PAYMENT OF SALARIES FOR DECEMBER,
1963.

It is hereby notified that salaries and
other allowances payable to Govern-
ment Employees during the month of
December, 1963, will be paid at the
Treasury, Kingstown, or District Rev-
enue Offices, on Friday, 20th December,
1963.

PAYMENT OF PENSIONS AND ALLOWANCES
FOR DECEMBER, 1963.

It is hereby notified that all allow,
ances payable to Pensioners from the
funds of the Colony in respect .of the


month of December, 1963, will be paid
at the Treasury, Kingstown, or District
Revenue Offices, on Monday, 23rd
December, 1963.

PAYMENT OF CLAIMS FOR DECEMBER,
1963.

Contractors, Merchants and all other
persons having claims against the
Government of St. Vincent are hereby
requested to forward such claims to the
Government Departments concerned on
or before the 19th day of December,
1963 in order to ensure the payment
thereof before the close of the current
financial year at 31st December.
2. Similarly, all persons indebted to
the Government of, St. Vincent for goods
supplied or services rendered are hereby
requested to settle these accounts on or
before the 31st December, 1963.

NOTICE

THE CARIBBEAN ORGANIZATION
FELLOWSHIP PROGRAMME.

The Caribbean Organization proposes
to provide a number of new fellowships
in 1964 and this territory is now eligible
to participate in the programme. Gov-
ernment employees as well as members
of the general public are eligible to
apply.
2. Information and conditions gov-
erning the fellowship are as follows:-
(1) Eligibility:
Nationals or permanent residents
in the Caribbean area of the Member
countries of the Caribbean Organiza-
tion, other than citizens of the United
States of America, and nationals or
permanent residents in the Caribbean
area of countries which enjoy special
observer status in the Caribbean Or-
ganization i.e. Antigua, Barbados,
Dominica, Grenada, Montserrat, St.
Kitts-Nevis-Anguilla, St. Lucia and
St. Vincent are eligible to apply for
fellowships.
(2) Age Limits and Marital Status:
Applicants must be over 17 years
of age on September 1 of the year in
which they apply for a fellowship.
Applicants for undergraduate train-
ing must be under 35 years of age
on the same date. Applicants for
graduate work will be eligible for
consideration up to 45 year .of age.

A male applicant who is married
will be required to submit a state-
ment to satisfy the Selection Board
indicating how his family obligations
will be met during the period of his
fellowship.
(3) Value of Fellowship Grants:
Fellowship grants will include
travel to and from the university at
the beginning and end of the period
of training, tuition fees, a subsistence
allowance to meet expenses of board
and lodging, books, laundry, inciden-
tal expenses, and fees charged by the
university. Students attending courses
of more than two years' duration may
be provided with passages to return
home during the second summer va-
cation. During the period that a
student is back at his home, he will
ndt normally receive any subsistence
or other allowance.
(4) Length of Fellowship:
Fellowships will be awarded on an
annual basis and will be renewable
annually at the discretion of the
Secretary-General of the Caribbean
Organization up to a total period not
exceeding four years.
(5) Field of Study:
Until further notice, fields of study
will be limited to agriculture, econo-
mics, engineering, public adminis-
tration, teacher education.
(6) Where Tenable:
Fellowships are tenable for under-
graduate or post-graduate study at
Universities in the continental United
States of America, Puerto Rico or the
University of the West Indies.
(7) Submission of Applications:
Applications must be submitted to
the Caribbean Organization through
the applicants' Government. Appli-
cations sent direct to the Caribbean
Organization will be disregarded.
(8) Procedure and Closing Date:
Member Governments of the Or-
ganization will arrange their own
procedure and fix their own closing
dates for accepting and processing
applications.
(9) Selection Board:
Applications will be considered,and
fellowships will be awarded by an
independent board appointed by the
Secretary-General of the Caribbean
Organization.
(10) Notification of Award:
Applicants will be notified imme-
diately after the Board has completed


its selection. Fellowships, will, how-
ever, be awarded subject to the accept-
ance of the applicant by a university
for the course selected.
(11) Termination of Fellowships:
Fellowships may be terminated if
the programme is terminated or if a
university considers that the standard
of work or behaviour of a student
makes him unfit to remain at that
university. In such cases, fellowship
holders will be returned to their home
country.
(12) Language of Training:
Applicants selected for training at
a University in the Continental Unit-
ed States, at the Inter-American
University of Puerto Rico, or at the
University of the West Indies, must
be proficient in English. If the can-
didate's mother tongue is other than
English, a certificate of proficiency in
that language from a qualified teach-
er of English must be submitted along
with the application. Applicants
selected for training at the University
of Puerto Rico, or the Catholic Uni-
versity of Puerto Rico must be pro-
ficient in Spanish and must be able
to read English. A Certificate of
proficiency in Spanish from a quali-
fied teacher of Spanish must accom-
pany the application.
(13) Campus Accommidation:
Undergraduate students will nor-
mally be required to occupy campus
accommodation whenever it is avail-
able.
(14) Immigration and Health
Regulations:
Students awarded fellowships are
responsible for complying with immi-
gration and health regulations re-
quired by the Government of the
country in which the university is
situated or by the university itself.
Failure to qualify under these regu-
lations for any reason will render a
fellowship invalid.
3. Applications will be received by
the Permanent Secretary in the Chief
Minister's Office no later than January
6th, 1964, from persons who are quali-
fied to enter a University at the under-
graduate or graduate level.
4. Further information along with
application forms may also be obtained
from the Permanent 'ecretaty.
