COMMONWEALTH DAY MESSAGE
24th MAY 1963.

Chairman of the Joint Commonwealth
Societies' Council
Advance from empire to Commonwealth is almost complete; since May
24th last year, three more countries-Jamaica, Trinidad and Uganda-have
become full members.
In this period of change there must be difficulties; weaknesses may seem to
appear in the Commonwealth links. But what really matters is that the
advance from empire brings with it great opportunities. WV', the people of
the Commonwealth, find ourselves involved in a great adventure in the
development of world society.
The Commonwealth is not just to do with nations; it is to do with human
beings. The more we can develop the personal links through practical
day-to-day co-operation-in schools, in the profes icns, amonr b'hs~ine.
people, and at all levels of civil administration--Jth better w.e shall be abli
to bind the Commonwealth together.
The Duke of Edinburgh reminded us recently that the aim of a group of
nations should be "To create a community in which the swa ing arjmucnts
of politics can take place without cracking the structure of ih co --rnit: ,
wherein people can continue to enjoy their (rfltures, manner;. c; torn; an,
points of view, but where they can help eaic other in materr; o:' co:-r-cn
practical concern."
Throughout the Commonwealth there is already a gre:t cro3T-web.!i;:
of practical co-operation. We must strengthen the-e foindati.n'D so that
they will withstand the inevitable political stresses. It will be tough go.iri;,
but rich rewards lie in store for us all, if we work together. The poor uned
the help of the rich; the uneducated need the help of the educated; the sick
need the help of the healthy. In our Commonwealth of Nations, we have
surely the best means of providing this help.

RELEASE FROM THE MINISTRY
FOR SOCIAL SERVICES.

URBAN AND RURAL REHABILITATION.

The Secretary of State for the Colo-
nies has approved a supplementary
grant of 17,268 ($82,886.40) from
C.D.W. Funds to meet the most urgent
needs for rural and urban rehabilita-
tion in St. Vincent and to continue and
expand the housing programme as far
as is possible from revolving fund
moneys and from local funds.
The main objects of the proposed
scheme are (a) To assist needy families
to build better houses on lands already
held by Government and to repair, re-
move and re-erect existing buildings on
new sites and (b) to provide roads and
proper drainage for the areas on which
the schemes are to be developed.

ward Islands and Leeward Islands in
its CRIMINAL JURISDICTION will
