the St. Vincent (Constitution) Order in
Council, 1959 and the St. Vincent Con-
stitution Orders, 1959 to 1968, and act-
ing in accordance with the advice of the
Chief Minister, has appointed the fol-

left the Colony at about 1.40 p.m. to-day
for the United Kingdom via St. Lucia
on vacation leave.
His Honour expects to return to St.
Vincent early in September, 1968.

Her Majesty THE QUEEN has been
pleased to give instructions through the
Secretary of State for Commonwealth
Affairs that during the absence of His
Honour HYWELL GEORGE, C.M.G.,
O.B.E., Administrator, from the Colony,
Mr. CECIL ALBERT JACOBS, M.B.E.,
Financial Secretary, shall be appointed
to perform the functions of Administra-
tor.


Mr. JACOBS took the prescribed Oaths
of Office today and assumed the Admin-
istration of the Government of St. Vin-
cent.

At the Court at Buckingham Palace, the 12th day of July 1968

Present,

The Queen's Most Excellent Majesty in Council

IIer Majesty, by virtue and in exercise of Her powers
under sections 5 and 7 of the West Indies Act 1962(a), is
pleased, by and with the advice of Her Privy Council, to order,
and it is hereby ordered, as follows:-

1.-(1) This Order may be cited as the St. Vincent Con-
stitution (Amendment) Order 1968.
(2) This Order shall be construed as one with the Saint
Vincent (Constitution) Order in Council 1959(b), as amended
(c) (hereinafter called "the principal Order'), and the Siint
Vincent Constitution Orders 1959 to 1967(d) and this Order
may be cited together as the Saint Vincent Constitution Orders
1959 to 1968.
(3) This Order shall come into operation on the 19th Jul.v
1968.

''(1) There shall be an Executive Council in and for
Saint Vincent which, subject to section 16 of this Order,
shall consist of a Chief Minister, not more than five other
Ministers and one e.r-officio member, namely, the principal
law officer.".

3. Section 13 of the principal Order is amended by the
deletion from subsection (2) of the words "and the other ap-
pointed member of the Executive Council (hereinafter referred
to as the member without portfolio)".

4. Section 14 of tlhe principal Order is amended-

(a) )by the deletion from subsection (2) of the words "or
the member without portfolio"; and
(b) by the deletion from subsection (3) of the words "and
the member without portfolio".

5. Section 16 of the principal Order is amended-
(a) by the deletion from subsection (1) of the words "or
the member without portfolio"; and
(b) by the deletion from that subsection of all 1he words
after the words "temporary Minister".

EXPLANATORY NOTE
(This Notc is not part of the Order)
This order r amends the Saint Vincent (Constitution) Order
1959 to make provision enabling the number of Ministers, at
present four, to be increased to a number not exceeding six
;and so as to delete the provisions relating to the member with-
our portfolio of the Executive Council.
