of a certain parcel of land at Langley Park in the Parish of Charlotte for
a public purpose.
DECLARATION OF ACQUISITION OF LAND.
(FIRST PUBLICATION.)
(Gazetted 15th March, 1966.)
WHEREAS it is enacted by Section 3 of the Land Acquisition Ordinance
1946 (No. 22 of 1946) that if the Administrator in Council considers that any
land should be acquired for a public purpose he may cause a declaration to
that effect to be made.
AND WHEREAS it is considered by the Administrator in Council that the
undermentioned parcel of land should be acquired for a public purpose, to wit,

the preparation and implementation of a housing scheme to re-settle families
from the Basin Hole, Mt. Bentinck Bay Road and Orange Hill Estates.

Now IT Is HEREBY DECLARED by His Honour the Administrator acting
in accordance with the advice of the Executive Council of the Colony of Saint
Vincent that upon the Second Publication of this Declaration in the Gazette
all that parcel of land at Langley Park in the Parish of Charlotte the property
of Mr. Basil Balcombe measuring in Area fifteen acres three roods and twenty
poles and bounded on the North by the Basin Hole Housing Scheme on the
South and West by the remaining lands of Basil Balcombe and on the East
by the Windward Highway shall vest absolutely in the Crown.

AND IT Is HEREBY FURTHER DECLARED AND NOTIFIED that a plan bearing
the Number C 302 showing the above mentioned parcel of land has been pre-
pared by Clifford W. R. Williams Licensed Land Surveyor and lodged on the
15th day of October 1965 at the Lands and Surveys Department of Kingstown
in the said Colony and can be inspected at all reasonable hours at the said
Department.

VACANT POSTS.

VACANT POST OF DENTAL SURGEON,
ST. VINCENT.

Applications are invited from suitably
qualified persons for appointment to the
post of Dental Surgeon, St. Vincent,
particulars of which are as follows:-
Appointment:
The post is pensionable, but ap-
pointment (non-pensionable) may be
on contract for a period of 3 years in
the first instance. A gratuity of
121/.% of salary is payable to con-
tract officers on the successful comple-
tion of their contract. The Officer
will be subject to the Colonial Regu-
lations and local General Orders
for the time being in force in so far
as they are applicable. The appoint-
ment will be subject to medical fitness.
Salary:
The salary is in the scale of $5,280
X 240-$7,440. The successful candi-
date may be appointed at a point in
the scale commensurate with his
qualifications and experience.
Qualifications:
Applicants should possess, a Dental
Qualification registrable in St. Vin-
cent, and should have had at least
three years post-graduate experience
in Practical Dentistry and some
experience in Social Dentistry.

Quarters:
Quarters are not provided, but in
the event that Government quarters
become available, the officer will be
required to pay rental not exceeding
10% of his salary, or 5% of the as-
sessed value of the quarters whichever
is the less. A rent differential is pay-
able in the event of quarters not being
available.

Leave and Leave Passages:
Vacation leave on full salary will
be granted as follows:-
(a) In the case of a permanent ap-
pointment, at the rate of 45
days for each period of 12
consecutive months resident
service;
(b) In the case of a contract, at the
rate of 1 week for each com-
pleted period of 3 months resi-
dent service, such leave to be
taken on the satisfactory com-
pletion of the period of the
officer's engagement.
Leave passages are provided in ac-
cordance with local regulations.


Passages:
Free passages from place of domi-
cile to St. Vincent will be provided for
the officer, his wife and children, not
exceeding 5 persons in all, on first ap-
pointment; children to be under 18
years of age and dependent on the
officer. In the case of an officer ap-
pointed on contract free passages back
to place of domicile will be provided
on the satisfactory completion of the
period of the officer's engagement.
Medical Attention:
Free medical attention and medi-
cines are not provided.
Duties:
Private practice is permitted, pro-
vided that it does not interfere with
the proper performance of his official
duties. The person engaged shall not,
either directly or indirectly, engage
or be concerned in any other services
or business whatsoever, excepting
private practice, or receive commis-
sions or profits of any kind, except
fees from private practice, but shall
devote the whole of his time and at-
tention to the service of the Govern-
ment and shall use his utmost exer-
tions to promote the interests of the
Government. He shall conform to the
General or Standing Orders of the
Government, and to the Colonial
Regulations for the time being in
force in so far as the same are appli-
cable.
General:
Government Officers are liable to
taxation imposed by local legislation.

Tenders are invited for the insurance
of Government owned Motor Vehicles
for the period 1st April, 1966 to 31st
March, 1967.
The number of vehicles for which in-
surance is required is 95 and tenders
should include quotations for insurance

value of each may be obtained on re-
quest from the Accountant General.

3.00 p.m. Friday 18th March, 1966

Chairman, Public Tenders Committee,
Ministry of Finance, Kingstown and
distinctly marked on the envelope
"Tenders for the Insurance of Govern-
ment owned Motor Vehicles".
The Government does not bind itself
to accept the lowest or any tender and
res rves the power of accepting any part
of a tender.

NOTICE

Under the Estate and Succession
Duties Ordinance No. 6 of 1939.

The attention of all Insurance Com-
panies is hereby drawn to Part VII
Miscellaneous Provisions Sec. 42(2) of
the Estate and Succession Duties Or-
dinance No. 6 ot 1939 which require
Insurance Companies to notify the
Commissioner and furnish such par-
ticulars of the policy as may be neces-
sary upon the receipt of Notice of the
death of a Policy Holder. AND FUR-
THER "No payment shall be made by
any insurance company to any person
claiming the Policy moneys on such a
policy unless a certificate has been ob-
tained from the Commissioner setting
forth that the duty..............................has been
paid or that no duty is payable.................."
Attention is also drawn to the
penalty under subsection 3 of the said
section in respect to contravention of
the Ordinance.
Accordingly all Insurance Com-
panies are hereby required to make
returns to the Estate Duty Commis-
sioner before the 15th April 1966 of
all policy holders dying within the
year 1966 and/or of all benefits paid
to persons upon the death of any policy
holder (within the year 1966). Such
returns in future must be forwarded
upon death of policy holders as re-
quired by the Ordinance.

INCOME TAX NOTICE.

TO THE GENERAL PUBLIC.

Every person concerned, not being an
Employee, is hereby reminded that the
latest date for the submission of Income
Tax Returns for assessment in the year
1966 is the 31st March, and that failure
to give notice of chargeability is an
offence against the Income Tax Ordin-
ance, rendering the person concerned
liable to a fine not exceeding SEVEN
HUNDRED AND FIFTY DOLLARS.
2. EVERY PERSON whose income
accruing in, derived from the Colony or
elsewhere and whether received in the
Colony or not for the preceding year,
exceeded the statutory limit of $6u0.00
is required to submit a return in the
prescribed form notwithstanding that on
account oL approved deductions no tax
may eventually be chargeable, and par-
ticular attention is directed to the fact
that the term "income" is deemed to
include not only money but also allow-
ances in kind.
3. Efforts are being made to send
forms to such persons. It is to be clearly
understood, however, that the Income
Tax Department is under no obligation
to send a return, form to anyone and
that a person is not exonerated from the
statutory liability of making a return
even though a form may not have been
received from the Department. Forms
may be obtained, on application, at the
Revenue Offices at Georgetown, Barrou-
allie, Bequia and Union Island, or in
any other district from the Police Sta-
tion situate therein or from the Income
Tax Department, Kingstown, where any
person requiring information in connec-
tion therewith is invited to enquire.
4. The form correctly completed
should be accompanied by all necessary
supporting statements. Specimens of
the form of account required from small
traders and from occuiers or cultiva-
tors of land will be supplied on request.

TRAINING IN CANADA UNDER
THE COMMONWEALTH
CARIBBEAN ASSISTANCE
PROGRAMME.


Applications are invited for the award
of Scholarships in Canada for the
Academic year commencing in Septem-
ber, 1966, to suitably qualified candi-
dates from St. Vincent, subject to the
provision of funds under the Canada/
Caribbean Programme. Candidates
should possess the Cambridge School
Certificate or its equivalent.

The Courses for which applications
will be received are as follows:

(a) Degree Level.
Veterinary Surgery, Analytical
Chemistry, English, Modern
Languages, Mathematics, Physics,
Social Science, Geography, Bio-
logy, Natural Science, Chemistry,
Home Economics.

(b) Sub-professional.
Surveying, Woodwork, Metal
work, Architecture, Building
Construction, Automobile Elec-
tricity, Plumbing, Secretarial
Practice, Library Assistant.

(c) Study Courses are also offered in
Public Administration, Business
Administration. Labour Leader-
ship, Co-operatives.

Each Scholarship covers expenses of
transportation, tuition fees, cost of ac-
commodation and other charges. Candi-
dates will be required to enter into a
bond with sureties to return to St. Vin-
cent at the end of the Course of Study
or training.

Candidates who wish to be considered
for the award of Courses must submit
in the first instance one copy of the pre-
scribed application forms, which could
be obtained from the Training Section
of the Ministry of Finance and should
be supported by original or certificated
true copies of transcripts of diplomas
or certificates.

VACANT POST OF WARDEN OF
THE KINGSTOWN
TOWN BOARD.

Applications are invited from suitably
qualified persons for appointment to the
post of Warden of the Kingstown Town
Board.
Salary: The salary of the post, which
is pensionable, is in the scale of: $5,028
X\'240--$5,988 per annum.
Qualification: Applicants must have
administrative experience. A knowledge
of Accounting and Building Construc-
tion will be an asset.
Duties: (1) The Warden shall be the
chief executive officer of the Board, and
shall perform all such duties as are or
may be conferred and imposed upon him
by order of the Board.
(2) The Warden shall attend the
meetings of the Board and of every
Committee, and shall keep minutes of
the proceeding. of every such meeting.
(3) The Warden shall reside in
Kingstown.
Applications which shall be addressed
to the Chairman of the Kingstown Town
Board, Kingstown, St. Vincent, should
reach the Board's Office not later than
the 15th April, 1966.
