Her Majesty the Queen has been pleased to give instructions, through the
Secretary of State for Commonwealth and Foreign Affairs, that during the
absence of His Honour HYWEL GEORGE, C.M.G., O.B.E., Administrator, from
the Colony, Mr. CECIL ALBERT JACOBS, M.B.E., Financial Secretary, shall be
appointed to perform the functions of Administrator.
Mr. JACOBS took the prescribed Oaths of office today and assumed the
Administration of the Government of St. Vincent.

LEGISLATIVE COUNCIL

BUDGET SESSION

Budget Session of the Legislative Council will be held at the Council
Chamber on Thursday, 23rd January, 1969 at 10.00 a.m. when the Honourable
Chief Minister and Minister of Finance will deliver his budget address.
A cordial invitation is extended to the general public to attend this func-
tion subject to the following arrangements for seating and standing accom-
modation.
The general public is hereby notified that approximately 300 chairs will
be available in the Council Chamber proper for accommodation of members
of the Kingstown Town Board, the Chairmen cf small Town Boards and Village
Councils, Senior Civil Servants, the Clergy, other persons prominent in the
life of the community, and the general public. Special seating accommodation
will be arranged for the wives of the Councillors.
Unfortunately there will only be !imit(d standing space available.

INCOME TAX NOTICES.

TO ALL EMPLOYED PERSONS

Every person deriving income from
any employment or by way of pension
is hereby reminded that the latest date
for the submission of Income Tax Re-
turns for assessment in the year 1969
is the 31st January, 1969, and that fail-
ure to give notice of chargeability is
an offence against the Income Tax Or-
dinance, rendering the person con-
cerned liable on conviction to a fine
not exceeding ONE THOUSAND DOL-
LARS and in default of payment to im-
prisonment with or without hard labour
for a term not exceeding four months,
and after judgement has been given
for that penalty to a further penalty of
fifty dollars for every day during which
the refusal, failure or neglect to ren-
der any document continues.

2. EVERY PERSON whose income
accruing in, derived from the Colony
or elsewhere and whether received in
the Colony or not for the preceding
year, exceeded the statutory limit of
$600.09 is required to submit a return
on the prescribed form notwithstand-
ing that on account of approved de-
ductions no tax may eventually be
chargeable, and particular attention is
directed to the fact that the term "in-
come" is deemed to include not only
money but also allowances in kind.


3. Efforts are being made to send
forms to such persons through their
Employers or Heads of Departments
(in the case of Government Employees).
It is to be clearly understood, however,
that the Income Tax Department is
under no obligation to send a return
to anyone and that a person is not ex-
cnerated from the statutory liability
of making a return even though a form
may not have been received from the
Department. Forms may be obtained,
on application, at the Revenue Offices
at Georgetown, Barrouallie, Bequia
and Union Island, or in any other dis-
trict from the Police Station situate
therein, or from the Income Tax Office,
Kingstown, where any person requir-
ing information in connection therewith
is invited to enquire.

4. Where Officers are in receipt of
income other than salaries, the form
should include particulars thereof and
,-bond be accompanied by the necessary
supporting statements.

NOTICE TO TRADERS

It is hereby notified that in accordance
with the provisions of Section 41, Sub-
section (2) of the Kingstown Board
(Amendment) Ordinance, 1960, every
trader in the Town of Kingstown who
has imported goods shall submit for the
inspection of the Board his Purchases
Book showing all his purchases imported
in the preceding six months, not later
than the twenty-third day of January,
1969.

JUNE, 1968


Application forms for entry to this
examination may be obtained on re-
quest from the Local Secretary.

2. These application forms, together
with the Treasury Receipt for the fees
and Birth Certificate must be submitted
to the Local Secretary not later than
noon on Friday, 31st January, 1969.

3. Teachers who pursue the pro-
gramme of studies organised by the
Ministry of Education for the Gen-
eral Certificate of Education will be
accepted on the recommendation of the
Education Officer. Other private can-
didai as will be accepted if they supply
to the Local Secretary, documentary
evidence that they are pursuing a pro-
gramme of studies for the General Cer-
tificate of Education. All candidates
who wish to offer Advanced Level
Science subjects are required to sup-
