POST OFFICE NOTICE

It is hereby notified for general infor-
mation that on 1st June 1970, the Gov-
ernment of St. Vincent is issuing a four
value set of Postage Stamps to Com-
memorate the Centenary of the British
Red Cross Society.
The Stamps are in Denominations of
3, 5, 12 and 25 and each one por-
trays an aspect of the Local Work
undertaken by the Society.
A First Day Cover Service will be in
operation at General Post Office on the
date of release, and the Stamps will be
on Sale for a period of Three (3)
Months or until Stocks are exhausted,
whichever is the sooner.

during the Parade to celebrate the
Birthday of Her Majesty the Queen,

Park by way of Peebles Bridge ONLY.

Applications are invited from suitably
qualified persons for the award of schol-
arships under the Commonwealth
Scholarship and Fellowship Plan, ten-
able from March 1971, at Universities in
New Zealand.
Awards are primarily available, in
any field, for post-graduate study or re-
search but applications will also be con-
sidered from persons without a degree
who wish to take a course of study not
offered by the University of the West
Indies.


Applications for undergraduate study
may therefore be submitted in the fol-

THE ANIMALS DISEASES (IMPORTATION) CONTROL (AMENDMENT)
REGULATIONS, 1970.


(Gazetted 26th May, 1970).


1. These Regulations may be cited as the Animals Dis- Short title.
eases (Importation) Control (Amendment) Regulations, 1970,
and shall be read as one with the Animals Diseases (Importa-
tion) Control Regulations, 1954 which are set out in the Second
Schedule to the Animals (Diseases and Importation) Ordinance,
1954 (and are hereinafter referred to as the principal Regula-
tions) and all amendments thereto.
2. Regulation 10 of the principal Regulations is hereby Regulation 10 of
amended as follows:- principal Regu-
lation amended.
(a) by deleting the bracket and figure (1) appearing
at the beginning thereof;
(b) by deleting in paragraph (1) thereof the words
following the word "from" in the second line thereof
and inserting the words "a territory which has been
exempted by the Governor from the application of this
regulation on such conditions as he may determine";
(c) by deleting paragraphs (2) and (3) thereof.

1970, No. 31.

JUVENILES (COURTS) ORDER.

(Gazetted 26th May, 1970).

1. Short title. This Order may be cited as the Juveniles (Courts) Order,
1970.

2. Interpretation. In this Order "the Ordinance" means the Juveniles
Ordinance, 1952.

3. Constitution of Juvenile Courts. There shall be established a Juvenile
Court for the Third Magisterial District of Saint Vincent constituted of a
Magistrate and, subject to the provision to section 5 of the Ordinance, anyone or
more of the assessors nominated for the purpose in accordance with the preceed-
ing paragraph of this Order.

4. Assessors. The persons nominated by the Governor as assessors shall
be the persons whose names are notified in the Gazette as so nominated, for the
purposes of the Ordinance.

5. Place of sitting of Juvenile Courts. (1) Each of the buildings in the
Third Magisterial District of Saint Vincent at present set aside -for use as
Magistrates' Courts may be used for the holding of a Juvenile Court: Provided
that a Juvenile Court may adjourn its sitting to any other place including a
building not used as a Magistrate's Court where the circumstances of the case
render it expedient so to do.
(2) The times of sitting of the Juvenile Court for the Third Magis-
terial District shall be such as fixed by the Magistrate.

1970, No. 32.

HOUSE OF ASSEMBLY (ELECTIONS) (AMENDMENT) RULES, 1970.

(Gazetted 26th May, 1970).

1. Short title. These Rules may be cited as the House of Assembly (Elec-
tions) (Amendment) Rules, 1970, and shall be read as one with the House of
Assembly (Elections) Rules formally known as the Legislative Council (Elec-
tions) Rules, 1960, (S.R. & 0. 1960, No. 35) (hereinafter referred to as the
principal Rules) and all amendments thereto.

2. Rule 3 of principal Rules revoked and replaced. Rule 3 of the princi-
pal Rules is hereby revoked and replaced with the following:-
"3 Remuneration to Registra.ion Officer. A Registration Officer shall
be paid the sum of ninety dollars for his services in connection with the
registration of electors in a constituency.
3. Rule 4 of principal Rules amended. Rule 4 of the Principal Rules is
hereby amended by substituting the following for paragraph (1) thereof:-
(1) An Assistant Registration Officer shall be paid the sum of seventy
dollars for his services in connection with the first registration of electors
in a constituency or with the registration of electors in an enumeration
year thereafter:
Provided that an Assistant Registration Officer appointed in respect
of the Election District of the Grenadines shall be paid the sum of ninety
dollars for his services.
4. Rule 11A of principal Rules revoked. Rule 11A of the principal Rules
is hereby revoked.
5. Commencement. These Rules shall be deemed to have come into
operation on the 1st day of November, 1969.

tions) Ordinance (No. s T-th day of May 1970.

STATUTORY RULES AND ORDERS,

1970, No. 33.


EDUCATION (ASSISTED SCHOOLS) REGULATION.


(Gazetted 26th May, 1970).


1. Short title. These Regulations may be cited as the Education (Assist-
ed Schools) Regulations, 1970.

2. Declaration of certain Schools as Assisted Secondary Schools. The
schools listed in the Schedule hereto are hereby declared to be Assisted Secon-
dary Schools within the meaning of th'e Education Ordinance, 1937, (No. 29 of
1937).

3. Aid to Private Secondary Schools. Subject to the provisions of these
Regulations the Governor may grant to or withdraw from Private Secondary
Schools the status of Assisted Secondary Schools and shall give notice by pub-
lication in the Gazette of each such decision in that behalf.

4. Qualifications of Assisted Secondary Schools. No School shall qualify
or remain qualified as an Assisted Secondary School unless in the opinion of the
Governor, after consultation with the Board of Education, the said school-
(a) complies with all the requirements of the Public Health Statutes of
Saint Vincent;
(b) has, in the opinion of the Board of Education, premises'adequate for
the conduct of a school generally having regard to the numbers of
teachers and pupils;
(c) provides efficient and competent instruction to a standard calculated
to ensure a reasonable proportion of successes in recognized public
examinations;
(d) provides a teaching staff in ratio not-less favourable than one teacher
to forty pupils; -.
(e) ensures that its teacbling staff takes full 'advantage of facilities for
training (in service 4|r. otherwise) as may be made available by the
Government; _-











(f) admits pupils without regard to colour, class, creed or race, on the
basis of an Entrance Examination approved by or under the authority
of the Minister of Education;
(g) permits Governmental inspection at any time and without notice;
(h) is controlled by a Governing Body which includes at least one Govern-
ment nominee;
(i) acknowledges the right of the parent or guardian of any pupil by
notice in writing to have the pupil excused from attendance at any
part of the school's curriculum allotted to religious worship; and
(j) subject to paragraph (i) does not preclude any pupil who may wish
to attend religious worship which forms part of the school's curricu-
lum from so doing.

5. Forms in which aid may be given to Assisted Secondary Sphools. Aid
to Assisted Secondary Schools may take the following forms or any of them,
that is to say-8 -
(a) direct financial grants in aid;
(b) direct payment by Government of the salaries of certain Assistant
Teachers; and
(c) the grant of certain privileges approved by the Governor. -
6. Conditions of direct financial grants. Direct financial grants in aid
may be made to an Assisted Secondary School provided that school-
(a) provides adequate facilities for, and conducts classes in the study of
natural science, domestic science, commerce or industrial art; and
(b) at such times and in such manner as is laid down by the Minister of
Finance renders statements of account showing the application of the
funds so granted.

7. Conditions attaching to the direct payment of Teachers Salaries. The
direct payment of salaries of Teachers at Assisted Secondary Schools shall be
upon the following basis:-
(a) the salaries shall be paid direct to the Teachers concerned;
(b) the salaries shall be upon the same scale as salaries paid to Teachers
in Government Secondary Schools;
(c) the grant may be made in respect of not more than five Assistant
Teachers (two of whom shall be graduates) in any one school;
(d) there must be on roll not more than fifty pupils who have attained the
age of ten and one-half years and have not attained the age of nine-
teen years in respect of each Government paid Teacher at each school
which is the subject of a grant. The number of pupils on roll at the
80th September in each year shall for this.purpose be deemed to be
the number on roll for the next succeeding twelve months.

(e) the qualifications of Teachers paid by Government shall be approved
by the Minister of Education or under his authority.
(f) annual reports on the work, punctuality, attendance and fidelity of
each Teacher paid by Governmentshall be submitted by the Principal
of the relevant school to the Chief Education Officer.

8. Grant of privileges. Arrangements may be made to enable suitable
pupils of Assisted Secondary Schools to transfer to Government Secondary
Schools for instruction in "0" and "A" level work in Science and Mathematics
and such other subjects as may from time to time be considered appropriate by
the Governor after consultation with the Board of Education.

9. The Governor may from time to time by Notice published in the
Gazette amend the Schedule to these Regulations by adding to or deleting from
the list of schools contained therein.
