INCOME TAX NOTICES
TO THE GENERAL PUBLIC
Every person, not being an employed
person, is hereby reminded that the
latest date for the submission of Income
Tax Returns for assessment in the year
1970 is the 31st March, 1970, and that
failure to give notice of chargeability .is
an offence against the Income Tax Ordi-
nance rendering the person concerned
liable on summary conviction to a penalty

not- exceeding ONE THOUSAND DOL-
LARS and in default of payment to im-
prisonment with or without hard labour
for- a term not exceeding four months,
and, after judgement has been given for
that penalty to a further penalty of fifty
dollars- for every day during which the
refusal, failure- or neglect to render any
document, continues.
2. EVERY PERSON whose income ac-
cruing: in, derived from the Colony or
elsewhere and whether received in the
Colony, or not for the preceding "year,
exceeded the statutory limit of $600.00 is
required to submit a return in the pre-
scribed form notwithstanding that on
account of approved deductions no tax
may eventually be chargeable, and par-
ticular- attention- is directed to the fact
that the terrh "incofie", is deemed to
include not only money but also allow-
ances in kind.
3. Efforts are: being made to send
forms:to such persons. It is to be clearly
understood, however, that -the Incom6
Tax Department is under no obligation
to send.a return form to anyone and that
a person is not exonerated from the
statutory liability of making a return
even .though a form may not have, been
received from the Department. Forms
may be obtained, on application, at the
Revenue Offices at Georgetown, Barrou-
allie, 3;equia and Union Island, or in
any other district from the Police Sta-
tion situate therein or from the Income
Tax Department, Kingstown, where any
person requiring information in connec-
tion therewith is invited to enquire.
4. The form correctly completed
should be accom.I)anied by all necessary
Statements. Specimens of the form of
account required from small traders and
trom occupiers pr. cultivators of land will
be supplied on request.

plastic Buoys have been placed in the
brenadines in the following positions:

It is hereby notified for general infor-
mation that on 13th March, 1970 the St.
Vincent Government is issuing a four
value set of Postage Stamps to commem-
orate the 20th Anniversary of Regular
Air Service to the Islands.
The Stamps depict four types of Air-
craft that have been used to maintain
service to and from St. Vincent during
the last two decades and these are:-

5 cents:
A D.H.C.-6 Twin Otter in the livery
of LIAT (Leeward Islands Air
Transport). This Aircraft is of
Canadian manufacture and has a
short take off and landing capabil-
ity, which makes it ideal for charter
work in the West Indies.

8 cents:
A Grumman Goose of Guyana Airways
Corporation, a service was operated
by, this iAirline under its former
name, British Guyana Airways,
using these Amphibious Aircraft of
American origin.

10 cents:
A Hawker Siddel.ey 74$ of LIAT. This
type of Aircraft is the present main-
stgy, 9f LIAT'S scheduled services
throughout the Caribbean.

25 cents:
A Douglas DC 3 of British West In-
dian Airways. The Douglas D.C. 3
(also known as the Dakota) was the

These Buoys are anchored by a 750
pound railway wheel in between four
and six fathoms of water. A four inch
polypropene line three times the depth
of water is attached to each Buoy.
Any vessel particularly yachts not
wishing to traverse the channel may
simply hook the length of line outside
the Buoy and moor for any length of
tiune.
The Buoys are of the fisherman type
and easily visible.

AN ACT to provide for the service of Saint Vincent for the
year ending on the thirty-first day of December One Thou-
sand Nine Hundred and Seventy.
[ 3rd March, 1970. ]

Be it enacted by the Queen's Most Excellent Majesty, by
and with the, advice and consent of the House of Assembly of
Saint Vincent and by the authority of the same as follows:-
1. This Act may be cited as the Appropriation Act, 1970. Short Title.

2. (1) The issue from the Consolidated Fund of the sum Grant of
of Fifteen Million Ten Thousand Seven Hundred and Eighty- Supply of
two Dollars is hereby authorised for meeting expenditure for $15,010,782.
the service of Saint Vincent for the year ending on the thirty-
first day of December, One Thousand Nine Hundred and
Seventy, under the heads of expenditure specified in the
Schedule hereto annexed; and the sum specified in the said
Schedule opposite to a head is hereby appropriated out of the
maid sum of Fifteen Million Ten Thousand Seven Hundred
and Eighty-two Dollars for the purposes specified in relation
to that heaid in the Estimates for the said year.

AN ACT to amend the Consumption Tax Ordinance, 1968, and
to confirm the Consumption Tax (Variation) Order, 1970.

[ 3rd March, 1970. ]

Be it enacted by the Queen's Most Excellent Majesty by
and with the advice and consent of the House of Assembly of
Saint Vincent and by the authority of the same as follows:-

1. This Act may be cited as the Consumption Tax Chort title.
(Amendmient) Act, 1970 and shall be read as one with thc
Consumption Tax Ordinance, 1968 (hereinafter referred to
as the principal Ordinance) and- all amendments thereto.


2. Section 5 of the principal Ordinance is repealed and
replaced with the following:-

THE HOUSE OF ASSEMBLY (REGISTRATION OF ELECTORS)
(AMENDMENT) RULES, 1970.

(Gazetted 3rd March, 1970).

1. These Rules may be cited as the House of Assembly Short title.
(Registration of Electors) (Amendment) Rules, 1970, and shall
be read as one with the House of Assembly (Registration of
Electors) Rules, 1969 (hereinafter referred to as the principal
Rules).

2. Rule 13 of the House of Assembly (Registration of Rule 13 of
Electors) Rules, 1969, is hereby amended by the deletion of principal
the ward "thirty" appearing in line 3 thereof and the substitu- Rules
tion therefore of the hyphenated word "thirty-one".

3. Rule 19 of the House of Assembly (Registration of Rule 19 of
Electors) Rules, 1969, is hereby amended, by the deletion of principal
the word "thirty-five" appearing in line 6 thereof and the sub- Ruened
stitution therefore of the word "forty-five".

4. These Rules shall be deemed to have come into opera- Commencement.

MOTOR VEHICLES AND ROAD TRAFFIC (AMENDMENT)
REGULATIONS.

(Gazetted 3rd March, 1970).

1. Short title. These Regulations may be cited as the Motor Vehicles
and Road Traffic Regulations, 1970, and shall be read as one with the Motor
Vehicles and Road Traffic Regulations, 1959 (S.R. & 0. 1959, No. 35) (herein-
after referred to, as the principal Regulations) and all amendments thereto.

2. Regulation added to principal Regulations. Regulation 37A here-
under is hereby added immediately after regulation 37 of the principal Regu-
lations-

37A. Luggage may be carried by omnibuses on roof racks. Notwith-
standing the provisions of regulation 37 of these Regulations to the contrary,
omnibuses the bodies o,f which are of wholly meal construction may carry
luggage up to a maximum weight of 200 lbs. on roof racks, the designs of
which roof racks have been approved by the Licensing Authority.

3. Third Schedule to principal Regulations amended. The Third Schedule
to the principal Regulations is hereby amended by inserting immediately be-
fore the sub-head '"PERIOD OF WAITING" the following:-

MOTOR VEHICLES (FEES AND DUTIES) (AMENDMENT)
REGULATIONS, 1970


(Gazetted 3rd March, 1970).


1. Short title. These Regulations may be cited as the Motor Vehicles
(Fees and Duties (Amendment) Regulations, 1970, and shall be read as one
with the Motor Vehicles and Road Traffic Ordinance, 1940, (No. 20 oY 1940)
hereinafter referred to as the Ordinance, and all amendments thereto.
2. First Schedule to the Ordinance amended. The first Schedule to the
Ordinance is hereby amended as follows:-
(a) the full stop after the heading "GOODS VEHICLES" appearing
in the First Schedule shall be deleted and the words and full stop
"AND MOTOR OMNIBUSES." shall be added to the said head-
ing;
(b) between the words "Vehicles" and "of" where they appear to-
gether in each of the first three lines below the heading "GOODS
VEHICLES" the words "and Motor Omnibuses" shall be inserted.

Made by the Governor under Section 68 (2) of the Motor Vehicles and
Road Traffic Ordinance, 1940, (No. 20 of 1940), this 19th day of February,
1970.
