(Under Section 4 of the Ordinance)

(FIRST PUBLICATION)

WHEREAS it is enacted by Section 4 of the Land Acquisition Ordinance
(No. 22 of 1946) that if the Administrator-in-Council considers that any land
may be required for a public purpose and it is necessary to make a preliminary
survey or 'other investigation of the land, he may cause a notification to that
effect io be published in the Gazette:
AND WHEREAS the Administrator-in-Council considers that a portion of
land approximately 3 Acres in extent at Hopewell in the Parish of Charlotte
being the property said to belong to Gerald Miguel is likely to be acquired
for a public purpose, to wit, the siting of a Clinic and Public Playing Field:
.AND WHEREAS it is necessary to make a preliminary survey of the said
portion of land;
Now THEREFORE, this is to require all persons interested to allow the
Authorised Officer (and his agents, assistants and workmen) :
(a) to enter upon and survey and take levels of any land in any locality to
which the notification relates;
(b) to dig or bore into the sub-soil of such land;
(c) to do all other acts necessary to ascertain whether the land is adapted
to such purpose;
.(d) to set out the boundaries of the land intended to be taken, and the
intended line of the work, if any, intended to be done thereon;
(e) to mark levels and lines by placing marks and cutting trenches;
(f) wb o otc herwise the survey cannot be completed, the levels taken or the
boundaries or line of work set out, to cut down and clear away any
standing crop, fence, tree or bush;
(g) to do all such other acts as may be incidental to, or necessary for, any
of the purposes aforesaid:

AND PASSENGERS TO AND FROM BEQUIA

Tenders are hereby invited and will
be received up to 3.00 p.m. on 15th
March,,1969, for the conveyance daily,
with, the exception of Sundays, and Pub-
lic Holidays,. of Mails-including Parcel
Post Mails-and Passengers to and from
the island of Bequia, from 1st April to
31st December, 1969.
2. The Contractor shall not arbitra-
rarily refuse to convey any passenger
who pays or offers to pay his or her
fare:
The Contractor will be required to
stte: the arrangements that would be
made for a .replacement of the Contract
vessel in the event of a breakdown in
the s~yiece. Any vessel substituted
should: with the approval of the Min-
istry 'for. Communications and Works.
4. ,Thei-patract may be terminated by
one month's notice on either side.
5. The contract boat will be required
toleave Bequia at 6.45 a.m. and Kings-
town at 1.30 p.m.
.6. No tender will be considered if
the Motdr Vessel is not licensed under
the Passengef Boats Ordinance, 1906,
to carry passengers; and its Master must
hold a certificate of competency in ac-
cordance with Regulations 18 and 19 of
Statutory Rules and Orders No., 31 of
1957'. Cabins should be well ventilated
apd free from exhaust fumes. Life
jackets, should be provided for all pas-
sengers in accordance with British
Ministry' of Transport standards.

ARNOs' VALE.

Applications are invited from suit-
ably qualified persons for the Post of
Chief Mechanic, Public Works Depart-
ment Workshops, Arnos Vale, Ministry
for Communications and Works.
The salary attaching to the post is in
the scale HT 1-2-$3,984 x 180-
$5,244.
The successful applicant will be re-
quired to supervise the day to day run-
ning of the Mechanical and Auto Work-
shops at Arnos Vale and to keep the
records of plant and equipment belong-
ing to the Government of St. Vincent.
He, will be responsible for planning
maintenance programmes for Govern-
mpnt plant and equipment. He will
also be responsible for the repairs and
maintenance of the above mentioned
plant and equipment and for such other
duties as may be assigned to him by the
Chief Technical Officer.
Applicants should possess a .souno
mechanical background and have'a Mt-
chanic's Engineering or the equivalent
City and Guilds Certificate to the Low-
er National Certificate. Ten years ex-
perience as a Master Mechanic or Me-
cq4nical Engineering Assistant will be
an asset.

to the establishment Officer and should
reach him not later than 20th March,
1969.

SALARY
The salary attached to (a) is in the
scale $1,392/$1,536 x 84-$1,872 x 96
-$2,160 x 120-$2,640; and in the
case of (b) $1,332 x 60-$1,812.
A person who holds less than the
required qualifications may be con-
sidered for appointment as a Clerical
Assistant, provided that he/she is
presently engaged in a programme of
study aimed at attaining a full Certi-
ficate within two (2) years.

of age, education and experience, to-
gether with two (2) recent testimonials
should be addressed to the Establishment
Officer and should reach him not later
than 12th March, 1969.

INCOME TAX NOTICE


TO THE GENERAL PUBLIC


Every pc-rson, net being an employed
person, is hereby reminded that the
latest date for the submission of Income
Tax Returns for assessment in the year
1969 is the 31st March, 1969, and that
failure to give notice of chargeability
is an offence against the Income Tax
Ordinance rendering the person con-
cerned liable on summary conviction to
a penalty not exceeding ONE THOU-
SAND DOLLARS and in default of
payment to imprisonment with or with-
out hard labour for a term not exceed-
ing four months, and after judgement
has been given for that penalty to a
further penalty of fifty dollars for
every day during which the refusal,
failure or neglect to render any docu-
ment continues.
2. EVERY PERSON whose income
accruing in, derived from the Colony
or elsewhere and whether received in
the Colony or not for the preceding
year, exceeded the statutory limit of
$600.00 is required to submit a return
on the prescribed form notwithstand-
ing that on account of approved de-
ductions no tax may eventually be
chargeable, and particular attention is
directed to the fact that the term "in-
come" is deemed to include not only
money but also allowances in kind.
3. Efforts are being made to send
forms to such persons. It is to be
clearly understood, however, that the
Income Tax Department is under no
obligation to send a return form to any
one and that a person is not exoner-
ated from the statutory liability of
making a return even though a form
may not have been received from the
Department. Forms may be obtained,
on application, at the Revenue Offices
at Georgetown, Barrouallie, Bequia
and Union Island, or in any other dis-
trict from the Police Station situate
therein or from the Income Tax De-
partment, Kingstown, where any per-
son requiring information in connec-
tion therewith is invited to enquire.
4. The form correctly completed
should be accompanied by all necessary
Statements. Specimens of the form of
account required from small traders and

from occupiers or cultivatriso of land

AN ORDINANCE to amend the Motor Vehicles and Road
Traffic Ordinance, 1940.

[ 4th March, 1969. ]
Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the Legislative Council ot
Saint Vincent and by the authority of the same as follows:-


1. This Ordinance may be cited as the Motor Vehicles
and Road Traffic (Amendment) Ordinance, 1969, and shall be
read as one with the Motor Vehicles and Road Traffic Ordin-
ance, 1940 (hereinafter referred to as the principal Ordinance)
and all amendments thereto.

2. Subsection (2) of section 19 of the principal Ordin-
ance is hereby amended by the deletion of paragraph (c)
thereof.


Short title.

3. Nothing in the foregoing shall derogate from the
validity of any licence remaining unexpired at the time this Saving.
Ordinance comes into operation until the due date of expiry
of such licence.

No. Motor Vehicles and Road Traffic (Amendment). 1969.


Transitional. 4. In any case in which before the coming into effect of
this Ordinance, licence duty in respect of a motor vehicle or
trailer has been paid only for the quarter ending 31st March,
1969, a licence for the half year ending 30th June, 1969, may
be issued in respect of such motor vehicle or trailer, upon
payment of the difference between the licence duty prescribed
for a half year and the licence duty already paid for the
-quarter. In the alternative, upon payment of the difference
between the licence duty for one year and the licence duty
already paid for the quarter ending 31st March, 1969, a licence
in respect of such motor vehicle or trailer for the year ending
31st December, 1969, may be issued.

Commencement. 5. This Ordinance shall come into operation on the 1lx
day of February, 1969.
