A MESSAGE FROM THE ACTING ADMINISTRATOR.

During the few days since the Royal Visit I have been doing my best to
send letters of thanks to the very large number of people who did so much to
help in the preparations for it.
On Friday morning the 18th February, I received a letter from The
Queen's Private Secretary from which the following are extracts:-
"Her Majesty would be glad if you would convey her congratulations
and thanks to all-either in Government employment or in Voluntary
Organizations or private individuals-who co-operated in the preparation
of what proved to be a most interesting and effective programme, which
must have enabled her to see, and be seen by a large proportion of the
Island's population."
The same letter concludes:-
"Finally may I add the very sincere thanks of the Royal Household,
Officials and Staff for the Island's kindness and hospitality; we are'all
very sorry to leave St. Vincent."
To write individual letters to all "either in Government employment or
in Voluntary Organisations or private individuals who co-operated in the
preparations" would involve writing to thousands of people. I feel that I can
best comply with the instructions by issuing this message, in the hope that it
will be read or heard by the maximum number of people.
That it falls to my lot to occupy the position that I do, is of itself a
,ireat honour. To have held it during the visit of our Queen and Prince
Philip is almost overwhelming. The success of the Royal Visit was due to
the combined efforts of almost every inhabitant of St. Vincent and the

Grenadines. In all humility my wife and I offer to you all our sincere and
grateful thanks as well as our congratulations on the work you did and the
zest with which you did it.

Sunday the 13th February 1966, will remain a day which will, I am sure,
be remembered by all of us as long as we live.

PRESS RELEASES.

His Honour the Acting Administra-
tor has appointed Mr. J. V. ALVES,
Permanent Secretary in the Chief
Minister's Office as Liaison Officer with
the Tripartite Economic Survey Mis-
sion which is due to arrive here on
10th March. The Mission will consist
of two teams of five persons each. One
team will arrive on the 10th March and
leave on the 15th March, the other will
arrive on the 15th March and leave on
the 23rd March, 1966.
The full complement of the mission

Liaison Officer, in care of the Chief
lVMinister's Office so that suitable ar-
rangements could be made when the
Mission arrives.

ST. VINCENT AIR PHOTOGRAPHY.

The Minister of Communications and
Works would like to thank the general
public and the landowners who co-
operated so generously in permitting
the building and pre-marking of the
points on the ground required for the
Air Photography of the Island.
2. The white cloth panels forming
the crosses on the ground will have to
remain in place intil the end of March
and the land owners and general pub-
lic are requested to report their dam-
age or disturbance to the Lands and
Surveys Department or the nearest
Police Department.
3. The Department regrets any in-
convenience to the public that these
cloth panels may cause but it is as-
sured that these panels will save not
only time but money and improve the
quality of our assistance from over-
seas.

RHODESIA-EXCHANGE
CONTROL.

The following statement which was
issued by H.M. Treasury on 31st
January 1966 is published for general
information.
"It should be clearly understood
by all persons and bodies, whether
public or private and whether inside
or outside Rhodesia, that the present
illegal regime in that country is not
capable of incurring legal obligations
on behalf of the Government of
Southern Rhodesia and never has
been so capable.
Any person who lends money or
otherwise gives credit to or to the
account of the illegal regime, or any
agency, or purported agency thereof,
does so entirely at his own risk. He
cannot expect to be able to have re-
course, for the satisfaction of his
debt, against any security which the
illegal regime may have purported
to make available. When constitu-
tional Government is restored in
Rhodesia, the lawful Government
will not be bound to accept respon-

sibility for any obligations which
the illegal regime may have pur-
ported to incur, and it cannot be
assumed that it will meet them. Such
obligations include any authorities
for the purchase of foreign ex-
change to discharge debts incurred
by any resident of Rhodesia to per-
sons or bodies resident outside Rho-
desia."

INCOME TAX NOTICE.

TO THE GENERAL PUBLIC.


Every person concerned, not being a
Government Officer, is hereby reminded
that the latest date for the submission of
Income Tax Returns for assessment in
the year 1966 is the 31st March, and
that failure to give notice of charge-
ability is an offence against the Income
Tax Ordinance, rendering the person
concerned liable to a fine not exceeding
SEVEN HUNDRED AND FIFTY
DOLLARS.
2. EVERY PERSON whose income
accruing in, derived from the Colony or
elsewhere and whether received in the
Colony or not for the preceding year,
exceeded the statutory limit of $600.00
is required to submit a return in the
prescribed form notwithstanding that on
account of approved deductions no tax
may eventually be chargeable, and par-
ticular attention is directed to the fact
that the term "income" is deemed to
include not only money but also allow-
ances in kind.
3. Efforts are being made to send
forms to such persons. It is to be clearly
understood, however, that the Income
Tax Department is under no obligation
to send a return form to anyone and
that a person is not exonerated from the
statutory liability of making a return
even though a form may not have been
received from the Department. Forms
may be obtained, on application, at the
Revenue Offices at Georgetown, Barrou-
allie, Bequia and Union Island, or in
any other district from the Police Sta-
tion situate therein or from the Income
Tax Department, Kingstown, where any
person requiring information in connec-
tion therewith is invited to enquire.
4. The form correctly completed
should be accompanied by all necessary
supporting statements. Specimens of
the form of account required from small
traders and from occupiers or cultiva-
tors of land will be supplied on request.

WHEREAS it is enacted by section 1 of the Workmen's Compensation
Ordinance, 1963, that the said Ordinance shall come into force on such date as
the Administrator may appoint by proclamation published in the Gazette:

Now THEREFORE I, JOHN LIONEL CHAPMAN, the Officer for the time being
administering the Government of the Colony of Saint Vincent, pursuant to the
authority in me vested by the said Ordinance do hereby proclaim that the
aforesaid Ordinance shall come into operation on the 15th day of March, 1966.

GIVEN under my hand and the Public Seal of the Colony of Saint Vincent
at Government House in the said Colony this 21st day of February,
