NEW ISSUE POSTAGE STAMPS.

The General Public is hereby inform-
ed that arrangements are being made
to put on sale a New Definitive Issue
of Postage Stamps of St. Vincent to-
wards the end of 1964, and for this
purpose it is necessary to select as soon
as possible subjects of particular local
interest to appear on these stamps.
A Committee has been appointed to
give consideration to this matter and to
make recommendations in connection
therewith, and it has been decided to
invite local photographers and artists
to submit photographs or small paint-
ings of such subjects of local interest
which can be recommended for approv-
al of the Government.
The following subjects are suggested:
(a) St. Vincent Parrot
(b) Harvesting of a Field of
Arrowroot
(c) Sea Island Cotton (preferably
in bloom)

Local Photographers-Artists and
other interested persons are therefore
invited to submit suitable photographs,
paintings, or views of any or all of the
above subjects to the Chairman of the
Postage Stamps Committee, Ministry of
Finance not later than 31st October,
1963. Other subjects not included in
the above list will not be excluded from
selection.
Photographs should be of at least
post card size-coloured photographs
will be acceptable in the usual small
size.
A prize will be awarded for each'
photograph or painting finally selected
by the Committee, but it will be under-
stood however that any photographs or
paintings which the Government de-
cides to accept and use for the purpose
of the Postage Stamps Issue will be
retained as the property of the Govern-
ment.
It is earnestly hoped that all inter-
ested persons will participate in this
effort to improve the design of the
territory's Postage Stamps,

Appointment:
Applications are invited from suit-
ably qualified persons (Male) to fill the
vacant post of Clerk-Typist, Central
Housing and Planning Authority.
The post is pensionable. Salary is in
the scale $1,032 x $72-$1,248/$1,344
x $84-$1,512. The point of entry will
depend upon the qualifications and ex-
perience of the candidate selected.

EDUCATION NOTICES.

General Certificate of
Education Examination of the
University of London.

It is hereby notified for the informa-
tion of interested persons that the Gen-
eral Certificate of Education Examina-
tion of the University of London will
be held in St. Vincent in June 1964.
Before applicants will be accepted as
candidates for this Examination, they
must 'be certified by the Education
Officer as fit to take it. For such pur-
pose,! the Education Officer will require
evidence that the applicant has been
pursuing a suitable course of study.
Candidates may offer from one to ten
subjects at the Ordinary Level, and/or
from one to five subjects at the Ad-
vanced Level. They will be eligible
for a Certificate in respect of the
subjects in which they pass.
The Authorities of the University
have given notice of increases-with
effect from the June 1964 examination
-in both the Initial entry fee and the
Advanced Level subject fee, and the
fees now payable are as follows-
(i) An initial entry fee of seven
dollars and twenty cents.
(ii) An examination fee of two
dollars and forty cents per
subject at Ordinary Level,
and seven dollars and twenty
cents per subject at Advanced
Level.
(iii) A fee of four dollars per
person to cover the cost of
transportation of scripts to
London by air.
Candidates should submit to the
Local Correspondent in writing not
later than the 31st January, 1964, their
full names, Birth Certificate, subjects

The Government of Canada have in-
vited applications for the award of
Commonwealth Scholarships, tenable in
Canadian Universities, to suitable men
and women from the West Indies under
their Commonwealth Scholarship Plan
1964-65.
2. Applicants should not have
reached their 35th birthday by 1st
October, 1964, but in special circum-
stances this age limit may be raised.
3. These scholarships are awarded
for advanced study or research, and
are open to students who before they
take up a Scholarship hold a Bachelor's
or Master's degree from a recognized
University, or some equivalent qualifi-
cation. Under special circumstances
applications will be considered from
undergraduates if the programme of
studies thyk wish to follow is not avail-
able in their own country.
4. Awards will normally be made
for a period of two academic years but
when a programme of studies so requires
they will be made for a shorter or
longer period.
5. Each scholarship covers expenses
of travel, living and study during its
tenure.
6. Successful candidates must pro-
mise to return to St. Vincent at the end
of their scholarship period.
Further details may be obtained from
the Acting Education Officer.
Candidates who wi.h to be consid-
ered for the award of scholarships must
submit six copies of the prescribed
application form d!ly completed and
supporting documents (other than
birth certificate) to the Acting Educa-
tion Officer, not later than 31st Octo-
ber, 1963.

WHEREAS it is enacted by section 6 of the Cocoa (Cess) Ordinance, 1962,
that the said Ordinance shall come into force on a day to be appointed by the
Administrator by Proclamation published in the Gazette:

Now THEREFORE I, SAMUEL HORATIO GRAHAM, the Officer for the
time being administering the Government of the Colony of Saint Vincent,
pursuant to the authority in me vested by the said Ordinance do hereby
proclaim that the aforesaid Ordinance shall come into operation on the 24th
day of September, 1963.

GIVEN under my hand and the Public Seal of the Colony of Saint Vincent
at Government Office in the said Colony this 19th day of September,
