be fired.

ADMINISTRATIVE OFFICER, COMMON
MARKET SECRETARIAT.

post of Senior Administrative Officer to
the East Caribbean Common Market
Secretariat in St. Lucia on a contract
basis for a period of three years.
2. The salary of the post will be
$8,400 flat and a housing allowance of
$480 per annum will be payable if the
officer is recruited from outside St.
Lucia.
3. The Officer will be required to
operate The provisions of the Common
Market Agreement under the general
supervision of the Executive Secretary.
The ('iiicer should be experienced in
customs and trade matters or possess a
background in trade economics.

Officer at the Stubbs Post Office.
The duties of the post which is non-
pensionable include receipt, custody and

and surcharged postage; other duties

quirements of the Post Office Regula-
tions, the General Orders and the Fin-
ancial and Store Rules.

daily from Monday to Friday; and

EVENING CLASSES-1968/1969.

Evening Classes leading to the Gen-
eral Certificate of Education at Ordin-
ary Level for 1969 will commence on
16th Sepwember, 1968 at the Grammar
School.
2. Tuition will be c'fered in English
Language, English Literature, Mathe-
nlatics, Geography, West Indian His-
tory, Iealth Science, Bible Knowledge
and Biology provided that at least six
(i) students enrol for eahl class.
3. The fees are one dollar ($1.00)
per subject per term. A refIud will be
made of the full fee paid by students
who subsequently withdraw when the
results of the 1968 G.C.E. examination
are known on cojnition that notice of
withdrawal is given to the Education

Being determined to establish the foundations of an ever closer union
among the people of the Caribbean,
Aware that economic integration in thb region will promote the well-
being and welfare of St. Vincent,
Recognising the preliminary steps taken by Antigua, Barbados and
Guyana in the Agreement signed at Dickenson Bay, Antigua on the 15th
December, 1965,
Adopts the Caribbean Free Trade Association Agreement as amended
by the Suplementary Agreement (CARIFTA) for implementation on a date
to be proclaimed.
During his debate on the motion the Minister laid on the Table a docu-
ment entitled "Protocol laying down Agricultural Marketing Arrangements
mentioned in Article 13 of the Agreement for establishment of the Caribbean
Free Trade Association."
Sitting suspended 12.00 noon (Lunch).
Sitting resumed 2.00 p.m.
The Minister concluded his debate, and the motion was formerly
seconded by the Honourable J. L. Eustace.

1. Short title. These Bye-Laws may be (iti igstown Board
(Travelling Agents Tax) Bye-Laws, 1968.
2. Definition. "Travelling Agent" shall mean any person not residing
in St. Vincent but who pays periodical visits to St. Vincent for soliciting
orders for the importation of goods into St. Vincent.
3. Persons desiring to carry on business as Travelling Agents. Every
person desiring to carry on the business of a Travelling Agent in Kingstown
on his own behalf or on behalf of any otlier person, company, firm or body
corporate or incorporate, on entering St. Vincent, shall make application to
the Kingstown Board for a licence and shall pay the fee prescribed in the
following Schedule.
4. Commencement'. These Bye-Laws shall come into operation on the
1st day of October 1968.
5. Cancellation. The Kingstown Board (Travelling Agents) Bye-Laws,
1968 (S.R. & 0. 1968, No. 3) is hereby cancelled.
