Leave and Leave Passages:
Vacation leave on full salary will
be granted as follows:-
(a) In the case of a permanent
appointment, at the rate of 45 days
for each period of 12 consecutive
months resident service.
(b) in the case of a contract, at
the rate of 1 week for each completed
period of 3 months resident service,
such leave to be taken on. the satisfac-
tory completion of the period of the

Leave passages are provided in ac-
cordance with local regulations.
Passages:
Free passages from place of domi-
cile to St. Vincent will be provided
for the officer, his wife and children,
not exceeding 5 persons in all, on first
appointment; children to be under 18
years of age and dependent on the
officer. In the case of an officer ap-
pointed on contract free passages
back to place of domicile will be pro-
vided on the satisfactory completion
of the period of the officer's engage-
ment.
Medical Attention:

Duties:
The duties of the Education Officer
are mainly administration of the Edu-
cation Department and include re-
sponsibility for Primary, Secondary
and Technical Education and any
other suitable duties which the Gov-
ernment may call upon him to
perform.
General:
Government Officers are liable to
taxation imposed by local legislation.

VACANCY FOR FIELD ASSISTANT TO
CANE FARMING OFFICER.

Applications are invited for the post
of Field Assistant to the Cane Farming
Officer, Department of Agriculture, St.


Vincent. Knowledge of sugar-cane
farming will be an asset.
The post is non-pensionable, and ap-
pointment will be for a period of about
one year in the first instance in the
salary scale $1,416 X $72-$1,704, plus
20% salary addition.
The successful applicant will be under
the direct supervision of the Cane Farm-
ing Offieer., He must be able to drive
and must hold' a driver's permit.
Applications should be addressed to
the Chief Secretary, Government Office,
St. Vincent, and should reach him not
later than 10th March, 1961.

VACANT POST OF LEGAL ASSISTANT,
ST. VINCENT, THE WEST INDIES.

Applications are invited from suit-
ably qualified candidates for appoint-
ment to the post of Legal Assistant, St.
Vincent, particulars of which are as
follows:-
Appointment:
The post is at present non-pension-
able, but steps will be taken to declare
it pensionable.
Appointment may be on contract
for a period of 3 years in the first
instance.
Duties:
The duties of the post are:-
(1) to prosecute for the Crown in
the Courts of the Colony and
to appear for the Government
in civil proceedings as direct-
ed by the Attorney General;
(2) to act as a legal adviser to
Government, under the general
direction of the Attorney Gen-
eral.
(3) to draft or assist in drafting
legislation and -legal .instru-
ments ;
(4) to be additional Magistrate for
St. Vincent; and
(5) to perform any other duty and
render any further assistance
to the Attorney General as may
be directed.
Qualifications:
The qualifications required are
those of a Barrister-at-Law.
Salary:
The salary is in the scale $3,456 X
$144-$4,896. A general salaries re-
vision is, however being considered,
and it is expected that the salary of
the post will be increased.

mined by the candidate's experience
and qualifications.
Allowances:
Travelling and subsistence allow-
ances will be payable in accordance
with local' regulations in respect of ap-
proved travel on duty.
Quarters:
Quarters are not provided, but in
event of Government quarters being
available the officer will be required
to pay rental not exceeding 10% of
salary.
Passages;
Free passages to St. Vincent will be
provided on first appointment for the
officer, his wife and children not ex-
ceeding five persons in all. Children
to be under 18 years of age, unmarried
and dependent on the officer. In the
case of a contract appointment, free
passages will be provided on the satis-
factory termination of the contract.

THE PENSIONS (AMENDMENT) ORDI-
..NANCE, 1960 -No. 20 of 1960.

The attention of-serving and retired
officers is drawn to the Pensions
(Amendment) Ordinance, 1960 (No. 20


of 1960) which amends Ordinance No. 16
of 1948.
2. The effect of Section 3 of the Pen-
sions (Amendment) Ordinance, No. 20
of 1960, is that it empowers officers who,
before the change in the Pensions Con-
stant in 1952 opted to have the provi-
4ious of the old Pensions Law apply to
them, to re-opt finally and irrevocably
before the 30th day of June, 1961 to
have the 1948 Law apply to them.
3. Officers appointed on or after 3rd
August, 1948 are not affected as they
automatically come under the provisions
of the 1948 Ordinance.
4. Officers who are affected, and who
desire to exercise the option of having
the provisions of the 1948 Ordinance
apply to them should give the necessary
notice in writing to His JIonour the
Administrator before 30th June,- 1961.

FEDERAL DEVELOPMENT LOAN
AND GUARANTEE FUND.

The Federal Development Loan and
Guarantee Fund comes into operation on
3rd January, 1961. All the technical
preparations, as announced by the Minis-
ter of Finance in the House of Represen-
tatives on Monday, 21st November, 1960,
have been completed.
The Informational Guide and standard
forms of application will be available at
the following registered commercial
banks in The West Indies:-
Barclays Bank D.C.O.
Royal Bank of Canada
Bank of Trinidad (Gordon Grant
Ltd.)
Bank of London and Montreal
Canadian Bank of Commerce
First National City Bank of New
York, Jamaica
Bank of Nova Scotia.
Prospective investors who wish to make
use of the facilities of the fund may
apply for loans or guarantees through
their own or any of the registered banks
mentioned above.
The Fund which has a capital of
$8,2000,000 will provide medium and long-
term loans and loan guarantees to inves-
tors with small and medium-sized en-
terprises including the hotel industry
and servicing industries associated with
the development of tourism. The main
aim of the Fund's operation will be to
stimulate activity in the private invest-
ment sector of the Federal economy. As
announced earlier, the Royal Bank of
Canada will be the depository for the
fund, and will channel loans to investors
through the network of commercial
banks in The West Indies.

The Federal Government will be re-
sponsible for the administration of the
Fund in regard to policy and approval of
loan applications. The Minister of
Finance, assisted by a Committee of
which he will be Chairman; by an Ad-
visory Board and by the Economic De-
valopment Adviser, will act on behalf
of the Federal Government in carrying
out this function. The Committee will
consist, in addition to the Minioter of
Finance, of Senator Byfield, Minister
without Port-Folio, and the Federal
Attorney General. The Advisory Board
will comprise three voting members: the
Federal Financial Secretary, the Per'ma-
nent Secretary, Ministry of Trade and
Industry, and Mr. A. C. Hale, the Presi-
cent of the Incorporated Chambers of
Commerce of the B.itish Caribbean. The
i: onomic Development Adviser will be
available to the Boards for advice on
general policy and on operation .L the
Fund.
The Fund will not directly or indirect-
ly assume private enterprise functions,
r.r will it undertake the management
of any enterprise. In particular, the
Fund will not compete with commercial
banks in the field of short-term loans.
Its field of activity will be confined to
medium ana long-term loans and
-guarantees, (2-10 years) which, par-
ticularly for small enterprises, are not
normally provided by commercial banks.
A definition of "small industries", as well
as detailed information on the terms
and conditions under which leans will
be given, are to be found in an explana-
tory booklet which will be available on
request from all commercial banks listed
above.

INCOME TAX NOTICE.


TO THE GENERAL PUBLIC.


Every person concerned, not being a
Government Officer, is hereby reminded
that the latest date for the submission
of Income Tax Returns for assessment
in the year 1961 is the 31st March, and
that failure to give notice of charge-
ability is an offence against the Income
Tax Ordinance, rendering the person
concerned liable to a fine not exceeding
SEVEN HUNDRED AND FIFTY
DOLLARS.
2. EVERY PERSON whose income
accruing in, derived from the Colony
or elsewhere and whether received in
the Colony or not for the preceding
year, exceeded the statutory limit of
$480.00 is required to submit a return
in the prescribed form notwithstanding
that on account of approved deductions
no tax may eventually be chargeable,
and particular attention is directed to
the fact that the term "income" is
deemed to include not only money but
also allowances in kind.
3. Efforts are being made to send
forms to such persons. It is to be
clearly understood, however, that the
Income Tax Department is under no
obligation to send a return form to any-
one and that a person is not exonerated
from the statutory liability of making
a return even though a form may not
have been received from the Depart-
ment. Forms may be obtained, on ap-
plication, at the Revenue Offices at
Georgetown, Barrouallie, Bequia and
Union Island, or in any other district
from the Police Station situate therein
or from the Income Tax Department,
Kingstown, where any person requiring
information in connection therewith is
invited to enquire.
4. The form correctly completed,
should be accompanied by all necessary
supporting statements. Specimens of
the forms of account required from
small traders and from occupiers or
cultivators of land will be supplied on
request.

POLICE NOTICE.


INSTRUCTORS OF PERSONS LEARNING TO
DRIVE.

The Police Traffic Department will be
carrying out examinations for the pur-
pose of compiling a list of persons who
are qualified to act as instructors of
persons learning to drive motor vehicles.
Persons who are desirous of being
examined should possess the following
qualifications:-
(a) Have been the holder of a Driv-
ing Permit for at least three (3)
years.
(b) Have a thorough knowledge of
the Highway Code.
(c) Subject themselves to a driving
demonstration and be prepared to
answer questions arising out of
(b).
A list of persons who are so qualified
will be kept at the Licensing Office of the
Inland Revenue Office and also the
Traffic Department for the information
of the General Public.
This notice shall come into effect as
from 4th February, 1961.
