Qualifications:

A fixed salary of $10,200 per annum.

Qaalifi.ations:

Service with long experience in the
work of the Registry who can perform
the functions of the post.
Duties:
Those normally required of a Dep-
uty Registrar and any others, not in-
consistent with these, which the Reg-
istrar may assign from time to time.

BEACH PROTECTION ORDER

It is notified for general information
that an Order S.R.O. No. 53 of 1970 has
been made on 17th day of November,
1970 known as the Beach Protection
Order. This Order is an amendment to
the schedule to the Beach Protection Or-
dinance, 1963 by adding the following
beaches from which no sand is to be re-
moved :
(a) Indian Bay
(b) Villa
(c) Ocar, Bequia
(d) Princess Margaret
(e) Argyle
The demarcation of these beaches as
provided in the order is:
All that beach or seashore at Indian
Bay in the Parish of Saint George ex-
tending from lands occupied with the
Hotel known as Grand View Hotel to the
lands occupied with the Hotel known as
Inn on the Bay.
All that beach or seashore at Villa in
the Parish of Saint George extending
from lands on which a building known
:as "The shack" stands to Rookes point.
All that beach or seashore in the Island
of Bequia in the Parish of the Grena-
dines extending from that point on the
Port Elizabeth Town Boundary indi-

COMMONWEALTH
SCHOLARSHIPS
1971:
CEYLON AWARDS
Applications are invited from suitably
qualified Vincentians for the award of
Scholarships to Universities in Ceylon.
The Scholarships are intend for persons
of high intellectual promise who may be
expected to make a significant contribu-
tion to their own country on their re-
turn.
2. Awards are primarily offered for
post-graduate study or research; but ap-
plications at undergraduate level will be
accepted if the particular field of study
is not available in the applicant's own
country.
3. Consequently, candidates with at
least three (3) G.C.E. 'A' Level passes
may apply for under-graduate courses
in Veterinary Science and Geography.
Candidates with the following qualifica-
tions may apply for Technician's
Courses in Mechanical, Agricultural and
Electrical Engineering:
Six (6) G.C.E. '0' Level passes at
one sitting, including Mathematics,
Physics and a Language; three, (3)
of the subjects must be Credits
(Grades 3 and 4), two of these in
Science subjects.
4. Applicants for post-graduate stu-
dy (in any field) should possess a first
or second class honours degree or a pass
in the M.A. qualifying examination of
a recognized University. A professional
qualification in Accountancy, Engineer-
ing or Law is acceptable for post-gradu-
ate work in Public and Business Admin-
istration.
5. Awards are normally for two
years, to persons between 17 and 35
years. In certain circumstances, both the
tenure of the award and the upper age

limit may .be extended.
6. Successful applicants will be re-
qnired to sign a Bond with sureties, to
return to serve in St. Vincent at the con-
clusion of their studies.

Training Officer, by December, 29, 1970.

DEPARTMENTAL AND
OTHER NOTICES.

TRAINING

During the month of November, three
government Officers returned to the
State from training courses abroad:
Messrs. Alistair Alexander and Felix
Da Silva of the Ministry of Com-
munications, Works and Labour
and Mr. Samuel Layne of the Min-
istry of Home Affairs.
2. Mr. Alistair Alexander, Airport
Cadet. spent three months in Barbados,
where he attended the Class IV Meteor-
ology Course at the Caribbean Mete-
crology Institute, Husbands, St. James.
Mr. Alexander is to return to Barbados
at the end of December for another
month's training at the Institute and
at Seawell International Airport. His
c')urse was financed under the West In-
dies Training Scheme.
3. Mr. Felix DaSilva, Airport Offi-
cer, spent the past year in Trinidad-
,first at the Air Traffic Control Course
(ATC School), then on attachment at
Piarco International Airport. The Air
Traffic Control Course was financed by
the International Civil Aviation Organi-
sation (ICAO).
4. Senior Printing Officer Mr. Sam-
uel A. Layne went to Britain, where lie
spent thirteen weeks at the Monotype
Corporation's School in Surrey. Mr.
Layne studied the techniques involved'
in Mo!noltp Machine and Comin)osition


Caster Operation. His course was fin-
anced jointly (by.- Ate MoXnotype Corpor-
ation and British Technical Assistance.
5. Two other Printing Officers,
Messrs. Osnell Bentick and Eustan
Jones, are still in Jamaica on attach-
ment to the Government Printery, also
studying the operation of the Monotype
Machine in preparation for the arrival
here of a new Monotype Machine from
Britain.
6. Also returned from training was
Mr. Randolph Dennie of New Montrose,
who attended a five-month Course in
Retail Meat Cutting in Canada. Mr.
Dennie was one of the two meat-cutters
trained at the George Brown College of
Applied Arts & Technology, Toronto, un-
der the Commonwealth Carribbean As-
sistance Programme; Mr. Milton King,
the other trainee, returned in October.
Mr. Donnie did a special attachment
with ITniversal Meats & Sausages Ltd.,
where he gained practical experience in
the production of hams, bacon and the
full range of sausages.
Mr. Dennie who returned on Mon-
day November 23rd, hopes to adopt the
Canadian method in the production of
meat-cuts and meat by-products.

-THE OWNERS OF PUBLIC
SERVICE VEHICLES, GOODS
VEHICLES AND TRAILERS
(H., H.T. & T. PLATES)

The attention of persons who own the
types of vehicles mentioned above is
drawn to the provisions contained in
Regulation 20 -id 21 and all .-iend-
ments thereto of the Motor Vehicles and
Road Traffic Regulations 1959, whereby
no licence may be issued or renewed for
such vehicles unless the Inspector certi-
fies that the vehicle complies with all the
provisions of the Ordinance and these
R-ulatiors.
The Inspector of Motor Vehicles will
be available at the Geest Industries Yard
daily from 9.00 a.m. to 3.00 p.m. except
*on Banana Shipping Days and on Sun-
days and Public Holidays and at Police
Headquarters on Banana Shipping Days
except Sundays and Public Holidays, to
ensure that all the abovementioned
classes of vehicles are inspected and are
road worthy before January 31, 1971.
Regulation 20 (6) requires that these
vehicles are examined twice annually,
that is before 30th day of June, and 31st
day of December each year.
WARNING
Vehicles which have not been pre-
sented f )r inspection or if presented
have not passed the examination by 31st
January, 1971 will be taken off the road.

MARKETING BOARD AT OLD
COTTON GINNERY SITE.

The farming Public is hereby notified
that they can now obtain their supplies
of mineral mixture at the Vegetable
Seeds Depot located at the old Cotton
Ginnery site. To further facilitate the
public and to avoid ambiguity, one surt
only is being offered for sale. This may
be fed to pigs as well as to ruminants i.e.
cattle, sheop and goats.
It is being sold at 50c. per 31bs. bag.
Aryone wishing to buy a whole 100 or
112 lbs sack may do so.
Minerals are necessary for proper bone
formation in young animals and especi-
ally for milking and pregnant female
animals.
Avoid and alleviate half of your
animal health problems by providing
them with an adequate supply of min-
erals.

CONSUMPTION TAX (REDUCTION) ORDER, 1970.


(Gazetted 8th December, 1970).



1. Short title. This Order may be cited as the Consumption Tax
(Reduction) Order, 1970.

2. Rate of tax in First Schedule reduced. The rate of tax set out in
the First Schedule to the Consumption Tax Ordinance, 1968, is hereby reduced
as follows:-
In relation to S.I.T.C. Item 061-01, unrefined sugar, the rate of con-
sumption tax is, with effect from the date of the publication of this Order
in the Gazette, reduced from $1.50 per 100 lb. to 754 per 100 lb.


Made by the Governor under the provisions of section 6 of the Consumption
Tax Ordinance, 1968 this 3rd day of December, 1970.
