The undermentioned Ordinances which have been assented to
by His Honour the Administrator are published with this issue of
the Gazette:
No. 17 of 1966.-An Ordinance to provide a further oppor-
tunity for the due and proper enrollment of persons
qualified to vote in each of the three Wards of the Kings-
town Board, to alter the date of the election of Members
of the Board required by law to be held in the year 1966,
to provide for the continuance of the Board in the mean-
time, and to make provisions for purposes connected
therewith.

payments from the Consolidated Revenue Fund of the
Colony in addition to the sums provided under the
Appropriation Ordinance 1966 for the year ending on the
31st day of December, 1966.

each of the three Wards of the Kingstown Board, to alter

and w ith t vice and consent of the Legislative Council of
Saint Vi t ad by the authority of the same as follows:-
Ordinance may be .cited as the Kingstown Board Short title and
sections) Ordinance and, except where the context Interpretation.
otherwise requires, expression, used in this Ordinance have
respectively the same meanings as in the Kingstown Board Cap. 209.
Ordinance and all amendments thereto (hereinafter referred
to as the principal Ordinance).

Electors' roll ,2. It is hereby declared that the electors' roll prepared
for 1966 void. in the year -1966 under the provisions of section 32 of the prin-
cipal Ordinance is null and void and of no effect.
Preparation of 3. Notwithstanding the provisions of' the principal
roll and Ordinance it shall be lawful:-

election. (a) for an electors' roll for the'Town of Kingstown to
be prepared subject to, and in accordance with,
Schedule. the provisions contained in the Schedule to this
Ordinance; and
(b) under, and in accordance with, the provisions of
this Ordinance to hold an election to elect one
member each for the Eastern, Central and Western
Wards of the Town of Kingstown by the electors
respectively of the said Wards.

Conduct of the 4. (1) An election of members of the Board under the
election, provisions of this Ordinance shall be held on a day, and at
such time and place, as the Administrator in Council may ap-
point by Proclamation published in the Gazette.
(2) For the purpose of the election referred to in
paragraph (b) of the precedir'g section, the Kingstown Board
(Election of Members) Bye-iaws 1942, and all amendments
thereto and the provisionsof the principal Ordinance relating
to petitions complaining of an undue return or undue election
of a member-of the Board shall, with necessary modifications,
apply:
Provided that the Board shall cause notice of nWo"mat
and of the election to be published in the Gazet #Wja
local newspapers at least fifteen clear days bef o y
pointed by the Administrator in Council und provisions

(a) a member of the Board who, but for e
of section 6 of this Ordinance, wou lr.h
required by law to go out of office in t yr,
1966, shall go out of office on the day of election
held under the provisions of this Ordinance; and

(b) a person duly elected to be a member of the
Board pursuant to an election held under the
provisions of this Ordinance shall go out of that
office at such time and in such manner as he would
have gone out thereof if:-
(i) this Ordinance had not been passed; and
(ii) he had been duly elected to be a member of
the Board by virtue of an election duly held
in the year, 1966 under, and in accordance
with, the provisions of the principal Ordin-
ance and of any Bye-Laws made thereunder.


6. Until the day of the election held under the provisions
of ihis Ordinance, the Board as constituted by law immediately.
prior to the coming into operation of this Ordinance shall,
subject to this Ordinance, continue to function and to act in
all matters as if this Ordinance had not been passed.

7. It shall be lawful for the Administrator in Council, by
notice published in th Glazette, to alter the time fixed for the
performance of any act er duty required to be performed by
any provision appearing in the Schedule to this Ordinance, and
to substitute for any date or dates so appearing any other date
or dates.

SCHEDULE.

(Section 3 (a)).



1. O or before the 8th day of November, 1966, the Preparation of
Warden shall, after due registration made by the enumerators electors' roll.
for-each Ward appointed by the Board on the advice of the
Warden, enroll in alphabetical order for each of the three
wards, persons qualified to vote at the election of members
of the Board. He shall set forth the christian and surname
of each person entitled to be enrolled, his occupation and
address, and the nature of hi' qinalificai ions as set out in
section 31 of the principal Ordinance. Such register or roll
shall be known as the "electors' roll" and when completed
shall be signed by the Warden.

No. 17. Kingstown Board (1966 Elections). 1966.

Publication of 2. The Warden shall, in the manner provided in section
electors' roll. 49 of the principal Ordinance, cause the electors' toll to be
published for a period of two weeks commencing from the 9th
day of November, 1966.

Claims and 3. (1) Every person whose name is not on the electors'
objections. roll published in accordance with the last preceding section,
and who claims to be entitled to have his name entered in such
electors' roll, shall, not later than the 24th day of November,
1966, give notice in writing to the Warden of his claim, stating
therein his qualifications to be so enrolled. Such notice shall
be in the Form 1 in the Fifth Schedule to the principal Ordin-
ance.
(2) Every person whose name is on the electors' roll may
object to any other person as not being entitled to have his
name retained thereon.
(3) Every person so objecting (hereinafter referred to as
an "objector") shall, within fifteen (lays after the date of the
first publication )f the electors' roll, deliver to the Warden and'
also to the person objected to (hereinafter referred to as the
"respondent") or shall leave at the premises in respect of which
the respondent shall appear to be inserted in the electors' roll,
notice, thereof in writing in the Form 2 in the Fifth Schedule
to the principal Ordinance.
(4) The Warden shall make two separate lists of the
claimants and respondents and' shall cause copies thereof to
be published in the manner provided in section 49 of the prin-
cipal Ordinance. He shall also keep a copy of each of such
lists open to public inspection without any fee at all reasonable
hours from the 30th day of November, 1966, to the 8th .day of
December, 1966, and shall deliver a copy of any such list to any
person requiring it on payment of the sum of twenty-five cents
for each such list.

Revising Officer 4. (1) The Administrator in Council shall, not later than
and Court. the 1st day of December, 1966, appoint the Supervisor of
Elections or some other fit and proper person (hereinafter re-
ferred to as the "Revising Officer") to hold a Court for the
purpose of revising the electors' roll.
(2) Such Court shall be an open Court and shall be held on
some day to be appointed by the Chairman of the Board, being
a day not later than the 7th day of January, 1967.

(3) The Warden shall give not less than seven clear days'
notice of the holding of the Court by affixing notices in the
manner provided in section 49 of the principal Ordinance, and
by publication in the Gazette and in at least one newspaper
circulating in the Colony.
(4) In this section "Supervisor of Elections" means the
Supervisor of Elections appointed under and by virtue of the
Legislative Council (Elections) Ordinance, 1951. No. 13 of 1951.

5. The Warden shall, at the opening of the Court, pro- Roll and Lists
duce the electors' roll prepared by him and a copy of the lists of to be produced
claimants and respondents, and shall answer upon oath all in Court.

6. (1> The Revising Officer shall insert in the electors' Method of

(2) The Revising Officer shall expunge from the roll the
name of every person proved to him to be dead.
(3) Subject as aforesaid, the Revising Officer shall retain
on the roll the name of every person to whom objection has not
duly been taken.
(4) The Revising Officer shall also retain the name of
every respond'-nt unless the objector appears in support of his
objection.
(5) Where the objector so appears, the Revising Officer
shall require proof of the respondent's qualification, and if it
is not proved to his satisfaction, shall expunge the respondent's
name from the roll.
(6) If the name of any person is entered on the electors'
roll as being qualified to vote in more than one Ward, such
pei .-on shall, by wilttcn communication addressed to and served
upon the Warden not later than three o'clock in the afternoon
of the day before the day fixed for the sitting of the Court,
declare in which of those wards he desires his name to be re-
tained as an elector, and in default of his so declaring, the
Revising Officer shall determine in which of such Wards his
name shad be so retained; and thereupon the Revising Officer
shall strike out the name of such person wherever else it shall
have been entered on the electors' roll.
(7) The .Rvising Officer shall correct any mistake and
supply any omission proved to his satisfaction to have been

made in the roll with respect to the name or abode of any
person.
(8) The Revising Officer may require the Warden or other
person having the custody of any book containing any rate
assessed in any year to produce the same to him for his in-
spection.
(9) The Revising Officer may examine on oath the Warden
or any claimant, objector, respondent or witness.
(10) The Revising Officer shall, on the hearing, in open
Court. determine the validity of all cliams and objections.
(11) The Revising Officer shall, in open Court, write his
initials against all names inserted or expunged and against
any part of the electors' roll in which a mistake has been
corrected or an omission supplied, and shall sign his name at
the foot of every page so revised.

7. The Revising Officer may adjourn the Court from
time to time, but so that no adjourned Court be held after
the 24th day of January, 1967.

8. (1) When the electors' roll has been revised and signed
by the Revising Officer, he shall deliver it to the Warden, and
a written or printed copy thereof shall be prepared and signed
by the Warden. and shall be the electors' roll of the Town for
the purposes of this Ordinance.
(2) The revised electors' roll shall be completed on or
before the 28th day of February, 1967, and shall come into
operation by Proclamation of the Administrator in Council
published in the Gazette, and shall continue in operation until
superseded by a new electors' roll prepared under the pro-
visions of the principal Ordinance.
(3) Every person enrolled on the revised electors' roll
shall be deemed to be enrolled as an elector, and every person
not enrolled on such revised roll shall be deemed not to be
enrolled as an elector.

9. The Worden shall cause the electors' roll and the lists
of claimants and respondents to be printed, and shall deliver
copies thereof 10 any per:;on on paymvn'nt of twenty-five cents
for each copy of any such lists on roll, and the proceeds of
such sale shall be received by him on behalf of the Town Board.
