an official visit. His Honour expects to return to the mainland
on 31st August, 1963.

In pursuance of authority conferred upon him by the St.
Vincent (Constitution) Order in Council, 1959, His Honour the
Administrator has issued a Commission appointing EDWARD
ALEXANDER BRATHWAITE, Esquire, Chief Secretary, St. Vincent,
to be Administrator's Deputy, St. Vincent, with.effeet from 29th
August, 1963, and until further notice.

Order of the British Empire, Administrator of SAINT VINCENT,
[ L.S. ] issued under my hand and the Public Seal of the Island of SAINT
VINCENTr 'at Government Office in the said Island of SAINT
VINCENT, this 28th day of August, One thousand nine hundred
and sirty-three.

GREETINGS:

BY virtue of the power and authority vested in me by the SAINT VINCENT
(CONSTITUTION) ORDER IN COUNCIL, 1959, I do by this Commission under the
Public Seal of the Island of SAINT VINCENT appoint you the said EDWARD
ALEXANDER BRATHWAITE, Chief Secretary, St. Vincent, to be my Deputy within
the said SAINT VINCENT from on or about the 29th day of August, One
thousand, nine hundred and sixty-three and until further orders, and in that
capacity should the necessity arise for so doing, to exercise, perform and
execute for and on behalf of the Administrator of SAINT VINCENT during the
period recited, but no longer, all things that belong to the office of Administrator
of SAINT VINCENT according to the tenor of the SAINT VINCENT (CONSTITUTION)
ORDER IN COUNCIL, 1959, already recited or in other Orders in Council adding
to, amending or substituting for the same, and subject to the Royal Instructions
and other Instructions passed under the Royal Sign Manual and Signet to the
Administrator of the said SAINT VINCENT.

II. AND I Do HEREBY DIRECT that you the said EDWARD ALEXANDER
BRATHWAITE shall not continue to act as Administrator's Deputy after the
Administrator has arrived at the mainland of SAINT VINCENT or some other
Officer having prior right to so act or to administer the. Government of SAINT
VINCENT has notified that he is about to assume it.
III. AND I Do HERERY REQUIRE and command all and singular Her
Majesty's Officers, Civil, Military, Naval, Air and otherwise, and all others
Sthe inhabitants of the said SAINT VINCENT and all others whom it may concern
to take due notice thereof and to give their ready obedience accordingly.

The Instrument appointing the Commissioners to enquire
into certain aspects of the Public Works Department, etc., is
published hereunder for general information.

DUNSTAN MAURICE BYRON CROMWELL, M.B.E.,
ALEXANDER T. HALEY, Esquire, Financial Secretary, St. Kitts.

GREETINGS:
WHEREAS it is provided by Section 2 of the Commissions of Enquiry
Ordinance, Chapter 160 of the Revised Laws of Saint Vincent, that whenever
the Administrator shall deem it advisable it shall be lawful for him to issue
a Commission appointing one or more Commissioners to enquire into any
matter in which an enquiry would in the opinion of the Administrator
be for the public welfare:
AND WHEREAS in the opinion of the Administrator it would be for the
public welfare to enquire into and report upon-
(a) the method of employment of Road Gangs in the Public Works
Department of Saint Vincent, during the period 1st January, 1961,
to 31st July, 1962;
(b) the method of supervision in respect of the actual attendance in Road
Gangs and work done by members of these gangs during that period;
(c) the method of keeping records by the Public Works Department in
respect of wages actually earned, materials supplied and persons
properly payable for work done on Roads and other Works for the
Department during that period;
(d) the method of payment during that period, by Treasury officials to
members of Road Gangs and other persons for work done for and
materials supplied to the Public Works Department in connection with
the building, repairs and general care of Roads in the Territory, and
the receipt and destination of such payments;
(e) the question generally whether there has been full compliance with
the provisions of the Statutory Laws, General Orders, and Financial
and Store Rules of the Territory in respect of the above matters during
the period 1st January, 1961, to 31st July, 1962.

AND WHEREAS it is expedient that for the abovementioned purposes a
Commission should be issued under the provisions of the Commissions of
Enquiry Ordinance (Chapter 160) :

Now KNOW YE THAT I, SAMUEL HORATIO GRAHAM, Administrator of Saint
Vincent as aforesaid, reposing full confidence in your zeal, discretion and
ability, do appoint you, the said ELVIN L. ST. BERNARD, DUNSTAN MAURICE
BYRON CROMWELL, and ALEXANDER T. HALEY to be the Commissioners under
the said Ordinance to make diligent enquiries into and report upon all the
facts relating to the matters set out above.

AND I DIRECT THAT you the said ELVIN L. ST. BERNARD shall be Chairman
of the Commission.

AND I FURTHER DIRECT THAT you the said Commissioners in your report
make recommendations for the improvement or remedying of such situations
in regard to the subjects of the enquiry as in your opinion are in need of
improvement.

AND I FURTHER DIRECT THAT the said enquiry shall be made on such days
and at such places as you the Commissioners shall deem proper and necessary
and that you shall make such report and recommendations in the premises
as may to you seem fit with all convenient speed.

AND I FURTHER DIRECT THAT the first meeting of the Commission to be
held in public and the other meetings in public or in private as you the Com-
missioners in your discretion shall think fit.

AND I Do HEREBY APPOINT O'Neale Sinclair Barrow, Esquire, to be the
Secretary of the Commission to attend the meetings and generally to perform
such duties as Secretary as are prescribed by law.

AND I CHARGE AND COMMAND all officers and others Her Majesty's loyal
subjects in the Colony that in their several places and according to their
several powers and abilities they may be aiding and assisting you in the execu-
tion of this your Commission.

GIVEN under my hand and the Public Seal of the Colony of Saint
Vincent at Government Office in the said Colony this 28th day
of August, One thousand nine hundred and sixty-three in the
twelfth year of the reign of Her Majesty QUEEN ELIZABETH THE
SECOND.
