ADMISSION OF COMMONWEALTH
CITIZENS HOLDING ENTRY
CERTIFICATES.

A White Paper (Cmnd. 3064) pub-
lished recently contains new instructions
from the Home Secretary to immigra-
tion officers about the admission of

Commonwealth citizens who hold entry
certificates. The instructions- give effect
to a recommendation made by the Com-
mittee on Immigration Appeals under
the chairmanship of Sir Roy Wilson,
whose report (Cmnd. 3387) was pub-
lished on 23rd August this year.

A Commonwealth citizen who wishes
to know, before he sets out for Britain,
whether he is eligible for admission un-
der the Commonwealth Immigrants Act
may apply to the British High Commis-
sioner or other official British represen-
tative in the country where he is living
for an entry certificate, the grant of
an entry certificate which takes the
form of a stamp in the passport, indi-
cates to the immigration officer at the
port of entry that the holder appeared
to the issuing authority lo bl ( ,.! d
for admission.

The new instructions provide, as re-
commended in paragraphs 75 and 76 of
the Wilson Committee's report, that
subject to certain limited exceptions an
entry certificate during its period of
validity guarantees the admission of the
Commonwealth citizen to whom it was
issued. The exceptions are those speci-
fled in para,,'raph 76 of the Committee's
report: they include eases where fraud-
nulnt representations were made to the
issuing officer, where a change of cir-
eumstances has subsequently removed
the basis of the holder's' claim to admis-
sion, and where the holder is liable to
exclusl'in on grounds of criminal record
or danger to public health.

Entry certificates are not compulsory
for Commonwealth citizens and the
Committee were disappointed to find
that only one in five coming to Britain
makes use of the entry certificate system
( Report, paragraph 69). They urge that
it should be made clear

"by every possible means of publicity
that the entry certificate is a facility
offered to immigrants in their own
interests, which they would be foolish
not to use". (para. 70)

The Homen Office has the need for such
publicity very much in mind: for ex-
ample, in July this year the Parliamen-
tary Under Secretary of State, Mr.
David Ennals, in a letter to a large num-
ber of immigrant organizations, and a
message sent for publication in news-
papers circulating among immigrants,
explained the advantages to Common-
wealth citizens of using the entry certifi-
cate system and so avoiding the distress
and expense of a fruitless journey if
they are found to be unqualified for ad-
mission. Publicity is also given to the
entry certificate system by British High


Commissions overseas in co-operation
with the governments of other Common-
wealth countries.

1968.

The (General Certificate of Education
Examination of Cambridge University
will be held in St. Vincent from June
10th to July 5th, 1968.
The 'fees which should be paid into
the Treasury are as follows:-
(i) Entry fee to be paid by
every candidate 30s.
(ii) Subject fees, additional to
the entry fee-
(a) for each subject offered
at 'O0' level -10s.
(b) for each subject offered
at 'A)' level -10s.
(c) for each subject offered
at 'A' level -30s.
(iii) Local Fee 5s.
Completed entry forms together with
Fees Receipts should be returned to the
Local Secretary, Department of Educa-
tion, not later than SATURDAY, 27th
JANUARY, 1968.
Private Candidates. other than Stu-
dent Teacher, and/or Evening Class
students who wish to be accepted for
these examinations must make applica-
tion in writing to the Education Officer
not later than Thursday. 30th Novem-
ber, 1967.
The application must contain:-
(i) In the case of "A" Level appli-
cants :
(a) The school Certificate held,
or
(b) The examination in which,
although failing to gain a
School Certificate, the candi-


date passed with credit on
one and the same occasion in
at least three (3) School
Certificate Subjects, or
(c) The G.C.E. examination in
which the candidate passed
on one and the same occasion
in at least three (3) subjects.

for a minimum of three (3)

All persons wishing to obtain COCOA,
COFFEE, CITRUS, MANGO, AVOCADO PEAR
or NUTMEG plants from the Government
Propagating Stations for planting in
1968 must apply on the forms provided


before 31st December, 1967. Applica-
tions received after this date will only
be considered if surplus supplies are
available.
The forms and further information
can be obtained from the Department of
Agriculture, Kingstown or from any of
the District Agricultural Officers.
