COMMISSION OF ENQUIRY.

It is announced for the information of the public that the Commission of
Enquiry appointed to enquire into certain irregularities in the Public Works
Department of St. Vincent held its first meeting at the Legislative Council
Chamber, the Court House Building, Kingstown, on Monday, 9th September,
1963, and will continue each day at 9.00 a.m. Any members of the public
desiring to give evidence before the Commission are requested to send their
names and addresses to the Secretary of the Commission at Government Office
not later than Saturday, 14th September, 1963.
Any persons desiring to submit memoranda within the terms of reference
cf tih Commission are requested to forward them to the Secretary not later
than Saturday, 14th September, 1963 aforesaid.

NEW ISSUE POSTAGE STAMPS.

The General Public is hereby inform-
ed that arrangements are being made
to put on sale a New Definitive Issue
of Postage Stamps of St. Vincent to-
wards the end of 1964, and for this
purpose it is necessary to select as soon
as possible subjects of particular local
interest to appear on these stamps.
A Committee has been appointed to
give consideration to this matter and to
make recommendations in connection
therewith, and it has been decided to
invit. local photographers and artists
to submit photographs or small paint-
ings of such subjects of local interest
which can be recommended for approv-
al of the Government.
The following subjects are suggested:

Local Photographers-Artists and
other interested persons are therefore
invited to submit suitable photographs,
paintings, or views of any or all of the
above subjects to the Chairman of the
Postage Stamps Committee, Ministry of
!Finance not later than 31st October,
1963. Other subjects not included in
the above list will not be excluded from
selection.
Photographs should be of at least
post card size-coloured photographs
will be acceptable in the usual small
size.
A prize will be awarded for each
photograph or painting finally selected
by the Committee, but it will be under-
stood however that any photographs or
paintings which the Government de-
cides to accept and use for the purpose
of the Postage Stamps Issue will be
retained as the property of the Govern-
ment.
It is earnestly hoped that all inter-
ested persons will participate in this
effort to improve the design of the
territory's Postage Stamps.

sion to prepare a Housing and
Industrial Scheme for a portion of
the Arnos Vale Estate situated in
the Parish of St. George and to
declare the said portion of land a
Housing and Industrial area.

Planning Ordinance No. 2 of 1946.

The following RESOLUTION which
was passed at a meeting of the Central
Housing & Planning Authority on the
29th day of August, 1963, is published
for general information.
RESOLUTION.
BE IT RESOLVED and it is hereby
RESOLVED the CENTRAL HOUS-
ING AND PLANNING AUTHORITY
have this 29th day of August, 1963,
decided to prepare a Scheme for Hous-
ing and Industrial development, under
the provision of Section 7 of the Town
and Country Planning Ordinance No. 2
of 1946 for
All that parcel of land measuring
more or less 60 Acres and lying in
the Parish of St. George, being a part
of the Arnos Vale Estate, (save and
except that portion reserved for the
Arnos Vale Air Strip and Terminal
Buildings) and bounded on the North
by the Windward Highway and pri-
vate lands, on the South by Great-
head Bay and Greathead River, on
the East by the Greathead River, and
on the West by private lands.
A Plan of the portion of land bearing
No. G503 can be seen at the office of
the Crown Surveyor and at the office
of the Central Housing & Planning
Authority.

Revised Edition 1926, Cap. 194 of the "Land and House Tax Ordinance"
section 49 as replaced by Ordinance No. 12/1954, the following properties which

IMPORTANT NOTICE

COTTON GROWERS

Arrangements have been made for
Cotton Growers to purchase sulphate
of ammonia on credit through the
Marketing Board, Kingstown. Sul-
phate of ammonia on credit will, how-
ever, only be available to those persons
who plant 1/4 acre or more land in cot-
ton, and who can satisfy an agricultural
officer in their area that their cotton
was planted between 15th August and
1st October, 1963. Persons planting
less than 1/4 acre of cotton or who plant
after 30th September, 1963, will not be
eligible for fertilizer on credit terms.
To obtain the fertilizer growers must
observe the following rules:


(1) Plant their cotton sometime be-
tween 15th August and 1st
October, 1963.
(2) Plant 1/ acre or more cotton.
(3) Register at the Agricultural De-
partment as Cotton Growers and
obtain their Seller's Record or
'Cotton Purchase Book' as it is
commonly called. No grower
lwho registers after 1st October,
1963, will be eligible for fertili-
ser even if he (she) has planted
more than 1/4 acre cotton.
(4) Take the 'Cotton Purchase Book'
to the Agricultural Officer in
their district and have him fill in
the necessary information on the
back cover of the book.
(5) After this take the book to the
Marketing Board where the
necessary quantity of fertilizer
will be issued.
Growers who follow these instruc-
tions will be eligible to receive fertili-
ser on credit up to the rate of 400 lbs.
sulphate of ammonia per acre.
The cost of the fertilizer will be de-
ducted from growers when they sell
their seed cotton to the ginnery.
Note: Growers who 'lose' their
Seller's Record or who sell their
cotton to another grower will still have
to pay for fertilizer obtained on credit.

ANIMALS (DISEASES AND IMPORTATION) (PROHIBITION)
REGULATIONS.


(Gazetted 10th September, 1963).


1. Short title. These Regulations may be cited as the Animals (Diseases
and Importation) (Prohibition) Regulations, 1963.
2. Interpretation. In these Regulations the expression "horses" shall
include mares, mules, donkeys, zebras and other equines.
3. Prohibition of Importation. The importation into the Colony of
horses from Trinidad and Tobago is hereby prohibited.

(Diseases and Importation) Ordinance, 1954, (No. 27 of 1954) this 3rd day
of September, 1963.

THE 0ALLIAQUA TOWN BOARD (WATER RATES) BY-LAWS.


(Gazetted 10th September, 1963.)


1. Short title. These By-laws may be cited as the Calliaqua Town Board
(Water Rates) By-laws, 1963.
2. Interpretation. In these By-laws-
"Board" means the Calliaqua Town Board.
"Person" includes body corporate, company and partnership.
"Town" means the town of Calliaqua.
3. Rates for Private Water Service. There shall be paid to the Board
for the use of the Town the following additional annual charges leviable on
premises with private water services:-


1. Piped Water Supply:
(a) A pipe with a bore of %3 inch
(in town) ......
