(CONSTITUTION) ORDER IN COUNCIL, 1959, I do by this Commission under the
Public Seal of the Island of SAINT VINCENT appoint you the said CECIL
ALBERT JACOBS, Financial Secretary, Saint Vincent, to be my Deputy with-
in the said SAINT VINCENT from on or about the 11th day of March, One
thousand nine hundred and sixty-nine and until further orders, and in that
capacity should the necessity arise for so doing, to exercise, perform and execute
for and on behalf of the Administrator of SAINT VINCENT during the period
recited, but no longer, all things that .belong to the office of Administrator
of SAINT VINCENT according to the tenor of the SAINT VINCENT (CONSTI-
TUTION) ORDER IN COUNCIL, 1959, already recited or in other Orders in Council
adding to, amending or substituting for the same, and subject to the Royal
Instructions and other Instructions passed under the Royal Sign Manual and
Signet to the Administrator of the said SAINT VINCENT.
II. AND I Do HEREBY DIRECT that you the said CECIL ALBERT JACOBS
shall not continue to act as Administrator's Deputy after the Administrator
has arrived at the mainland of SAINT VINCENT or some other Officer having
prior right to so act or to administer the Government of SAINT VINCENT has
notified that he is about to assume it.
III. AND, I Do HEREBY REQUIRE and command all and singular Her
Majesty's Officers, Civil, Military, Naval, Air and Otherwise, and all others
the inhabitants of the said SAINT VINCENT and all others whom it may concern
to take due notice thereof and to give their ready obedience accordingly.

that Dr. PETER DE VERTEVILLE has been
appointed as Honorary Consul for An-
tigua, Dominica, Grenada, St. Christo-
pher/Nevis/Anguilla, St. Lucia, Mont-
serrat and St. Vincent.
Pending the issue of Her Majesty's
Exequatur, this Government has ac-
corded Dr. DE VERTEVILLE provisional
recognition in his consular capacity.

of Government owned Motor Vehicles
for the period 1st April, 1969, to 31st
March, 1970.
The number of vehicles for which in-
surance is required is approximately 120
and tenders should include quotations
for insurance against-
(a) Third Party Risks.

VACANT POST OF SENIOR AGRICULTURAL
OFFICER/AGRICULTURAL OFFICER/
(ENTOMOLOGY) MINISTRY OF
AGRICULTURE, LABOUR AND NATIONAL
INSURANCE, BARBADOS



Applications are invited from suitably
qualified persons for appointment to the
above post, which may be either perma-
nent and pensionable or on contract for
three years and is subject to medical fit-
ness.
2. The salary of the post is as fol-
lows:
(a) Senior Agricultural Officer will
be in the scale $7,320 x 300-
7,920 x 360-9,000 per annum;
(b) Agricultural Officer will be in the
scale $4,860 x 240-7,020 per an-
num.
3. Applicants should possess a Uni-
versity degree in 'Agriculture, Zoology
or Entomology, with experience and/or
training in Practical Entomology. A
knowledge of and/or experience in
Plant Pathology would be an asset..

TENDER FOR THE CONVEYANCE OF MAILS
AND PASSENGERS TO AND FROM BEQUIA

Tenders are hereby invited and will
be received up to 3.00 p.m. on 15th
March, 1969, for the conveyance daily,
with the exception of Sundays and Pub-
lic Holidays, of Mails-including Parcel
Post Mails-and Passengers to and from
the island of Bequia, from 1st April to
31st December, 1969.
2. The Contractor shall not arbitra-
rarily refuse to convey any passenger
who pays or offers to pay his or her
fare.
3. The Contractor will be required to
state the arrangements that would be
made for a replacement of the Contract
vessel in the event of a breakdown in
the service. Any vessel substituted
should be with the approval of the Min-
istry for Communications and Works.
4. The contract may be terminated by
one month's notice on either side.
5. The contract boat will be required
to leave Bequia at 6.45 a.m. and Kings-
town at 1.30 p.m.
6. No tender will be considered if
the Motor Vessel is not licensed under
the Passenger Boats Ordinance, 1906,
to carry passengers; and its Master must
hold a certificate of competency in ac-
cordance with Regulations 18 and 19 of
Statutory Rules and Orders No. 31 of
1957. Cabins should be well ventilated
and free from exhaust fumes. Life
jackets should be provided for all pas-
sengers in accordance with British
Ministry of Transport standards.
7. Tenders must state the amount of
subsidy required and they should be
addressed to The Chairman, Central
Supply Tenders Board, Ministry of Fin-
ance, Kingstown, in sealed envelopes
distinctly marked "Tenders for Bequia
Mail and Passenger Service."
8. Government does not bind itself
to accept the lowest or any tender.

The salary attaching to the post is in
thl scale HT 1-2-$3,984 x 180-
$5,244.

The successful applicant will be re-
quirod to supervise the day to day run-
ning of the Mechanical and Auto Work-
shops at Arnos Vale and to keep the
records of plant and equipment belong-
ing to the Government of St. Vincent.
He will be responsible for planning
maintenance programmes for Govern-
ment plant and equipment. He will
also be responsible for the repairs and
maintenance of the above mentioned
plant and equipment and for such other


dutiies as may be assigned to him by the
Chief Technical Officer.
Applicants should possess a sound
mechanical background and' have a Me-
chanic's Engineering or the equivalent
City and Guilds Certificate to the Low-
er National Certificate. Ten years ex-
perience as a Master Mechanic or Me-
chanical Engineering Assistant will be
an asset.
Applications accompanied by sup-
porting documents should be addressed
to the Establishment Officer and should
reach him not later than 20th March,

WHEREAS it is enacted by Section 4 of the Land' Acquisition Ordinance
(No. 22 of 1946) that if the Administrator-in-Council considers that any land
may be required, for a public purpose and it is necessary to make- a preliminary
survey or other investigation of the land, he may cause a notification to that
effect to be published, in, the Gazette:
AND. WHEREAS the Administrator-in-Council considers that a portion of:
land approximately. 3 Acres in extent at Hopewell in the Parish of Charlotte
being the property said to belong to Gerald Miguel is likely to be acquired
for' a public purpose, to wit, the siting of a Clinic and Ptblic Playing Field:
AND WuEREAS it is necessary to make a preliminary survey of the said
portion of land;
Now THEREFORE, this, is to require all persons interested to allow the
Authorised Officer (and his agents, assistants and, workmen) :
(a), to enter upon and survey and, take levels of any land in. any Ioheality to
which the notification relates;
(b) to dig or bore into the sub-soil of such land,;,
(c) to do all other acts necessary to ascertain whether the land is, adapted
to such purpose;
(dc) to set out the boundaries of the land intended, to. be taken, and. thA
intended line of the work, if any, intended to be done thereon.;
(e) to mark levels and, Lines by placing marks: and cutting trenches;;
(f) where otherwise the, survey cannot be completed; the levels taken or the
boundaries or line of work set out, to cut down and clear away any
standing crop; fence, tree or bush;,
(g) to do all such other acts as may be, imaidental to, or necessary for, any
of the purposes aforesaid:

2. EVERY PERSON whose income
accruing in, derived from the Colony
or elsewhere and whether received in
the Colony or not for the preceding
year, exceeded the statutory limit of
$600.00 is required to submit a return
on the prescribed form notwithstand-
ing that on account of approved de-
ductions no tax may eventually be
(.hargeable, and particular attention is
directed to the fact that the term "in-
come" is deemed to include not only
money but also allowances in kind.
3. Efforts are being made to send
foms to such persons. It is to be
clearly understood, however, that the
Income Tax Department is under no
obligation to send a return form to any
one and that a person is not exoner-
ated from the statutory liability of
making a return even though a form
may not have been received from the
Department. Forms may be obtained,
on application, at the Revenue Offices
at Georgetown, Barrouallie, Bequia
and Union Island, or in any other dis-
trict from the Police Station situate
therein or from the Income Tax De-
partment, Kingstown, where any per-
son requiring information in connec-
tion therewith is invited to enquire.
4. The form correctly completed
should be accompanied by all necessary
Statements. Specimens of the form of
account required from small traders and
from occupiers or cultivators of land
will be supplied on request.
