Byron-Cox, Senior Customs Officer, left
for Guyana. Mr. Joshua and Mr. Cox
have been awarded United Nations Fel-
lowships to attend a special 6-week
training course at the CARIFTA Secre-
tariat in Georgetown. The course,
which commenced on Tuesday March
3rd, will prepare kpy Customs Officials
for the change-over to the Brussels Trade
N.menclature and for the adoption of
the Brussels Definition of Value.
4. Two students left on Tuesday,
March 3rd for the U.S.A. The two stu-
dent Laboratory Technicians, Messrs.
Leroy Boatswain and Robert Wilkins,
-are off t0 Rochester General Hospital,
New York, where they will undergo a
year's training by special arrangements
with the Rochester Hospital Authorities.
5. While on Friday March 6th, Mr.
Nolly Lawren:-e, Student Radiographer,
will resume training at the University
-Hospital of the West Indies, Mona, Ja-
maica, in preparation for the Part II
Final Examination of the Society of
Radiographers, in April. Mr. Lawrence's
training was made possible under the
West Indies Training Scheme, adminis-
tered by the British Development Divi-
sion in the Caribbean based in Barbados.
He leave,; for Brrbados, en route to Ja-
maica, on Thursday morning.

VACANT POSTS
VACANT POSTS OF FOREST GUARDS

Applications are invited for two (2)
posts of Forest Guards in the For-
estry Division of the Department of
Agriculture, Ministry of Agriculture,
Trade & Tourism.
The salary of the po-ts is in the scale
-MS-2-3 $1,200 x $60--$1,620 x $84-
$1,788.
The posts are non-pensionable and
appointments thereto are liable to ter-
mination by one month'~ notice in writ-
ing on either side.
The successful candidates will be re-
sponsible to tie Chief Agricultural Offi-
cer in his capacity as Chief Forest Offi-
cer and to the Permanent Secretary, for
the satis.letory performance of their
*duties. They will be under the imme-
diate supervision and control of the For-
* est Supervisor.
Duties of the post include patrolling
and policing of all crown lands in an
.assigned area, assisting in the sale of
forest produce, supervision of Silvicul-
tural and Afforestation work and the
control and supervision of Crown Land
-renters.

TENDERS FOR THE OPERATION OF A
CAFETERIA IN THE TERMINAL BUILDING
ARNOS VALE AIRPORT-ST. VINCENT



Tenders are invited and will be re-
ceived for the operation of a Cafeteria
in the Terminal Building, Arnos Vale
Airport, St. Vincent, for a period of
two (2) years.

2. The successful tenderer will be ex-
pected to serve refreshments (including
liquor) and light hot meals on the pre-
mises, and to equip the premises suit-
ably. The Cafeteria must be opened to
business at least one hour before the
arrival of any scheduled aircraft, and
at least one hour after the departure of
such aircraft, but not later than 7.30
p.m. each day. The Tenderer should be
thile holder of a liquor licence for the
above purpose.

3. The successful tenderer will be
required to sign an agreement setting
out the terms and conditions of the con-
cession.

4. Government does not bind itself
to accept the lowest or any tender.

5. Tenders marked "Tender for
Cafeteria, Arnos Vale Airport", should
be submitted to the Chairman, Central
Tenders Board, c/o Ministry of Finance,
Ministerial Building Kingstown, to
reach not later than 3.00 p.m. on Mon-
day, 23rd March, 1970, and should state
the amount which the tenderer is pre-
pared to offer for the award of this con-
cession.

INCOME TAX NOTICES

TO THE GENERAL PUBLIC

Every person, not being an employed
person, is hereby reminded that the
latest date for the submission of Income
Tax Returns for assessment in the year
.Li.u is mne 3ist Marcn, 1970, and that
failure to give notice of chargeability is
an offence against the Income Tax Ordi-
nance rendering the person concerned
liable on summary conviction to a penalty
not exceeding ONE THOUSAND DOL-
LARS and in default of payment to im-
prisonment with or without hard labour
for a term not exceeding four months,
and after judgement has been given for
that penalty to a further penalty of fifty
dollars, for every day during which the
refusal, failure or neglect to render any
document continues.

2. EVERY PERSON whose income ac-
cruing in, derived from the Colony or
elsewhere and whether received in the
Colony or not for the preceding year,
exceeded the statutory limit of $000.uu is
required to submit a return in the pre-
scribed form notwithstanding that on
account of approved deductions no tax
may eventually be chargeable, and par-
ticular attention is directed to the fact
that the term "income" is deemed to
include not only money but also allow-
ances in kind.

3. Efforts are being made to send
forms to such persons. It is to be clearly
understood, however, that the Income
'Tax Department is under no obligation
to send a return form to anyone and that
a person is not exonerated from the
statutory liability of making a return
even though a form may not have been
received from the Department. Forms
may be obtained, on application, at the
Revenue Offices at Georgetown, Barrou-
allie, Bequia and. Union Island, or in
any other district from the Police Sta-
tion situate therein or from the Income
'Tax Department, Kingstown, where any
person requiring information in connec-
tion therewith is invited to enquire.

4. The form correctly completed
'should be accompanied by all necessary
Statements. Specimens of the form of
account required from small traders and
from occupiers or cultivators of land will
be supplied on request.

CENTRAL WATER AUTHORITY
NOTICE

It is notified for general information
that water rates formerly paid to the
Kingstown Board, Town Boards and
Village Councils, and the Public Works
Department are now payable to the Cen-
tral Water Authority, (the offices of
which are situated on the ground floor
of the Ministry of Communications &
Works building, Back Street, Kings-
town), between the hours of 8.30 a.m.
and 3.30 p.m. daily, (except Saturdays
-8.30-12.00 noon).
Consumers are also reminded that
rates for the year ending December 31,
1970, are payable within the period-
March 1, and May 30, 1970.
Persons in arrears of rates are kindly
requested to make early arrangements
for the payment of same.

VACANT POST OF DEPUTY
WARDEN OF THE KINGSTOWN
TOWN BOARD

Applications are invited from suit-
ably qualified persons for appointment
to the post of Deputy Warden of the
Kingstown Town Board.
Salary:
The salary of the post which is pen-
sionable is in the scale $4,344 x $180-
$5,064 x $216-$5,280 x $240- $5,760
per annum.
Transport Allowance:
A commuted Transport Allowance
of $624.00 per annum is attached to
the post.
Qualification:
Applicants must have a general
knowledge of administration and
would also be expected to have a work-
ing acquaintance with the practical
sine of the Board's various services.
Applications from persons with a
Civil Service background will be pre-
ferred.
Duties:
The duties of the Deputy Warden
shall be such as may be allocated by
the Board; but shall be primarily con-
cerned with the keeping of the finan-
cial accounts of the Board, the super-

-POST OFFICE NOTICE

It is hereby notified for general infor-
mation that on 13th March, 1970 the St.
Vincent Government is issuing a four
'value set of Postage Stamps to commem-
orate the 20th Anniversary of Regular
Air Service to 'the Islands.
The Stamps depict four types of Air-
craft that have been used to maintain
service to -and from St. Vincent during
the las't"two decades aand these are:-
5 'cerfts:
A D.TI.C.-6 Twin Otter in the livery
,'of -LIAT (Leeward Islands Air
Transport). This Aircraft is of
Canadian manufacture and has a
short take off and landing capabil-
ity, which makes it ideal for charter
work in the West Indies.
8 cents:
A Grumman Goose of Guyana Airways
Corporation, a service was operated
by 'this Airline 'under its former
trame, British Guyana Airways,
using these Amphibious Aircaft -of
American origin.
10 cents:
A Hawker Siddeley 748 of LIAT. This
type of -Aire-raft is the present main-
stay of LIAT'S scheduled 'services
throughout the Caribbean.
25 cents:
A Douglas DC 3 of British West In-
dian Airways. The Douglas b.C. 3
(also known as the Dakota) was 'the
main type used by many Airlines
for many years and, indeed it
is -still giving Sterling service in
many parts of the Globe, although
B.W.I.A. no longer use it for
scheduled services.
A First Day Cover Service will be in
operation at the General Post Office
on the date of release, and the
stamps will be on sale for a period
of three (3) months or until stocks
are ,exhausted, whichever is the
sooner.
