ELECTORAL PROVISIONS (REDISTRIBUTION OF CONSTITUENCIES)

WHEREAS by the Saint Vincent (Constitution) Order in Council, 1959,
there is established a Legislative Council in and for Saint Vincent consisting
inter alia of nine elected members:
AND WHEREAS it is proposed to establish for Saint Vincent a House of
Representatives of which thirteen members will be elected to represent consti-

by all.parties thereto that the Secretary of State for Commonwealth Affairs
would make provision for the appointment of an independent Commissioner
or Commissioners for dividing Saint Vincent into thirteen Constituencies for
the purpose of the election of members of the proposed House of Representatives:
,AND WHEREAS by section 2 of the Saint Vincent Electoral Provisions Order,
1967, it is provided inter alia that the Administrator, acting in his discretion,
may by regulations make provision, for the purposes of the election of members
of the proposed House of Representatives, for (a) the division of Saint Vincent
into thirteen constituencies and (b) the division of Saint Vincent into constitu-
encies to be carried out by a Commissioner or Commissioniers appointed for

(2) The Interpretation Ordinance (Cap 72) shall apply,
with necessary adaptations, for the purpose of interpreting
these Regulations and otherwise in relation thereto as it applies
for the purpose of interpreting, and in relation to, any Act or

visions of this regulation, be divided into thirteen constituencies
with such boundaries as may be prescribed by Order made by
the Constituency Boundary Commission.
(2) All constituencies shall contain as nearly equal
numbers of inhabitants as appears to the Commission to be
reasonably practicable but the Commission may depart from
this principle to such extent as it considers expedient in order
to take into account the following factors, that is to say-
(a) the density of population and in particular the
need to ensure adequate representation of sparsely
populated rural areas;
(b) the means of communication;
(c) geographical features; and
(d)' the boundaries of existing administrative areas.
(3) For the purpose of carrying out its functions the
Constituency Boundary Commission may receive such repre-
sentations and make such enquiry as it shall see fit and may
require any officer in the service of the Government of St.
Vincent or any other public authority in St. Vincent to furnish
it with such information as it may consider desirable.
Expenses of 4. If the Administrator certifies by writing under his

in respect of the Commission in the discharge of its functions,
that sum shall be charged on and paid out of the public funds
of St. Vincent.

7. (1) The Commission may appoint a secretary and other Appointment of
officers, and such servants, as the Commission may, with the secretaries,
approval of the Administrator, determine, and the term and officers and
conditions of any such appointment shall be such as may be servants.
(2) The Commission may appoint any person to enquire
into, and to report to it upon, such matters as it thinks fit, and
any such appointment shall be on such conditions as 'to remun-
eration and otherwise as may be determined by the Commission
with the approval of the Administrator.
