LEGISLA VE COUNCIL.

BITDGET SESSION.

97[TT DErPEJRBER, 1960.

It is hereby notified for gu'.cral infi',mnation that the Budget Session of
the Legislative Council, in respect of th, 19;l1 Estimates, will be held at the
Council Chamber, Kingstown. on Tihursday, 29th December, 1960, at 10.00 a.m.
It will be appreciated that there is limited seating and standing accom-
modation in the Council Chamber and the Public is requested to take notice of
the following arrangements and to co-operate as fully as possible:-
(1) Special Invitees
Special invitations will be issued, as usual, to leading persons in the
community, and seating accommodation will be reserved for these invitees.
Tickets will be issued to them which must be presented to the Constable
stationed at the Eastern Door, i.e. the door leading up the stairs to the
old C-own Attorney's O (ice. All special invitees, as well as Members of
Executive and L[ i'Maii'e iCoui-iLl l le admitted by this door.
(2) Scating acconomodalion
There will remain, after accommodation is reserved for special invitees,
seats for not more than one hundred (100) other persons. These seats will
not be reserved, but will be allocated to the first hundred persons entering
the Council Chamber by the Western Door, i.e. the door leading up the
stairs to the Magistrate's Office. A constable will also be stationed at this
door to ensure that entry is made in an orderly manner.
(3) Standing accommodation
There will be standing accommodation for not more than forty (40)
persons in the Chamber. These persons will also be allowed access to the
Chamber by the Constable stationed at the Western Door, after all seating
accommodation is exhausted.

(4) Lobby
A limited number of persons will be allowed to stand in the Lobby
after the Chamber is filled. A Constable will be stationed at the head of
the stairs, outside the Magistrate's Office, to direct persons into the Cham-
ber and in the Lobby.
(5) Press
Four (4) seats will be reserved for the Press, one of which will be
for the representative of the Vincentian newspaper. The three (3) remain-
ing seats will be allocated to the three correspondents, who, on presentation
of their credentials to the Clerk of the Legislative Council at Government
Office, before the 29th day of December, obtain the tickets held by him. No
other correspondents will be allowed in the Press Section.
(6) Public address system
A Public Address System will be installed to enable those persons in
the Court Yard, who did not gain entry into the Chamber and Lobby, to
hear the proceedings.

CROWN AGENTS FOR THE COLONIES.

With reference to Gazette Notice
No. 629 of 29th December, 1953, the
Crown Agents for the Colonies have ap-
pointed Sir JAMES FARQUHARSON,
K.B.E., B.Sc. (Glasgow), M.I.C.E.,
General Manager of East African Rail-
ways and IIarbours Administration, to
the post of Engineer-in-Chief of their
office to succeed Sir REGINALD TAYLOR,
K.C.M.G., B.Sc. (England), M.I.C.E.,
who retires on 30th April, 1961. With
the approval of the Secretary of State,
Sir JAMES FARQUHARSON will be avail-
able in his personal capacity in the same
manner as his predecessor to furnish the
Colonial Office with engineering advice
on matters of policies involving rail-
ways, harbours, public works etc., the
engagement of specialist consultants in
architecture and engineering, and plac-
ing of engineering contracts.

POST OF LIBRARIAN, PUBLIC LIBRARY,
ST. VINCENT, THE WEST INDIES.

Applications are invited from suit-
ably qualified persons for appointment
to the post of Librarian, Public Library,
St. Vincent, Particulars of which are as
follows:-
Appointment:
The post is pensionable but appoint-
ment may be made on a contract basis
(non-pensionable) for a period of 3
years in the first instance. The officer
will be subject to the Colonial Regu-
lations, local General Orders and Fin-
ancial and Store Rules for the time
being in force and in so far as they
are applicable
Salary:
The salary of the post is in the
scale $1,641.60 x $86.40-$2,592.00
per annum and appointment may be
made at any point in this scale de-
pending on the candidate's experi-
ence and qualifications. It is expected
that the salary of the post will be in-
creased shortly.
Quarters:
Quarters are not provided.
Duties:
The officer will be responsible for
the running and organisation of the
Public Library in Kingstown and for
the organisation and supervision of
various branch libraries throughout
the Territory, and will be required
to perform such other duties con-
nected with Library work as may
from time to time be assigned by the
Administrator.

Qualifications:
Candidates should have had previ-
ous library experience and should
possess the Cambridge School Certi-
ficate or its equivalent as a minimum
educational qualification. Preference
will be given to candidates possessing
definite qualifications in librarianship
or a University degree.
Passages:
Free first class passages to St. Vin-
cent will be provided on first appoint-
ment for the officer, his wife and chil-
dren (not exceeding 5 persons in all)
children should be under 18 years of
age, unmarried and dependent on the
officer.
Leave:
(1) If appointed on contract, the
officer will earn vacation leave at the
rate of one week for each completed
period of 3 months resident service.
(2) If appointed on transfer or
secondment the officer will earn vaca-
tion leave according to local leave
leave regulations.
Medical Attention:
Free medical attention and medi-
cines are not provided.

monials and two photographs, should
be addressed to the Chief Secretary, St.

1960, No. 40.


POLICE (AMENDMENT) REGULATO1~S

(Gazetted 20th December, 19.60).


1. Short title. These Regulations may be cited as the Police (Amend-
ment) Regulations, 1960, and shall be read as one with the Police Regulations,
1948, (S.R. & 0. 1948, No. 110) (hereinafter referred to as the principal Regula-
tions) and all amendments thereto.

2. Regulation 154 of principal Regulations amended.
Regulation 154 of the principal Regulations is hereby amended by deleting para-
graph (1) thereof and substituting therefore the following:-
"(1) The daily ration for prisoners in police cells shall consist of one cup
tea, coffee or cocoa, four ounces of bread, and one piece fried fish or fish cake
in the morning, and rice, vegetables and fish or meat in the evening.".

Made by the Chief of Police under section 63 (1) of the Police Ordinance,
1047 (No. 48 of 1947) this 12th day of December, 1960.
