APPEAL

The Judicial and Legal Services Com-
mission acting under section 6(2) of the
West Indies Associated States Supreme
'Court Order, 1967, has appointed Mr.
Justice EARDLEY FITZGEORGE GLASGOW to
act as a Justice of Appeal for the purpose
of the hearing and determination of
Civil Appeal No. 3 of 1969 (Grenada),
Newton Mitchell and Victoria Smith, Ap-
pellants versus Lucy Batson, Respondent.

PRESS RELEASE

The British Postal Adviser and Train-
ing Officer to the Leeward and Windward
.Islands, Mr. John L. Henderson, M.B.E.,


arrived in St. Vincent last week from St.
Kitts, where he has just completed an
18-month assignment.
Mr. Henderson, whose visit was ar-
ranged by the British Development Divi-
sion in the Caribbean, is on secondment
to the Ministry of Overseas Development
from the British Post Office, and has
wide experience in the organisation and
administration of postal services in sev-
eral countries. He is here to advise on
the provision and installation of equip-
ment in the new Post Office in Kings-
town, and to train staff in the use of
that equipment. He is also to examine
the postal services and make recommen-
dations for their re-organisation and
improvement where necessary.
Mr. Henderson is married, and is ac-
companied by his wife. They have one
son, who is at present at school in Eng-
land.

PRESS AND RADIO RELEASE

On Monday 2nd February, the Marri-
aqua Secondary School welcomed seven
officers from the Civil Service and three
members of the Police Force for train-
ing in Secretarial Practice. The trainees
are:-The Misses Molly Ryan, Wilma
Weekes and Vernley Daly to be trained
in Secretarial Arts; the Misses Virgil
Thom, Erner Keizer, Mavis Jackson and
Mrs. Shirley Cox, in Office Arts. The
three policemen-Det. Cpl. Selwyn Cum-
berbatch, Cpl. Perlito Malcolm, P.C.
Douglas Ottley-are taking the Office
Arts Course.

Hitherto, Courses for Government em-
ployees in the Secretarial field were ar-
ranged through Duffs Business College
in Barbados. However since the Marri-
aqua Secondary School has started, its
Commercial Department has been ex-
tremely successful in training would-be
typists, Stenographers and Secretaries.
Government has now recognized the
School as the Secretarial Training Insti-
tute for the State, and will accept its
certificate in respect of entry into the
Service. The present course will run for
3 months, and trainees will be required
to be in attendance from 9.00 a.m. to
3.00 p.m. daily for five days a week. Gov-
ernment has arranged for Miss Pearlina
Guy to be seconded to the School, for
the period. Miss Guy underwent Secre-
tarial training in Canada from 1967 to
1960, and is qualified to teach in this
field.
On Monday morning, Mr. D. S. Cozier,
Chairman of the Public Service Commis-
sion, Mr. F. G. Thomas, Chief Personnel
Officer and Mrs. Mary Morgan, Training
Officer, were present to wish the trainees
good luck. They were addressed by Mr.
Cozier and Mr. Thomas, both of whom
brought them the best wishes of the
Government, and advised them to make
the most of the opportunity afforded
them to become proficient in the Office
and Secretarial Arts. It was stressed
that the Premier, the Hon. R. Milton
Cato, was keenly interested in the whole
project, and that it was due to him, in
large measure, that arrangements for
the course had been successfully con-
cluded with Sister Paul, the School's
Principal, and the Roman Catholic Au-
thorities.
Teachers who will be closely connected
with the course are Mr. and Mrs. Love,
U.S. Peace Corps personnel and Miss
Pearlina Guy.

of $480.00 per annum.

post .of Handicraft Instructress at the
Blind Welfare Centre Kingstown.
The person should have both training
and experience in the production and
teaching of handicrafts. Experience in
keeping accounts will be an advantage.
The post is not pensionable. Salary
will be in the scale $936 x $36-$1,080 x
$48-$1,272. The starting point will de-
pend on the qualifications and experience
of the applicant.

NOTICE
SATURDAY HALF HOLIDAY

On the 29th November last it was an-
nounced in a radio release, that Govern-
ment had decided to postpone the intro-
duction of the change of the half holiday
from Wednesd j to Saturday for the
Business places, so that further consid-
eration could be given to representation
made by individuals and other organisa-
tions.
Cabinet at a meeting held on Thursday
15th January, 1970, gave very careful
thought to the matter, taking into ac-
count the different views expressed, and
has now decided to introduce the change
for a trial period of three months start-
ing from 15th February, 1970, during
which time the merchants and other per-
sons concerned will be better able to as-
sess how the changeover affects their
business and other activities.

LAND AND HOUSE TAX DEPARTMENT.

It is hereby notified for general infor-
mation that Warrants will be issued to
bailiffs for the several districts for the
recovery of all outstanding Land and
House Tax which after the 31st day of
January, 1970 still remain unpaid. This
publication shall be a sufficient notice
to all defaulters.

INCOME TAX NOTICES

TO THE GENERAL PUBLIC

Every person, not being an employed
person, is hereby reminded that the
latest date for the submission of Income
Tax Returns for assessment in the year
1970 is the 31st March, 1970, and that
failure to give notice of chargeability is
an offence against the Income Tax Ordi-
nance, rendering the person concerned
liable on summary conviction to a penalty


not exceeding ONE THOUSAND DOL-
LARS and in default of payment to im-
prisonment with or without hard labour
for a term not exceeding four months,
and after judgement has been given for
that penalty to a further penalty of fifty
dollars for every day during which the
refusal, failure or neglect to render any
document continues.
2. EVERY PERSON whose income ac-
cruing in, derived from the Colony or
elsewhere and whether received in the
Colony or not for the preceding year,
exceeded the statutory limit of $600.00 is
required to submit a return in the pre-
scribed form notwithstanding that on
account of approved deductions no tax
may eventually be chargeable, and par-
ticular attention is directed to the fact
that the term "income" is deemed to
include not only money but also allow-
ances in kind.
3. Efforts are being made to send
forms to such persons. It is to be clearly
understood, however, that the Income
Tax Department is under no obligation
to send a return form to anyone and that
a person is not exonerated from the
statutory liability of making a return
even though a form may not have been
received from the Department. Forms
may be obtained, on application, at the
Revenue Offices at Georgetown, Barrou-
allie, Bequia and Union Island, or in
any other district from the Police Sta-
tion situate therein or from the Income
Tax Department, Kingstown, where any
person requiring information in connec-
tion therewith is invited to enquire.
4. The form correctly completed
should be accompanied by all necessary
Statements. Specimens of the form of
account required from small traders and
from occupiers or cultivators of land will
be supplied on request.

PENSIONABLE OFFICERS ORDER

(Gazetted 11th February, 1970).

1. Short title. This Order may be cited as the Pensionable Officers Order,
1970.

2. Declaration. The public officers mentioned in the second column of
the Schedule to this Order being officers in the department mentioned in the
first column of the said Schedule are hereby declared to be pensionable officers
within the meaning of section 2(1) (b) (i) of the Pensions Ordinance, 1948
(No. 16 of 1948).
