are available at the
Treasury and the Commercial Banks,
and when, completed should be forward-
ed to the Financial Secretary, Ministry
of Finance in sealed envelopes ad-
dressed :
Treasury Bill Tender.

VACANT POSTS

POST OF BUILDING INSPECTOR,
DEyELOPMENT CONTROL AUTHORITY

Applications are invited from suit-
ably qiilinti-d persons for the vacant
post of Building Inspector with the
Development Oontrol Authority in
the Ministry of Trade, Agriculture
and Grenadines Affairs.
Applicants should be widely ex-
perienced in, all aspects of building
inspection and must have a sound
knowledge and uiidtrrtdandbig of the
Building Regulations jand other
associated Building Legislation. The
successful applicant will also be
expected to acquire a good knowledge
of development control and legisla-
tion relating thereto.
Salary will be paid in the scale
$2,700 x $180-$3,600 x $24q-$4,500,
point of entry to which will be
determined by qualifications and expe-
rience.
The successful applicant will be
required to keep a car for the per-
formance of his duties. Travelling
will be paid in accordance with local
regulations.
Written applications giving parti-
culars of past appointments, ex-
perience and qualifications together,
with names and addresses of two
references must be submitted not
later than 15th March, to the Chief

REGISTRAR AND PRO-REGISTRAR,
CARIBBEAN EXAMINATIONS COUNCIL

The Caribbean Examinations Council
(a Body formed and financed by the
Governments of the Commonwealth Car-
ibbean) invites applications for the post
of Registrar to be based in the Adminis-
trative Headquarters and Eastern Zone
Operations Centre in Barbados, and Pro-
Registrar to be based in the Operations
Centre for the Western Zone located in
Jamaica,.
Applications from persons already
employed in the Public Service will also
be considered.
The Council's .task is to introduce a
new system of Examinations designed
for the special neeas of the Area. This
includes the responsibility of establish-
ing curricula, designing syllabuses and
conducting examinations and awarding
Certificates and Diplomas on the results
of the examinations conducted through-
out the Area, including examinations
conducted at the request of any of the
Member Governments.
*The Registrar and Pro-RTgislrar will
be directly responsible for the establish-
ment of the two Centres. They will
work closely with the Examinations
Committee of the Council and with th-
National Committees established in each
of the sixteen Participating Countries.
They will be in immediate responsibility
to the Administrative and Finance Com-
mittee of the Council, and through the
Chairman of the Council, to the full
Council itself. Salaries and Allowances
based on qualifications and experience
will be as follows:
Registrar EC$24,000-$27,600
Pro-Registrar J. $ 9,000-$10,000
Allowances

-EC$4,800 or J$2,000 per annum


-Entertainment
-EC$1,800 or J$750 per annum
will be payable to both posts. Officers
appointed on contract will receive a 20%
gratuity of basic salar;. Passages for
of'ioers and family u1 to a maximum of
EC$3,000 or J$1,250 and freight and
other expenses for personal and -house-
hold effects, not exceeding EC$2,000 or
J$833.33 are payable to officers recruited
overseas. Contracts will be for a period
of three years in the first instance, sub-
ject to review and possibly renewal.

The successful applicants, who must
be holders of appropriate academic or
professional qualifications, will be re-
sponsible for the establishment and sub-
sequent operation of the respective Cen-
tres and for the conduct of examinations
as decided by the Council.

A knowledge of West Indian Educa-
tion System and Examinations proce-
dure would be an asset but the success-
ful applicants must be prepared to un-
dergo further training as required.

The posts will require tact, diplomacy,
organisational ability and experience in
Exammiations Administration, and wil-
lingness to travel among I he various Ter-
ritories served by respective Operational
Centres,

INCOME TAX NOTICE

TO THE GENERAL PUBLIC

Every person, not being an employed
person, is hereby reminded that the lat-
est date for the submission of Income
Tax Returns for assessment in the year
1973 is the 31st March, 1973, and that
failure to give notice of chargeability
is an offence against the Income Tax
Ordinance rendering the person con-
cerned liable on summary conviction to
a penalty not exceeding ONE THOUS-
AND DOLLARS and in default of pay-
ment to imprisonment with or without
hard labour for a term not exceeding
four months, and after judgement has
been given for that penalty to a further
penalty of fifty dollars for every day
during which the refusal, failure or
neglect to render any document con-
tinues.
2. EVERY PERSON whose income
accruing in, derived from the State or
elsewhere and whether received in the
State or not for the preceding year is
required to submit a return in the pre-
scribed form notwithstanding that on
account of approved deductions no tax
may eventually be chargeable, and par-
ticular attention is directed to the fact
that the +erm "income" is deemed to
inc'. de not only money but also allow-
ances in kind.
3. Efforts are being made to send
forms to such persons. It is to be clear-
ly understood, however, that the Income
Tax Department is under no obligation
to send a return form to anyone and
that a person is not exonerated from the
statutory liability of making a return
even though a form may not have been
received from the Department. Forms
may be obtained, on application, at the
Revenue Offices at Georgetown, Barrou-
allie, Bequia and Union Island, or in
any other district from the Police Sta-
tion situated therein or from the In-
come Tax Department, Kingstown,


where any person requiring information
in connection therewith is invited to en-
quire.
4. The form correctly completed
should be accompanied by all necessary
statements. Specimens of the form of
account required from small traders and
from occupiers or cultivators of land
will be supplied on request.
