VACANT POST OF AIRPORT MANAGER AND
SENIOR AIR TRAFFIC CONTROL OFFICER,
ST. VINCENT.
Aplications are invited from suitably
qualified persons for appointment to the
post of Airport Manager and Senior Air
Traffic Control Officer, St. Vincent.

2. The salary scale attached to the
post is $4,760 X $180-$5,244 per
annum.
3. The post is pensionable and ap-
pointment will be subject to a proba-
tionary period not exceeding two years
and the production of a Medical Certi-
ficate of Health. The officer will be
subject to the Colonial Regulations,
Local General Orders and Financial
and Store Rules in force in the terri-
tory.
4. Applicants must be not less than
25 years of age and should hold the
General Certificate of Education or its
equivalent.
5. Applicants must have substantial
experience in air traffic control and
applications should provide details of
training and experience. Applicants
should also have previous experience in
administrative duties. Preference will
be given to applicants with experience
as Airport Manager, Pilot, navigation
radio operator or airline operations
officer.
6. Further particulars may be ob-
tained from the Chief Secretary, Gov-
ernment Office, Kingstown, St. Vincent,
to whom applications should be forward-
ed not later than 24th October, 1966.

NOTICE is hereby given that the
above named Appeal Court will be con-
vened at the Court House, Kingstown
on Wednesday 19th day of October 1966
'at 9.00 o'cIock in the forenoon and con-
tinuing for the purpose of hearing
Magisterial Appeals.
All parties concerned also such per-
sons as are bound over by recognizance
totprosecute Appeals are hereby notified
arid -are commanded to give their per-
sonal atteiftion and attendance.


The List of all Appeals from Magis-
trate will be posted on the Court's
Notice Board and may be inspected
thereon as from Monday the 17th
instant.

of Fitness in respect of the year 1967
under the Liquor Licenses Ordinance
No. 11 of 1948 are hereby reminded
that:-
1. There will be the Annual Licen-
sing Session at
(i) The Court House, Kingstown,
for the Parishes of Saint
Andrew and Saint George.
(ii) The Court House, George-
town, for the Parish of Char-
lotte.
(iii) The Court House, Chateau-
belair, for the Parish of Saint
David
(iv) The Court House, Barrouallie,
for the Parish of Saint
Patrick.
(v) The Court House, Port Eliza-
beth, Bequia, for the Grena-
dines.
(vi) The Court House, Clifton,
Union Island, for the Grena-
dines.
in the month of December, 1966, for the
-purpose of considering the grant of
new certificatesand renewals in respect
of the year 1967.
2. Applications for New Certificates
should reach the Magistrates' Office,
Kingstown, not 'later than Monday the
31st day of October, 1966.
Applications for renewals -should
reach the Magistrates' Office in time for
consideration by the Licensing -Board
at the Annual Licensing Session in
December, 1966. The time and date
of the several Sessions will be published
in a subsequent notice in ilhe Govern-
ment Gazette. Applications for Re-
newals are subject to a late fee if they
are not received 'in time for considera-
tion at rthe Annual Iiednsing 'Sessions.
3. Application'Forms are obtainable
at the Magistrdtes' Office 'Kingstown
and at the several)Police Stations.

INLAND REVENUE DEPARTMENT.

Notice is hereby given that the properties of the undermentioned persons
whose names appear on the District II Tax Roll for the parish of Charlotte,
are in default of arrears of tax levied under the authority of the "Land and
House Tax Ordinance". In pursuance of the requirements of Section 46 of the
said Ordinance, their properties having been duly levied upon will be offered
for sale at 1.30 o'clock in the afternoon of Saturday 15th October, 1966, at the
Inland Revenue Department, Kingstown, for the recovery of taxes due.

(b) After the Honourable Member without Portfolio had concluded the
reading of her statement, the Leader of the Opposition asked that it be laid
on the Table. Whereupon Mr. Speaker ruled that the request ought to have
been made during the reading of the statement, and as the statement will
eventually appear in hansard he could not agree that it was compulsory to lay
it on the Table at that stage.

MOTION-BUSINESS OF THE COUNCIL
The Honourable Chief Minister moved that notice be dispensed with for
the purpose of introducing and listing on the Order Paper as order number 1,
the Kingstown Board (1966 Elections),Bill-First Reading.

Question put and agreed to.

ORDERS OF THE DAY
1. The Kingstown Board (1966 Elections) Bill was introduced and read
a first time.
Order number 2 read
(a) The Honourable E. M. Cato .sought and obtained the indulgence of
Mr. Speaker to address a few remarks for the purpose of getting an undertak-
ing from the Chief Minister that the motion seeking the approval of the con-
stitutional proposals, and which was circulated a day before the meeting, was
not intended to bulldoze the proposals in view of the fact that election petitions
were pending before the Supreme Court. He said that the Opposition would
take no part in the debate unless the undertaking was given.
(b) During the Honourable Member's address on this point, the Chief
Minister objected to the remarks which were being projected on matters sub
judice. Whereupon Mr. Speaker ruled that as there was no question before the
House, and although he allowed the Member to make his point, he was only
prepared to allow him to crystalise it especially in view of the objection which
was raised by the Chief Minister.
(c) The Chief Minister then rose and.. denied the allegation of bulldozing
the constitutional proposals which were circulated to members soon after they
were released, in London, and which urgently required the approval of the
Legislature before 6th October in order that the Colonial Office l-_.. -dil;..T.. 'u...
could proceed with the final drafting of the new constitution. "' I
(d) Various points of order were then raised by th.. Ly.1 'and other,,
members of the Opposition. Whereupon Mr. Speaker r.il,. d i 'ai. as there
appeared to be the intention of certain members to delay tie easiness of the -
House the minister should proceed with-the motion. :

The Chief Minister proceeded to debate the motion.

Sitting resumed 2.43 p.m.
The Chief Minister continued and finally concluded his debate.
The Honourable E. F. Adams seconded the motion and joined the debate.

Question proposed.

Layne joined the debate.

The Chief Minister did not reply.

Question put and resolved in the affirmative without division.
