both parties. In both cases the ap-
pointee will be required to be passed
medically fit.
The salary of the post is $9,720 per
annum (fixed). For the contractual
appointment, a gratuity of 25% of
salary is payable on the successful
completion of the contract.
Applicants should possess a degree
from a recognized University plus a
sound knowledge of the administra-
tion of a secondary school. Post grad-
uate qualifications, such as Diploma
in Education and/or previous ex-
perience as a principal of a secondary
school would be an advantage. In
any event the applicant must have at
least five (5) years teaching exper-
ienee in a secondary school.
The Ileadmnistress will be respon-
sible for the organisation of classes;
the general control and supervision
of instruction and discipline of the
school; safe and accurate keeping of
records; the care and use of school
buildings and premises, school facili-
ties and equipment. She may also be
assigned to undertake such other re-
lated duties as may be assigned to her
from time to time by the Permanent
Secretary, Ministry of Education and
Health through the Chief Education
Officer.
The person appointed would be sub-
ject to the Public Service Commission
Regulations, the Civil Service Orders,
the Financial and Store Rules and to
the various Ordinances and Subsidiary
Legislation in force in the State, and
to all taxation imposed by local enact-
mnents.
Quarters are not provided.

TRINIDAD AND TOBAGO POSTGRADUATE
SCHOLARSHIP IN TROPICAL AGRICULTrURg

The Government of Trinidad and
Tohngo is again offering under the
Commonwealth Scholarship and Fel-
lowship Plan one Postgraduate Schol-


warship in Tropical Agriculture tenable
at the University of the West Indies,
St. Augustine, Trinidad, from October
1971.
2. The Scholarship is for two academic
years with the possibility of its being
extended if the candidate's work at-
tains such a standard that he is recom-
mended by the University authorities
to study for the Ph.D. degree.
3. Applicants must be Common-
wealth citizens or British protected
persons normally resident in the nom-
inating country. They must already
have a first degree or equivalent
qualification in Agriculture from a
recognized University at the time of
application and must not be more than
35 years of age on 1st October, 1971.
4. Candidates seeking nomination
from St. Vincent should submit their
a applications on Form T1 to the Chief
Personnel Officer, Service Commis-
sions Department, for attention of the
Training Officer, by 12th December,
1970.
5. Successful candidates will be
required to sign a Bond with sureties
to return to serve in St. Vincent for
a specified period.

tract which may be entered into will be
considered as affecting the right of the
Government to import at any time any
articles it may require not 'withstand-
ing such supply is contracted for

The attention of parties tendering is
particularly directed to the "conditions

notice, which will be binding on them.
CONDITIONS OF CONTRACT
1. The Co'ntract to be f-om 1st Jan-
uary to 31st December, 1971.
2. The Contractor undertakes to de-
liver at his own expense into the stores

quantities as may be jtatted on the
requisition of the Head of Department

3. Every article supplied must be of
a sound, good quality and no article
is to be substituted for the one requisi-
tio'ned for without the consent of the
requisitioning officer first being ob-
tained.
4. Any articles considered by the
IIHead of Department or officer in charge
to be of inferior quality may be re-
jected by him, and shall be immediately
removed and replaced by the Co'nrac-
tor at his own expense without any
allowance being made to him for such
a ticles.
5. If the rejected articles are not
removed within 9 hours from the time
notice shall have been given to the
Contractor, they will be returned to,
and at the expense of the Contractor;
provided that if the Contractor give
such explanations as may be satisfac-
tory to the Minister of Finance, the
expense of such return shall 'not be
charged.
6. Should the Contractor neglect or
refuse to replace rejected articles con-
tracted for at the time stated in the
i equisition, the Head of Department or
Officer in Charge shall be at liberty to
purchase the said articles from other
perso'dn; and the difference between the
price paid for such articles and the
contractt price shall be deducted from
the next payment made to the Contrac-
tor.
7. The Head of Department or Offi-
cer in Charge may, if he should deem it
necessary, purchase articles of perish-
able food such as bread, meat, etc., at
once to replace rejected articles.
8. All fresh meat contracted for
must be slaughtered in the Slaughter
house i'n Kingstown.
9. If the Contractor should persist
in such irregularities as stated in para-
graph 6, the Minister of Finance shall
have the power to terminate the con-
tract immediately or at such time as
may appear to him proper and cen-
venie't.
10. The Contract may be termin-
ated at any time by one month's notice
being given either by the Contractor to
the Minister of Finmnce or by the Min-
ister of Finance to the Contractor.

The estimated requirements have-
been placed at 1,350 tins per annum
and the supplier must guarantee to
supply 450 tins at the beginning of
each term and to deliver same in good
condition at Primary Schools on the
mianland and Grenadines as directed
by the Chief Education Officer.

AN ACT to provide for expenditure during the financial year
ending on the thirty-first day of December, one thousand,
nine hundred and seventy, upon certain services in excess
of the Appropriation Law relating to the year one thou-
and, nine hundred and seventy.

Whereas the sum of money granted by the Appropri-
ation Act 1970 for the services of the year ending on the
thirty-first day of December, one thousand, nine hundred
and seventy is insufficient to meet the demands of such
services.

...Be it enacted by the Queen's Most Excellent Majesty by
and with the advice and consent of the House of Assembly
of St. Vincent and by authority of the same as follows:-

1. This Act may be cited as the Supplementary Appro- Short title.

2. There shall be and there is hereby granted to Her
Majesty, Her Heirs and Successors for the year ending on the
thirty-first day of December, one thousand nine hundred and
seventy the sum of three million, five hundred and forty-eight
, thousand, and thirty-four dollars and ninety-nine cents to be

AN ACT to amend the Central Water Authority Ordinance,
1969.

[ 24th November, 1970. ]

Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the House of Assembly of
Saint Vincent, and by the authority of the same as follows:-

1. This Act may be cited as the Central Water Authority Short title.
(Amendment) Act, 1970 and shall be read as one with the
Central Water Authority Ordinance, 1969, (hereinafter referred No. 10 of 1969.
to as the principal Ordinance) and all amendments thereto.


2. Section 2 of the principal Ordinance is hereby amended
by inserting immediately after the definition of "improvements"
the following:-
"the Island" has the meaning assigned to the expression
"Saint Vincent" in paragraph (9) of Section 2 of the
Interpretation Ordinance, Chapter 72.

Section 11 3. Section 11 of the principal Ordinance is hereby amended

amended. (a) by inserting immediately after the word "Board"
in the third line of sub-section (1) the words "or any
other Town Board";
(b) by deleting the full stop appearing after the word
Council' in tlhe. eighth line of sub-section (1) and
substituting therefore the words and stop "or
Board.";
(c) by inserting after the word "Council" in the sixth
line of sub-section (2) the words "or Board";
(d) by inserting after the word "Council" wherever it
appears in sub-section (5) the words "or Board";

Section 13 4. Section 13 of the principal Ordinance is hereby amended
of principal as follows:-

amended. (-a) by inserting after the word "Board" in the fifth line
thereof the words "or any other Town Board".
(b) by inserting after the word "Board" in the ninth
line thereof the words "or any other Town Board".

Section 14 5. Section 14 of the principal Ordinance is hereby amended
ofprincipal by inserting immediately before the word "District" in the
Ordinance second line thereof the words "Town Board or".

Section 20 6. Section 20 of the principal Ordinance is hereby amended
of principal as follows:-

amended. (a) by inserting immediately after the words "Vincent
or" in the second line thereof the words "to any
Town Board".
(b) by inserting immediately before the word "District"

Retrospective 7. This Act shall have retrospective effect from the 3rd
effect. day of September, 1969.

BEACH PROTECTION ORDER.


(Gazetted 24th November, 1970).


1. Short title. This Order may be cited as the Beach Protection Order,
1970.

2. Amendment of Beach Protection Ordinance. The Schedule to the
Beach Protection Ordinance, 1963 is hereby amended by adding thereto the
following:-

All that beach or seashore at Indian Bay in the Parish of Saint George
extending from lands occupied with the Hotel known as Grand View
Hotel to the lands occupied with the Hotel known as Inn on the Bay.

All that beach or seashore at Villa in the Parish of Saint George
extending from lands on which a building known as "The Shack" stands
to Rookes Point.

All that beach or seashore in the Island of Bequia in the Parish of
the Grenadines extending from Ocar Point to a point on the Port Eliza-
beth Town Boundary indicated by mark B 5 on plan GR 63 lodged in the
Surveys Office.

All that beach or seashore in the Island of Beouia in the Parish of
the Grenadines extending from that point on the Port Elizabeth Town
Boundary indicated by mark B 5 on plan GR 63 lodged in the Surveys
Office to Princess Point.

All that beach or seashore at Argyle in the Parishes of St. George
and Charlotte extending from the point known as Yambou Head to the
point known as Peruvian Vale.

WHEREAS it is enacted by section 1 of the Development Corporation Act,
1970, that the said Act shall come into operation on a day to be appointed by
the Governor by Proclamation published in the Gazette.

Now THEREFORE, I Rupert Godfrey John, Governor of Saint Vincent,
pursuant to the authority vested in me by the said Act do hereby proclaim that
the aforesaid Act shall come into operation on the 1st day of December, 1970.

Given under my hand and the Public Seal of Saint Vincent at Government
House in Saint Vincent, this twenty-first day of November, One Thou-
sand nine hundred and seventy and in the nineteenth year of the reign
of Her Majesty QUEEN ELIZABETH THE SECOND.
